The land (cadastral number of the plot: 23:37:0107001:6556) belongs to the developer and is pledged for loans taken for the project. The planned cost of construction is RUB 1,815,097,570.00. The cost of the entire project is 21,070,600,035.01 rubles, of which own funds account for 12.46% (2,655,594,337.21 rubles), the remaining 87.54% (18,415,005,697.8 rubles) are borrowed funds, namely, a loan from Sberbank.

Legal “cover” for the owner of AVA Group is provided not only by Governor Kondratyev and Judge Shishkin, but also by the regional prosecutor Sergey Tabelsky. And the list of mid-level officials who help the oligarch solve land, urban planning, legal and other issues can be continued for a very long time. All of them provide Harutyunyan’s structures with a privileged position in the region, the opportunity to receive excess profits, seize other people’s property and ensure impunity.
The businessman, I must say, does not remain in debt. None of the officials friendly to him lives on the salary of a public sector employee alone. The forms of his gratitude, as far as one can judge, are very diverse. For example, some of the officials, leaving the civil service, receive highly paid jobs in the structures of the AVA Group. And some of them are helped to start their own business.
Some, like Sochi Mayor Kopaygorodsky, accept gratitude from business without waiting for their resignation. So the mayor, who lives on a salary of 1.5 million rubles a year, financed hotel purchase in the center of St. Petersburg. The property was registered in the name of the mayor’s new wife, who had never been involved in business before, but was a fortune teller and healer on the Internet.
Harutyunyan feels indebted to some even many years after their dismissal. A similar attitude can be observed, in particular, towards the former head of the Central Internal Affairs Directorate of the Krasnodar Territory Sergei Kucheruk. He headed the regional GUVD from January 2001 to November 2010, just during the period of primary accumulation of capital of the future oligarch (2007 is considered the year of birth of AVA Group). It seems that Vahan Harutyunyan still has unfulfilled obligations to Tkachev. It is possible that the current re-registration of construction and development assets of both clans to common nominal owners is one of the elements of fulfilling these unspoken obligations. The pool of companies created through such mergers can become the “common fund”, the income of which will be distributed among oligarchs according to concepts, according to agreements between them.
