In the Oktyabrsky District Court of Stavropol, court hearings on the case of the former head of the department of the Stavropol branch of the Krasnodar University of the Ministry of Internal Affairs, Viktor Evdoshenko, have ended. He was found guilty of participating in a criminal community and receiving large bribes from branch listeners. By a court decision, the ex-teacher was sentenced to three years and six months in a strict regime colony with deprivation of his right to engage in teaching activities in higher and professional educational institutions for three years. The criminal case was considered in a special manner, since Mr. Yevdoshenko admitted his guilt and concluded a pre-trial agreement on cooperation with the prosecutor’s office.
The investigation of the criminal case, involving 13 people, including Viktor Yevdoshenko and several other teachers from the Stavropol branch of the Krasnodar University of the Ministry of Internal Affairs, was conducted by the main investigative department of the Investigative Committee of Russia for the North Caucasus Federal District, operational support was provided by employees of the Main Directorate of the Security Service of the Ministry of Internal Affairs of the Russian Federation. According to the materials of the criminal case, Viktor Evdoshenko, who headed the department of administrative law at the university, “as part of an organized group united in a criminal community, together with officials of the Stavropol branch of the Krasnodar University of the Ministry of Internal Affairs of Russia and conditionally appointed commanders of training groups”, using his official position, systematically received bribes “in the form of money” from cadets.
Extortions from cadets of the Stavropol branch continued, according to the investigation, from September 2017 to July 2020.
In August 2020, a criminal case was initiated against bribe takers based on the materials of the internal security department of the regional Main Directorate of the Ministry of Internal Affairs. At the same time, the first arrests of the defendants in the case began. On the fact of receiving bribes at the police university, an inspection was carried out, after which five teachers were fired.
During the investigation, it was found that members of the criminal group received a total of more than 5.7 million rubles from students of the faculty of distance learning, retraining and advanced training. Illegal remuneration was supposed “for guaranteed passing of the current control, obtaining admission to the intermediate, state final certification and their successful delivery, regardless of the knowledge shown by the student during the training period.”
Admission to the session cost the cadets of the Stavropol branch from 9 thousand to 13.5 thousand rubles, and one exam – from 1.5 thousand to 3 thousand rubles.
With Viktor Evdoshenko, according to the Investigative Committee of Russia, a pre-trial cooperation agreement was concluded, in connection with which his criminal case was separated into a separate proceeding. The process took place in a special order – without examination of evidence and interrogation of witnesses.
As a result, the former teacher was found guilty by a court verdict. He was sentenced to three years and six months in a strict regime colony with restriction of freedom for a period of one year and deprivation of the right to engage in teaching activities in higher and professional educational institutions for a period of three years.
According to the Investigative Committee, the other defendants in the case are currently “together with the defense lawyers getting acquainted with the materials of the criminal case.”
In December, the Oktyabrsky District Court of Stavropol found Larisa Ustinova, former head of the department of state and civil law disciplines of the Stavropol branch of the Krasnodar University of the Ministry of Internal Affairs of the Russian Federation, guilty of participation in a criminal community (part 3 of article 210 of the Criminal Code of the Russian Federation) and of taking bribes in a significant amount. According to the court verdict, she will have to spend four years in a penal colony.
