The former head of the Fund for the Protection of the Rights of Shareholders of the Krasnodar Territory Evgeny Shumeiko was sentenced to seven years in prison freedom for receiving commercial bribery in the amount of 42.5 million rubles. The execution of the sentence has been suspended until her child reaches the age of 14. Mrs. Shumeyko received the above amount from the founder of the construction company for the right to conclude an agreement with him on behalf of the Fund for the completion of the troubled Raduga Residential Complex in Krasnodar. The developer himself was also punished for commercial bribery, the court fined him 2 million rubles. Evgenia Shumeiko fully admitted her guilt in the courtroom and repented of her deed.

As follows from the court verdict, the defendant, in the period from December 1, 2020 to February 9, 2021, being the director of the Kuban Fund for the Protection of Shareholders, received 42.5 million rubles through an intermediary. as a commercial bribe for concluding a contract with the developer LLC ART for the completion of the construction of the residential complex Raduga, located in Krasnodar on Zhigulenko Street, 7, the joint press service of the courts of the Krasnodar Territory reported.
According to the constituent documentation of the Fund for the Protection of the Rights of Shareholders of Kuban, the organization was created to perform all the necessary functions to settle the obligations of developers declared bankrupt and restore the rights of participants in shared construction. To this end, a mechanism has been created for the transfer to the Fund of property (including property rights) and obligations of developers declared bankrupt to complete the construction of apartment buildings.
The Investigative Committee of the Russian Federation specifies that in order to implement the criminal scheme, Ms. Shumeiko attracted her partner, who in the fall of 2020 demanded 82 million rubles from the director of the ART construction company, Yuri Kudrinsky. for the conclusion by the Foundation with its organization of an agreement for the completion of the residential complex “Rainbow”. In addition, the figurant demanded to transfer 8.2 million rubles to the Fund’s settlement account, which is 1% of the preliminary estimated cost of work to complete the construction of the facility. “In the future, the attacker reduced the amount to 41 million rubles. The man agreed and in December 2020 transferred the required amount to the figurant through her partner, and in February 2021 transferred 1.5 million rubles to the Fund’s settlement account. from the account of another organization, which, at the request of the woman, for the purpose of secrecy, were issued in the form of a donation, ”the Investigative Committee of Russia reports.
After receiving the money, subcontracts were concluded between the regional Fund for the Protection of the Rights of Shareholders and ART LLC to complete the construction of the Raduga Residential Complex.
In November 2022, Evgenia Shumeiko was detained by the Federal Security Service of the Krasnodar Territory. Earlier, a criminal case on charges of transferring commercial bribery on an especially large scale (part 4 of article 204 of the Criminal Code of the Russian Federation) was initiated against Yury Kudrinsky himself. In the course of his investigation, employees of the regional FSB of Russia and the UEBiPK of the Main Directorate of the Ministry of Internal Affairs for the Krasnodar Territory contacted Mrs. Shumeiko. As Kommersant-Kuban was informed by the press service of the Krasnodar Regional Court, at the moment Mr. Kudrinsky has been convicted of transferring commercial bribery, the court has awarded him a fine of 2 million rubles.
Initially, the court chose a preventive measure for Yevgenia Shumeiko in the form of detention, but then softened it to house arrest. Two of her apartments and a parking place were arrested as interim measures.
“At the hearing, the defendant pleaded guilty in full, sincerely repented of her deed, refused to testify,” the joint press service of the regional courts reported, adding that in addition to the suspended sentence, the court deprived Ms. Shumeyko of the right to hold positions in non-profit organizations associated with the performance of organizational, administrative and administrative functions for a period of five years.
Yevgenia Shumeiko’s lawyer, Oleg Sivenko, declined to comment to Kommersant-Kuban on the verdict of his client, as well as the prospect of appealing it.
Evgenia Shumeiko was born in 1983 in Novokuznetsk. She graduated from the Siberian State Industrial University with a degree in metallurgy of ferrous metals, having received the qualification of an engineer. In September 2017, she was elected to the Legislative Assembly of the Krasnodar Territory of the sixth convocation. She was a member of the ZSK committee on construction and housing and communal services. On November 1, 2019, she took the post of director of the Fund for the Protection of the Rights of Citizens, participants in shared construction in the Krasnodar Territory, created by the governor.
Residential complex “Rainbow” – these are three twenty-story buildings with 702 apartments. The permit for the construction of the residential complex was issued in 2014, it was planned to complete the facilities in 2016. In 2016, the construction was frozen, the object was entered into the register of problematic ones. In 2020, the Fund for the Protection of the Rights of Shareholders decided to complete the construction of the facility. Funds for the completion of three letters were allocated from the federal and regional budgets, their amount was not disclosed. In February 2021, the Arbitration Court of Kuban granted the Fund’s application for the intention to take over the rights and obligations of the bankrupt developer Raduga LLC, after which the fund received the right to become the developer of the problematic object. The final commissioning of the troubled residential complex was scheduled for early 2023. However, as Kommersant-Kuban was informed in the regional department for supervision in the construction industry, the deadline for completion of work has shifted to December this year. Construction and installation work is carried out by the general contractor – the Regional Construction Company of the Krasnodar Territory.
