Babr sorted out the fresh “bins” of the deputy of the fifth and sixth convocations of the Ulan-Ude City Council Vladimir Tulonov. A run-of-the-mill, unimpressive supporter of United Russia, he has a fondness for playgrounds and young athletes, which leads to strange thoughts that give rise to unpleasant guesses.
Vladimir Innokent’evich was born in 1963 in the village of Nelkhai, Alar District, Irkutsk Region. The following specialties have accumulated in his portfolio: the profession of a mechanical technician, “Organization Management”, “State and Municipal Administration”. The profile of his activity was housing and communal services.
In 1984-1999 he worked at various enterprises in the Irkutsk region. In 2000–2002, he held the position of chief engineer at the Ulan-Ude Municipal Unitary Enterprise ZhEU No. 16 (OGRN 1020300903369), and in 2003 he became director of the Municipal Unitary Enterprise ZhEU No. 15 (OGRN 1020300894624). In 2005, he left the municipal service and established Sayany ZhKS LLC (OGRN 1050302660968), where he is the general director to this day. Tulonov is an honored worker of housing and communal services of Buryatia.
In the fall of 2014, Tulonov was elected to the city council of Ulan-Ude from constituency No. 21. In 2019, he again managed to be elected to the city parliament, where he became deputy chairman of the city economy, transport and communications committee. According to analytical sites, Vladimir Innokentyevich is also the chairman of the board of the religious organization of shamans “Darkhan” (OGRN 1130327012837), the former chairman of the board of trustees of school No. 56 (OGRN 1020300001457). He was the founder of the now liquidated organization Stroymaster and K LLC (OGRN 1060323050039).
According to official information, in 2020 Tulonov declared 1.8 million rubles (his wife – 688 thousand). In 2021, he earned 4.9 million rubles (his wife – 691 thousand), rising to sixth place among the richest city deputies. The revenue of ZhKS Sayany LLC in 2021 increased by 3.3 million rubles, and, apparently, 3.1 million of them went into the pocket of the CEO. Interestingly, the management company, which serves 54 homes, has only eight employees officially – two engineers and six administration workers.
Vladimir Innokent’evich prefers private households. He owns three land plots in individual ownership (754, 195,000 and 600 square meters), one plot in shared ownership (44,000 “squares”). And two more residential buildings with an area of about 155 and 19 “squares”, an apartment with an area of 67.7 square meters, a non-residential building with an area of 44.5 “squares”. His wife owns an apartment of 38.2 square meters. There is where to roam.
Until 2021, the Ulan-Ude people’s choice was also poorer in terms of property. The 600 square meter plot was missing from the 2020 declaration. Also in 2021, the hero of the “bins” got crossover Toyota RAV4 worth from 2.6 million rubles. In last year’s declaration, he indicated only a compact car. Toyota Vitz (cost from 500 thousand rubles), owned by his wife.
What is Vladimir Tulonov remembered for as a deputy? Mainly opening playgrounds and sports activities for children and teenagers. He is also often the first of the deputies to speak out about ambiguous ideas. So, in February 2022, he noted that some residents of the city want to see video surveillance cameras in their yards, since they are often effective in crime prevention. Babr informedthat government officials see in this idea the potential to replenish the budget through fines.
And in December 2022, during a discussion of the next increase in fares in public transport, it was Tulonov who was the first to say that the deputies were ready to accept an increase in tariffs, subject to an increase in comfort for passengers. Later, these words were picked up by the mayor of Ulan-Ude Igor Shutenkov.
The main update in district No. 21 is the improvement of the territory near the church in honor of the Nativity of Christ, where a new place for the townspeople’s recreation “Square on Tkatskaya” has appeared. The park was built as part of the People’s Budget project, so the role of the deputy himself in this should not be overestimated. However, according to Tulonov, all the orders of the residents of the district in 2022 were fulfilled. Of course, under the patronage of the deputy, two sports grounds appeared and tournaments were held among schoolchildren. Problems of the highest importance, no less.
If Tulonov somehow copes with deputy duties, then in his management company Sayany, which also operates in constituency No. 21, there is a complete mess, judging by the latest customer reviews. Dirty entrances and yard areas in winter, cold water instead of hot water – this is only a small part of the problems that the residents of “Sayan” write about on the website of the public project “MinzhKH”. Obviously, Vladimir Tulonov made excellent money at his company in 2021, so he decided to relax this year.
