The Frunzensky District Court of Vladivostok found the former rector of the Maritime State University (MGU) named after Admiral Nevelsky Sergey Ogay and his son Alexei Ogay, who held the position of head of the educational and methodological department of the same university, guilty of abuse of office (part 1 of article 285 of the Criminal Code of the Russian Federation) . According to Kommersant’s information, the state prosecution requested real imprisonment as a punishment: Sergei Ogai – three and a half years, his son – six months less. In reality, the ex-rector received three years of probation with a probationary period of four years, Alexei Ogay received two and a half years of probation with a probationary period of three and a half years.
The civil claim filed by the Maritime State University for 340,811,800 rubles was granted jointly and severally by the Frunzensky District Court.
The verdict of the court has not yet entered into force and can be appealed by the parties. “The decision to appeal will be made after studying the verdict,” a representative of the supervisory agency told Kommersant. Contact with the defense failed.
“According to the investigation, in 2017-2018 in Vladivostok, the rector, together with his son, created the conditions for unfair competition. They provided two commercial firms owned by their acquaintances with the conclusion of contracts for the supply and commissioning of training simulators at the maximum cost, ”the press service of the Prosecutor General’s Office reported earlier.
To do this, before the auction procedures, the leaders of Moscow State University “conducted negotiations with selected suppliers, corrected the auction documentation, including draft government contracts and terms of reference.”
On the basis of forged documents, the father and son formed the initial (maximum) prices of the contracts, entered into the auction documentation limited delivery times and conditions on the absence of advance payments, which ensured victory in the auctions of previously defined organizations.
“As a result of the illegal actions committed, the rights and legitimate interests of other commercial organizations were violated, as well as inefficient procurement and spending of budget funds in the amount of 340 million rubles. for the purchase of the supplied simulators, which caused damage to the budget of the Russian Federation, ”says the indictment, approved by the Deputy Prosecutor General.
Earlier, the ICR said that “to ensure the execution of the subsequent sentence” on the property of the father and son in the amount of 3 million rubles. arrested.
The former rector of Moscow State University and his son did not comment on the accusations against them to the press.
