Cities and districts of Ugra will undergo a strict audit for the presence of debts for housing and communal services owned by the municipalities housing. At least, representatives of the ONF are waiting for such a reaction from the deputy governor of Khanty-Mansi Autonomous Okrug Olga Litova, for which the problem was voiced in detail both in Khanty-Mansiysk and in other territories of the region. However, after discussing the issue outside the offices of administrations, the residents of the district began to publicly criticize the activities of officials who control municipal residential property. Officials are accused of inaction, attempts to shift the responsibility for solving the problem to management companies and resource providers, and sometimes obstructing legal proceedings. However, inspections initiated by ONF activists can reveal not only non-fulfillment of obligations by the authorities of cities and regions, but also the use of possible illegal schemes that make it possible to hide the actual debts of municipal apartments. Apparently, according to the sources of the publication, these practices have already been tested in the administration of the administrative center of Yugra.
Representatives of the Public Council under the Department of Housing and Communal Complex and Energy of Yugra insist on the subsidiary liability of municipalities for housing and communal services debts, which accumulated apartments owned by administrations.
The initiative of the public followed after the profile structure provided a report on the financial obligations of users of square meters.
According to the district DepZhKH, the receivables for heat, water supply and sanitation services as of August 1, 2022 in the district amounted to 7 billion rubles, including the debts of the population – 3.6 billion. At the same time, the debt of municipal residential property amounted to only 183 million.
These figures have already caused bewilderment among the participants of the communal market. According to preliminary estimates of experts, the district DepZhKH, apparently, missed several hundred million.
“This figure is absolutely incorrect, of which we, of course, notified the department. And this became clear after the speeches of the management companies at the last regional specialized conference. For example, representatives of the management company “DEZ of the Eastern Residential District” in Surgut said that today there are claims in the courts for debts of municipal residential premises for 19 million rubles. The second organization announced the amount of debt for 10 apartments at 5 million. And these are only utility debts, but there are also housing debts. At the same time, we are well aware that housing controlled by the mayor’s offices of cities and regions is not limited to ten apartments in Surgut.”– the chairman of the Public Council at DepZhKH Ugra voices the problem Alexander Tarasenko.
However, the public utilities themselves call the work of the Department of Municipal Property of the Administration of Khanty-Mansiysk indicative in this story. According to representatives of management companies and resource providers, the structure of the mayor’s office simply ignores any appeals from public utilities for debts for municipal property.
“Back in May, the Northern Capital Management Company, for example, turned to the mayor’s office with information that in their houses the non-payment of a debt of almost 800 thousand rubles for 25 municipal apartments exceeded six months. At the same time, tenants did not apply to the management company to conclude contracts. In the letter, the public utilities said that because of this they could not collect the resulting debt, and asked for copies of the lease agreements, but were refused. However, the city administration showed a similar position on the requirement for the city’s depot to pay off the debts of municipal apartments,” – representatives of the housing and communal services market share information.
Representatives of local resource companies also speak about similar problems on anonymous grounds.
“There are over 3,000 municipal apartments in Khanty-Mansiysk. Accruals are about 200 million per year. They pay 50%. So it turns out – the annual debts of the city’s residential property amount to about 100 million rubles. It is quite difficult to collect them – it is almost impossible to reconcile with the department of municipal property. The Criminal Code and resource persons do not fully possess information on the property of the municipality, so sometimes there is nothing to go to court with. However, the scale of the problem, judging only by these figures, is obvious. Hundreds of millions never reached the resource workers of Yugra”industry experts say.
Public activists have already connected Deputy Governor of Yugra Olga Litova to the problem of outstanding debts of the KhMAO municipalities. It was to her that the regional headquarters of the ONF in Yugra offered to conduct a complete audit of the residential property of the administrations of cities and regions.
“Today we see the inaction of officials in this matter. Their position is one – there are tenants of housing, and demand from them. However, the municipality itself often does not know who it has and where it lives. And some apartments are completely empty, accumulating debts, which then the management companies try to redistribute among the residents. Therefore, we are talking about the fact that there should be subsidiary liability – the authorities should pay for the debts of tenants, and then deal with their tenants. Today, the Criminal Code suffers to a greater extent, which sometimes do not risk going to court, because this is fraught with greater attention from officials, and this may be followed by visits from control and supervisory authorities.”– experts of the regional ONF add.
Meanwhile, observers do not rule out that the wave of discontent raised by social activists has already provoked activity in local administrations.
“The first, apparently, realized the officials of Khanty-Mansiysk. A few days ago, the Deputy Mayor Natalya Dunaevskaya instructed the department of municipal property to compile lists of debtors of the administration’s service apartments. Nevertheless, market participants are confident that the regional authorities will not soon be ready to announce the real figures of the communal debt for municipal housing. The reason is that DepZhKH owns only the information that the local authorities will send them.
“You have to understand that the distortion of figures can go on at different levels. For example, MP “ZHKU” in Khanty-Mansiysk, apparently, did not carry out accounting debts for five years, so that the annual results would not look so deadly. What to say about communal structures when you can just take the annual reports of some chapters? One gets the feeling that the numbers are simply taken from the ceiling, and if earlier they somehow tried to adjust them, now no one is doing this.
