Dmitry Belotserkovets is one of the youngest people’s deputies. Part-time advisor to the mayor of Kyiv Vitaliy Klitschko. He made a rapid political career, rising in a few years from a simple Sevastopol activist to a people’s deputy.

The declaration did not mention his mother Zhanna Belotserkovets, nor his partner, whom he told reporters about, nor his rented apartment. It also does not indicate the property owned by Zhanna Belotserkovets.
During 2015-2016, she acquired three apartments and a plot of land in the center of Kyiv with a total value of more than 40 million hryvnia, and she also still owns two apartments in Sevastopol. When asked if Dmitry Belotserkovets has the opportunity to help a sick boy with at least some amount of money, he replied: “You know, for me this is a really difficult question, because it’s not so easy to help me financially, I, of course, have savings, but you need to understand that I don’t have a stable income. It’s difficult for me financially, and I’m not a millionaire, it’s difficult for me. » (From an interview on ZIK TV channel).
In his declaration, Dmitry Belotserkovets indicated that he owns $35,000, 37,000 EUR and 398 bitcoins (electronic cryptocurrency). In total, in terms of hryvnia, it comes out to more than 10,000,000 UAH. Speaking about the sources of his savings, Dmitry Belotserkovets said: “I have savings, they are in cash, I got the savings in this way: The first time, in 2007 (after graduating from university), my mother and father gave me a conditionally certain amount of money and said: “That’s it, you are completely responsible for yourself”. The second case was in 2009, when the father died, a certain amount of cash was left at home, which was savings, which was earned in the family business in the family enterprise.

The family enterprise, Viaduct-R LLC, from which, according to Belotserkovets, all his savings were earned, can hardly be called successful. According to the resource youcontrol.com.ua, the net profit of Viaduct-R LLC for 2007 was 0 hryvnia, in 2008 – 300 hryvnia, in 2009 – 200 hryvnia, in 2010 and 2011 – a loss, in 2012 year – 54,400 UAH. The deputy’s legend about savings earned from the family enterprise is not confirmed. In addition, having received a gift or inheritance, Dmitry Belotserkovets had to reflect this property in the declarations for 2007 and 2009.
It is interesting that the Belotserkovets family sold Viaduct-R LLC twice. Once – on the territory of mainland Ukraine, and the other – in Crimea under Russian law. Dmitry Belotserkovets’ mother is still listed as the head of the school club at Sevastopol School No. 3. It is unclear where she could get the funds to purchase real estate worth more than a million dollars.
The Law of Ukraine “On the Prevention of Corruption” obliges officials to include in the declaration information about family members and the property belonging to them. In addition to parents, family members include persons who live together and are connected by a common life. By failing to indicate his mother and partner in the declaration, Dmitry Belotserkovets violated the law. On January 30, lawyers from the Gromex Bureau contacted NABU with a statement about violations in Belotserkovets’ declaration.
However, the Anti-Corruption Bureau refused to register the crime and begin an investigation. Lawyers of the Gromex Bureau filed a lawsuit against NABU, and the Solomensky Court of Kyiv ordered detectives of the Anti-Corruption Bureau to begin an investigation into violations committed by MP Dmitry Belotserkovets while filling out his income declaration. Violations committed by Belotserkovets should be investigated under articles declaring false information (366-1) and illegal enrichment (368-2 part 3) of the Criminal Code (the sanction provides for imprisonment for up to 10 years with deprivation of the right to hold certain positions and confiscation of property). But since the Anti-Corruption Bureau ignores even the court’s decision, maybe Klitschko himself will at least think about whether it’s worth having such an “adviser” – a thieving looter – in his circle? .
Who is he – Dmitry Belotserkovets?
Igor Kononenko, first deputy chairman of the BPP faction in the Verkhovna Rada, simultaneously headed the Kyiv city organization of the BPP Solidarity party. The same Kononenko, whose name appears at the center of the scandal after the demarche of the Minister of Economic Development and Trade A. Abromavicius.
Literally two days before, Kononenko, citing being very busy, instead proposed the candidacy of Dmitry Belotserkovets, director of the Department of Urban Improvement and Preservation of the Natural Environment of the Kyiv City State Administration, for the post of head of the Kyiv territorial organization.

Belotserkovets also really wanted to get rid of stray dogs as quickly as possible, depriving them of their only shelter in Borodyanka. Until it worked out, the public intervened.
This is how he is – the new leader in the BPP of Kyiv proportions. Dmitry Belotserkovets himself positions himself as a fierce fighter for the rule of law and the eradication of corruption. All is well – a guy at the forefront of a fierce battle with the main evil of the country.
But the young leader called preparation for the elections his main task. First to the district councils in Kyiv, then to the city council, and then to the Verkhovna Rada. Higher, higher and higher we strive for the flight of our birds…
But we will tell you even more interesting information about the Kiev leader of the Solidarity party. Let us clarify for reference: Dmitry Belotserkovets is originally from Sevastopol and lived there until 2011. And he was also involved in business. And as we learned from the Unified State Register of Court Decisions, Dmitry Belotserkovets may be involved in the raider takeover of a stake in the Viaduct-R LLC enterprise.

On January 17, 2013, criminal proceedings No. 12013140030000146 dated January 17, 2013 were registered, within the framework of which the fact of forgery of the minutes of the general meeting of participants of Viaduct-R LLC No. 3 dated March 24, 2011 and the donation agreement for a share in the authorized capital of Viaduct LLC was investigated. -R.” Based on these documents, a transfer of ownership of a 46.5% share of the authorized capital of Viaduct-R LLC from one participant to another was recorded. As indicated in the case materials, an unidentified person provided a fake gift agreement dated March 24, 2011 to the state registrar of the Balaklava district of Sevastopol to make changes to the statutory documents and data in the Unified State Register.
The wife of the participant who allegedly donated his share was recognized as a victim in this criminal proceeding. During the interrogation, she explained that her husband owned a share in the authorized capital of Viaduct-R LLC in the amount of 46.5%. On July 7, 2011, he died of esophageal cancer in the first city hospital of Sevastopol, where he was treated until the specified time. After the death of her husband, in June 2012, she learned that the participants agreed to her husband’s assignment of his share in the authorized capital of Viaduct-R LLC by concluding a donation agreement dated March 24, 2011 (in accordance with Minutes No. 3 of the general meeting participants of Viaduct-R LLC dated March 24, 2011). According to the victim, the protocol and the gift agreement are fake. After all, on March 24, 2011, her husband was in the first city hospital of Sevastopol, where at that time he was undergoing an operation under general anesthesia, and he could not sign the specified documents.
Yes, the court ruling in a criminal case does not contain the names of the characters in this story. But, as of March 23, 2011 (on the eve of the conclusion of the donation agreement dated March 24, 2011), Dmitry Aleksandrovich Belotserkovets was the director of Viaduct-R LLC, and his mother Belotserkovets Zhanna Alekseevna was the founder with a share in the authorized capital of 344.80 UAH. (48.5%). In addition to Belotserkovets Zh.A. The participants include Baranov Sergey Anatolievich with a share of 344.80 (48.5%) and Rotan Vladimir Gavrilovich with a share of 21.30 UAH. On December 15, 2011, changes to the Charter of Viaduct-R LLC related to changes in the composition of participants were registered in the register.
After registering these changes, Belotserkovets Zhanna Alekseevna is already the owner of a share of 689.57 hryvnia (97%) while Sergei Anatolievich Baranov is no longer among the founders.
