Member of the United Russia City Council of Ulan-Ude Dolgor Norboeva is a bright individual. She heads the budget committee of the city parliament, does charity work, takes part in school events and takes care of the execution of voters’ orders. All her activities are actively covered in the social networks of the City Council and in local media.
True, the publications do not talk about programs for the economic and social development of the city in the interests of voters, which Norboeva could offer as an honored economist of Buryatia. Citizens will be able to read only laudatory articles about how the people’s choice gave sweet gifts to children, congratulated veterans on the next holiday and helped a first-grader from a poor family get ready for school.
was born Dolgor Kimovna Norboeva February 23, 1971 in the village of Aginsk, Chita region. Having studied as an accountant at the Novosibirsk Institute of Soviet Cooperative Trade, she began her career in the Buryat Republican Union of Consumer Societies – Burkoopsoyuz (OGRN 1020300963517), where she grew from the position of an accountant at a repair and installation plant to a chief accountant.
In 2011, she became the Chairman of the BCS Board, and since 2015, the Chairman of the BCS Council. In the same year, she became one of the founders of Bread Traditions LLC (OGRN 1150327012901), which was liquidated nine months later, like many other BCS enterprises. Norboeva was the head and received wages according to the staff list in the interdependent enterprises of BCS: Parus LLC (OGRN 1060326046494), Centralny LLC (OGRN 1110327002928), Assistance LLC (OGRN 1110327002950), Razvitie LLC (OGRN 1120327006634) and Resource LLC.
In 2014, the BCS top manager was elected as a deputy to the Golkovsky City Council of Ulan-Ude of the fifth convocation. And then quietly re-elected in 2019. Now she represents the interests of the residents of the Batareika, Lazo microdistrict (constituency No. 17) and is the chairman of the committee on financial and economic issues and the budget. It was the party in power that helped Norboeva to be elected to deputies twice, apparently in order to lobby the interests of the Edrosov cooperators in the City Council.
The media casually mentions the initiation of a criminal case against Norboeva as the head of the Burkoopsoyuz due to large-scale tax evasion in the spring of 2019. Some media wrote that Dolgor Kimovna, having become the chairman of the BCS Council, illegally sold cooperative property, which brought advanced organizations to bankruptcy and liquidation. And she was in no hurry to pay the traffic police fine in the ridiculous amount of 500 rubles for her. It seems that it is time for someone to go to the dustbin of history.
Also in 2020, the New Buryatia newspaper wrote that, due to the negative information that had surfaced, Dolgor Norboeva filed lawsuits for the protection of honor and dignity against veterans of consumer cooperation and blogger journalist Tatyana Nikitina. However, the court ruled not in favor of the deputy, and her appeal was not satisfied. Obviously, a person who commits such frauds is not worthy to represent the whole district.
Let’s move on to the official income of Dolgor Norboeva.
The people’s choice owns two land plots of 798 and 600 square meters, two houses of 20.8 and 45.2 square meters, an apartment of 53.9 square meters and a large residential building of 162.9 square meters, in which Dolgor Kimovna lives with a spouse and a minor child. In general, not bad for the owner of not the most solid capital.
There is no garage, so the Hyundai IX-35 crossover SUV (approximate market price of 1.3 million rubles) is apparently standing in the courtyard of the house under the open sky. A spouse with an annual income of 390 thousand rubles does not own any property. In 2020, the deputy’s spouse officially earned more than 200 rubles more, but what can you do – the crisis.
The annual income of the deputy for 2021 amounted to almost four million rubles, having increased by almost 600 thousand rubles over the year. Thus, Norboeva confidently stays in the top ten leaders among the deputies of the City Council of Ulan-Ude in terms of income, while remaining the only woman on this list.
Apparently, no crises can have a negative impact either on the measured life of the deputy Norboeva, or on her bins. Unlike most of her constituents.
