In addition, on March 21, the Supervisory Board of Moscow State University elected Jan Chadam as chairman instead of Uberti Bettonville, who had previously announced the early resignation of his powers as a member of the board from March 20, 2023. No one has been appointed to the council to replace Bettonville.
In early March 2023, Bettonville, in a letter to Minister of Energy German Galushchenko, announced her resignation as a member of the Supervisory Board of Moscow State University.
“Given the course of the meetings of the supervisory board over the past months, especially the incompetent and unacceptable behavior of some members of HP, I have decided to resign. Despite my sincere efforts for the good of the company and the military resistance of Ukraine, some HP members have proven that they will not and cannot apply EU standards and corporate governance principles,” she wrote.
According to Bettonville, this state of affairs does not allow her to further participate in the decision-making process and create additional value for the company.

When creating JSC “Main Gas Pipelines of Ukraine” it was assumed that the company would become the operator of the gas transmission system of Ukraine. At the same time, in the process of unbundling, NJSC Naftogaz Ukrainy created the “GTS Operator of Ukraine”, to which the functions of Ukrtransgaz for managing the GTS were transferred. In turn, OGTSU was transferred to the ownership of Moscow State University.
Back in October 2021, the Director of the Energy Community Secretariat, Janez Kopacz, said that Moscow State University had fulfilled its function and could be disbanded. At the same time, the Ukrainian authorities delayed the resolution of this issue.
In the memorandum between the International Monetary Fund and Ukraine, approved in April 2023, the task is to transfer the shares of OGTSU from Moscow State University directly to the Ministry of Energy by the end of July with a corresponding change in the charter.
