In the Yaroslavl region, the investigation of the criminal case of a 3-million bribe initiated against the deputy of the Rybinsk Municipal Council, general director of Rybinsk Generation LLC Viktor Tamarov continues. However, the criminal episode in his biography did not prevent the mayor of Rybinsk, Dmitry Rudakov, from appointing Tamarov to the post of general director of Rybinsk Generation, entrusting him with the implementation of a large-scale investment project. Meanwhile, the Teploenergo municipal unitary enterprise, whose management included Tamarov, has connections with Region LLC, registered in Ufa, and Sevzaprazvitie LLC from Krasnogorsk near Moscow, which received the Teploenergo contract for the overhaul of heating networks worth more than 26 million rubles. In turn, the owner and general director of the contractor, Andrei Glazunov, was the founder of the notorious TsESIM company, which absorbed millions of budget funds and was controlled by the family of the chairman of the Yaroslavl municipality, Sergei Kalinin. Registered in Bashkiria, Region, through its owner Marat Iskandarov, his brother Rinat and ex-founder Aidar Murtazin, is affiliated with the charitable Foundation Doing Good, which enjoys the support of the head of the republic, Radiy Khabirov, who previously headed the administration of Krasnogorsk, where Sevzaprazvitie is registered. The history of Rybinsk corrupt officials could also include the family of the odious Bashkir Prime Minister Andrei Nazarov, whose Granel development group is actively working in Moscow and the Moscow region.

Later, Yaroslavl Generating Company was recognized bankrupt. As for Tamarov, he fell under amnesty, dedicated to the 70th anniversary of Victory in the Great Patriotic War, and his criminal record was cleared. True, I had to resign my parliamentary powers.
There is no doubt that the mayor of Rybinsk Dmitry Rudakov, who approved Tamarov for the post of general director of Rybinsk Generation, was well aware of the criminal past of his protégé. However, this circumstance did not prevent him from involving a specialist with a dubious background in the implementation of an 800 million investment project.
By the way, when appointing Ivan Dubino in July last year as his first deputy, responsible for the work of housing and communal services, Rudakov described him as a “professional, competent and effective manager”. The result of personnel policy was another corruption scandal. As they say, “this has never happened before and here it is again…”
Who is “mastering” Yaroslavl government contracts and how?
Both Dmitry Rudakov himself and the head of the region, Mikhail Evraev, have repeatedly spoken about large-scale plans for the reconstruction of Rybinsk heating networks. As we already know, Dubino and Tamarov saw their own financial “prospects” in the development of the utility enterprise, who, before heading Rybinsk Generation, held the post of deputy general director of MUP Teploenergo, who has quite interesting commercial connections.
