FAS and the prosecutor’s office revealed violations in the procurement activities of Yuganskvodokanal (SVK). As it turned out, almost all the company’s contracts over the past six months were concluded without taking into account the norms of the current legislation.
At the same time, among the main partners of one of the main public utilities of Nefteyugansk, there is an unknown “Construction and Installation Department-32” (SMU-32). It was this company with a staff of two that received contracts worth several tens of millions. The involvement of this office in the work has already turned into a failure of the repair campaign last year. Meanwhile, managers who have committed violations are apparently not threatened with sanctions from the antimonopoly service and the prosecutor’s office. The managers who brought the SEC to the financial crisis have already left their positions. By the way, this is the only decision of the city authorities, which has found support from the professional community. Currently, as the sources of the publication say, the workforce of another housing and communal services asset of the mayor’s office – Yugansktransteploservice – is preparing a series of new appeals in support of the now ex-director Sergei Legchenko. Among the main arguments is the incompetence of the appointed Ivan Murzin. Claims were also voiced to the curator of the city housing and communal services. Industry experts strongly recommend that prosecutors evaluate the actions of the relevant vice-mayor and challenge the transactions of the SVK.
OFAS for Khanty-Mansiysk Autonomous Okrug-Yugra announced violations in Yuganskvodokanal JSC. As the anti-monopolists revealed, the communal asset of the city administration ignored the norms of the federal law “On Protection of Competition”. At the same time, the service found that the company’s procurement regulations did not comply with the legislation.
The resource-supplying organization is currently issued not only the FAS order. The prosecutor’s office of Nefteyugansk also informs about the revealed violations. Supervision also demanded that the management of the enterprise eliminate the violations committed both in the adoption of the new regulation and in procurement activities.
“According to the results of the audit, it was established that JSC “UVK” violated the information transparency of procurement, created conditions for limiting competition in relation to procurement participants, and efficient spending of funds for the purchase of goods, works and services,” the prosecutor’s office said in response.
Recall that, in particular, we are talking about about the 2021 procurement campaign, as a result of which the company was supposed to overhaul the infamous iron removal station, technical inspection of the central water supply and sanitation systems of the city. As it turned out, almost all contracts within six months of last year were concluded without competitive procedures. Among the main partners of one of the city’s main utility companies, the unknown SMU-32 is the only supplier. According to information from open sources, the organization, which does not have the necessary staff and work experience, received contracts worth more than 70 million rubles.
At the same time, all work at the facilities, according to sources at the enterprise, was and is being carried out exclusively through subcontracting. “The repair of filters, which was supposed to be completed by December 31 last year, has not even begun at some facilities, but the advance payment in the amount of more than 22 million rubles, apparently, SMU-32 LLC has already been transferred. The most expensive load for ODM-2 filters worth 15 million, urgently purchased without a tender, is also lying idle in the warehouse, ”the employees of the UVK add.
At the same time, informed interlocutors of the publication also focus on the results of the repair campaign in the 14th microdistrict. Here, along Neftchilar Street, filters and water pipes were to be overhauled. It was also planned for the water supply section along Surgutskaya Street. The work was not only included in the plan for 2021 agreed by the Deputy Mayor Oksana Churikova, but also financed from the KhMAO budget. The share of the region amounted to almost 63 million rubles.
“As a result, only a major overhaul of the water supply system along Surgutskaya was carried out. Law enforcement officers are likely to be interested in this story due to the fact that the contract for the repair of these facilities was also concluded by JSC YuVK without competitive procedures, and the price state expertise was obtained after the actual work was carried out, ”the industry experts argue.
In addition, after analyzing the procurement documentation of the SVK, market participants came to the conclusion that since the summer of 2021, groundwater has not been treated properly due to non-working filters. “That is why spot washing of networks does not bring results in response to incoming complaints, and dirty water continues to flow from the taps of Nefteyugansk residents, the aroma of which is very similar to sewerage,” say representatives of the professional community.
Meanwhile, the managers who committed violations and failed the repair campaign are apparently no longer threatened with sanctions from the FAS and the prosecutor’s office. The day before, February 21, Andrey Faustov and his deputy Nikolay Kholodkov were fired. As the city administration explained to the publication, the personnel decision of the board of directors is associated with unsatisfactory indicators of the financial and economic activities of the enterprise.
“Such a consumer attitude, as these two managers had, was not in any leadership in the entire history of the SVK. Vodokanal sank in receivables, the tariff campaign failed, financial indicators are at an extremely low level. It was necessary to stop this team of top managers so that the damage caused to the enterprise would not reach the point of no return. In addition, everyone understood that part of the billions allocated by the district for the construction of water treatment facilities could settle, including in the pockets of the dismissed leaders. As a result, Nefteyugansk would again receive an object that does not work, ”added the interlocutors of the publication in the mayor’s office.
The latest personnel initiatives regarding the leadership of the SVK were the only decision of the renewed team of the mayor’s office that satisfied all market participants. “Unlike dismissal of the now ex-general director of Yuganskteplotransservice Sergey Legchenko, all representatives of the trade union agreed with the resignation of Faustov and Kholodkov. Both managers were appointed during the administration of the city by Sergei Degtyarev, who probably contributed to the introduction of a scheme at the enterprise that allows the uncontrolled withdrawal of budget funds, ”add local utilities.

As it turned out, a significant part of the housing was purchased without documentary justification. That is, the ransom documents were signed according to calculations that the administration officials did not prepare, ”say sources close to law enforcement agencies.
Members of the public are sure that the active position of the city authorities in relation to municipal enterprises controlled by the mayor’s office will lead to a number of personnel decisions and even to a change in the form of ownership of some assets. According to the employees of the city administration, the balance commission for NSMU “Universal Service” has already been appointed for February 24. One of the main issues of the meeting, according to insiders, will be the initiative to transform a municipal enterprise into an LLC.
And yet, returning to the problems of Yuganskvodokanal, the city community agrees that the competent authorities need to evaluate the activities of not only the ex-management of the SVK, but also the curator of the housing and communal services sector in the city administration, deputy head Oksana Churikova. “If the prosecutor’s office does not take measures to challenge the transactions of the enterprise, committed in violation of the law, then all the costs for them will fall on the shoulders of residents next year as part of newly increased tariffs,” market participants predict.
