As a deputy of the People’s Khural of Buryatia, Lilia Deeva is an unremarkable person who was not a member of any political party. But remaining a “gray mouse”, Deeva manages to fulfill her only role in the Khural – this is defending the interests of the Selenginsky plant, of which she is the general director.

Lilia Vasilievna Deeva was born in 1964 in the village of Baikal-Kudara, Kabansky district, Buryat ASSR. After studying economics at the East Siberian Technological Institute, she began her career at a brewery in Ulan-Ude, where she rose from the position of senior engineer-economist to deputy president for economy.

In 1999-2001, Deeva headed the economic department of Baikal Forest Company LLC (OGRN: 1183850026700), from 2001 to 2004 she worked as the general director of Nil-trans LLC (OGRN: 1020300889498). And in 2004, she returned to BLK, where she first headed the economic department, and already in 2008-2013 she held the position of first deputy general director of the organization.

From 2013 to the present, Lilia Deeva has been the General Director of OJSC Selenginsky TsKK (OGRN: 1020300665604), a city-forming and one of the largest enterprises in Buryatia.

In September 2018, Lilia Deeva was elected to the People’s Khural of Buryatia of the VI convocation, gaining 73% of the vote. At the moment, she represents the interests of the residents of the Kabansky district (OIO No. 8) and is a member of the Khural committee on budget, taxes and finance.

Despite the fact that the future deputy was elected from United Russia, she does not consider herself a member of any faction. According to Khurala Deeva’s website, she is the only one who is not a member of any parliamentary association. It is not easy to understand the logic, because having been elected to a political body, being “out of politicians” almost impossible.

One can only assume that Lilia Deeva tried to disown the pro-government United Russia (without any opposition movements) so that the negative reputation of the party would not affect her and the Selenginsky Combine, which she manages. But after all, it was the party that helped Deeva to be nominated for deputies and, now, to lobby the interests of the plant in the Khural. In this case, although Deyeva’s non-partisanship provides some protection for “herself” and business, at the same time it shows her as a two-faced person.

The biography casually mentions the charitable activities of Lilia Deeva, but without details. Probably, we are talking about charitable assistance provided by the JCCC to the institutions of Selenginsk. The deputy also headed the Council of Leaders of the Kabansky District and has several awards and titles. But is everything really so beautiful in the biography of Lilia the Virgin, as the local media like to describe it, especially the boar regional newspaper Baikal Lights? No matter how.

Earlier, Babr repeatedly spoke about the negligent attitude of the leadership of the JCCC, including Lilia Deeva, to the security system at the enterprise and to their wards. Recall that in April 2022 at the plant died five employees and one were seriously injured by the hydrogen sulfide release. The plant lacked an elementary security system: gas leakage sensors and video surveillance. The employees of the plant did not use personal protective equipment, and the authorities violated two points of labor legislation at once.

Also, the Selenginsky plant is regularly inspected by supervisory authorities, in particular, the Trans-Baikal Interregional Department of the Federal Service for Supervision in the Sphere of Natural Resources. However, the management of the plant reluctantly corrects the identified violations and does not bear any punishment for inaction, except for fines. So, for example, according to the FSIS “Unified Register of Inspections” in March 2021 in relation to the General Director of the JCCC Lilia Deeva an administrative case was opened on the fact of violation of the requirements “On Production and Consumption Wastes” and “On Environmental Protection”. This is just one of many examples of Lilia Deeva’s disdain for her official duties.

In addition, in 2022, the JCCC was caught falsifying documents when concluding agreements between the plant and an educational institution. And such an offense, again, could not pass by its CEO.

About income
And now let’s move on to the most interesting – the tax return of Lilia Deeva. The income of the Director General of the JCCC and the deputy of the Khural for 2021 amounted to almost 10.9 million rubles, which is more than 900 thousand rubles a month. Thus, Deeva manages to confidently stay in top 10 the richest deputies of Buryatia, while remaining the only woman deputy on this list.

Deeva owns a land plot of 600 square meters, a residential building with an area of ​​51 “square” and an apartment – 36.6 “square”. As a transport, the deputy chose a Mercedes-Benz E-Class 200 4Matic car, the average cost of which is 2.5 million rubles.

The annual income of the spouse of Lilia Deeva is just over one million rubles, which is ten times lower than the income of Deeva herself, but still almost doubles the average salary in Buryatia. It is possible that Deyeva’s husband is either the owner of a small business or works in a highly paid position in a large enterprise, for example, at the JCCC. He owns 712 square meters of land and owns a Nsan X-Trail car. In common use, Deeva and her husband registered a residential building for 479.3 “squares” and a land plot for 801 “squares”.

Summing up the total amount of real estate and its area, the family of Lilia Deeva has three land plots, two houses and one apartment, and all this on a total area of ​​​​more than 2600 square meters. Such a good acquired property in old age. By the way, the children of Lilia Deyeva are not listed in the declaration, most likely because of their age.
