CPC doesn’t care about scandals: what about Transneft?

The Caspian Pipeline Consortium has partially resumed shipments from Novorossiysk.

The Caspian Pipeline Consortium (abbr. CPC), which is owned by the state corporation Transneft, has resumed operation of one of the three remote mooring units (VPU-1) and has begun shipping oil. It became known “Kommersant”. However, two other TLUs have been decommissioned for the purpose of refurbishment. And they were damaged allegedly because of the storm.

To be more precise: last week at CPC reportedthat damage was found in the form of a displacement of the load-bearing frame of one of the VPU-3 floating hoses. Therefore, it was decided to temporarily decommission this TLU for flushing and repair.

“Timely detection of a malfunction made it possible to eliminate the risk of oil entering the Black Sea,” they specified at the same time. But the news didn’t end there.

Later at CPC declaredthat, following the results of a survey of the equipment complex of remote mooring facilities at the Marine Terminal near Novorossiysk, after a storm, the forces of the contracting organization for maintenance of the MT found damage to the 9th and 13th hoses of the inner sleeve of the TLU-2.

Therefore, the operation of this WPU had to be suspended.

“In accordance with the regulatory documents for the operation of the MT, CPC has an emergency kit for replacing the necessary hoses. However, in the current market conditions, contracting for the supply of spare parts for the TLU can cause significant difficulties. In this situation, the management of the Consortium is forced to report a possible reduction in the volume of oil transportation by a factor of three from the requests of shippers in the near future. Repairs are likely to take an extended period of time due to the unfavorable weather forecast, as well as the waiting for the nomination of tankers for washing, ”they added.

According to the website, CPC is an international oil transportation project involving Russia, Kazakhstan, as well as a number of global mining companies, which was created for the construction and operation of a trunk pipeline with a length of over 1.5 thousand km. It is clarified that the CPC system receives oil mainly from the vast fields of Western Kazakhstan, as well as raw materials from Russian producers.

The site also saysthat among the shareholders: the Russian Federation, JSC National Company “KazMunayGas”, Rosneft-Shell Caspian Ventures Limited, etc.

According to Kommersant, out of three TLUs, two devices usually work for shipment.

The publication believes that the restriction on CPC shipments may motivate Kazakhstan’s oil exporters to look for alternative routes.

CPC is no stranger to unexpected situations?
