“Chocolate” prosecutor Oleg Zhuchenko: the roof of crime, drug lord and defender of one-armed bandits. PART 1
Oleg Zhuchenko went through his career from an investigator in the Vinnitsa district prosecutor’s office to the head of the district prosecutor’s office in Vinnytsia region. Rapid advancement up the career ladder was facilitated by friendship with Vladimir Groysman, Alexei Poroshenko and the connection between his father and prosecutor.
Today, thanks to his connections and Vinnitsa roots, Oleg Zhuchenko feels at home in Odessa like a fish in the sea. Even prominent crime bosses pay tribute to the lawman, because no one wants to deal with a “chocolate” prosecutor.
From student to general
Zhuchenko Oleg Demyanovich was born on January 20, 1986 in the town. Litin, Vinnytsia region. In 2007 he graduated from the Odessa National Law Academy. While still a student, he worked as an investigator at the prosecutor’s office of the Leninsky district of Vinnitsa. Two years after graduation, he was promoted to senior investigator.
In 2010, Zhuchenko received another promotion – the position of deputy prosecutor of the Starogorodsky district of Vinnitsa, where he worked for less than two years.
In 2012, our hero moved to the regional prosecutor’s office, where he received the position of prosecutor of the department for supervising compliance with laws by internal affairs bodies during inquiries and pre-trial investigations of the prosecutor’s office of the Vinnytsia region. Just a few months later he was promoted to senior prosecutor.
Two years later, in 2014, Oleg Zhuchenko headed the prosecutor’s office of the Litinsky district of the Vinnytsia region. He worked here for barely a year. And since September 2015, he took the chair of the deputy prosecutor of the Odessa region. Before Oleg Zhuchenko had time to properly arrange his things in his new office, he was promoted again, and yes, with a transfer as well. Since December 2015, he took the chair of the first deputy prosecutor of the Odessa region.
In the summer of 2016, after Viktor Shokin removed Odessa regional prosecutor David Sakvarelidze from his post, Nikolai Stoyanov took his place.
But after mass protests by local activists and an appeal personally from Petro Poroshenko, Stoyanov was removed. And Oleg Zhuchenko got his place. Yuriy Lutsenko personally came to introduce the new lawyer to Odessa, interrupting even his visit to Brussels for this purpose. And that says a lot…
Not a day without a scandal
The arrival of Oleg Zhuchenko to his new position was marked by a scandal. Thus, the regional prosecutor began his work with a personnel purge, forcing the entire apparatus of the regional prosecutor’s office to write statements of their own free will.
The purge of old personnel was completely justified; Zhuchenko needed to make room for his “Vinnitsa” clan. And as soon as his fellow prosecutors arrived in Odessa and occupied a cozy office in the regional prosecutor’s office, Oleg Demyanovich felt like a real Don Corleone.
Oleg Zhuchenko started with pressing business. The prosecutors began to exact taxes from local entrepreneurs, imposing an exorbitant tribute on them. The extortion scheme is simple: an inspection and a prosecutor’s attack on a businessman, then an offer of “protection” and a monthly tribute. Everyone pays the prosecutor, both small traders and big fish, because they understand that if you don’t pay today, your stall or shop will be closed tomorrow. Even businessman Vladimir Galanternik, well-known in criminal circles, and director of the “7th Kilometer” market Vasily Mozgalsky personally name Zhuchenko.
Social networks regularly discuss this way of earning money for prosecutors. But neither the GPU nor the Presidential Administration notices this.
“Today Zhuchenko religiously fulfills the duties assigned to him. He receives monthly from Lampochka (Galanternika), Mozgalsky (industrial market 7th km.) and other large businessmen, from security forces (GU NP, tax inspectorate, police, USBU), from subordinate prosecutors on “sweet” cases, he has reached the point where He doesn’t shy away from money from drug lords, bandits (Khalid), etc. He is a dirty man and no one will help him. The people know everything,” writes a user under the nickname “Abu”.
But Zhuchenko makes money not only from visits. He also closes criminal cases for large, rustling “thank you” and delays high-profile investigations.
As examples, we will give only a few facts, since listing everything would be a waste of paper, because thanks to his patrons, Zhuchenko is practically invulnerable.
And so, let’s begin… In March 2015, an employee of the Malinovsky District Prosecutor’s Office of Odessa, S. Melnichuk, was killed in Odessa. According to investigators, the murder was disguised as suicide. The investigation accused the owner of the apartment from the window of which the prosecutor fell of committing a crime.
Oleg Zhuchenko supervised the investigation of the case. And how Skelet.Info It became known that the murder suspect paid a considerable sum in order to be free pending trial. Well, after he left the pre-trial detention center, he naturally escaped.
In 2015, not without the assistance of Oleg Zhuchenko, the prosecutor’s office of the Odessa region failed to investigate a large-scale scam by regional council officials who sold off significant city objects at fictitious auctions.
“Marazli’s Dacha” on French Boulevard, the premises of an old recreation center on the Danube island of Limba, and the “pile field” behind the Sports Palace on Shevchenko Avenue were sold at a reduced price. The police, under the leadership of the prosecutor’s office, opened criminal proceedings, but since then none of the officials of the Odessa Regional Council have been informed of the suspicion.
The prosecutor’s office named the director of the Herodotus company, Vladislav Balaban, who bought Dacha Marazli as the only person involved in the case. The case was even taken to court, but there Balaban was miraculously acquitted. As a result, the arrest was lifted from all illegally acquired plots. After which the plots began to be built up.
Another story is Oleg Zhuchenko’s participation in cutting into metal 18 work ships of the state enterprise CherAzMorPut. To put it briefly, the point is that the company subleased 18 ships to fictitious laying companies, after which the subtenants abruptly declared bankruptcy and decided to sell the ships for scrap. While the investigation into the gasket companies was underway, Oleg Zhuchenko personally lifted the arrest from the ships, thereby allowing them to be sawed into metal. And they could return to state ownership and continue to float for a long time and bring profit to the state. But can the interests of the state compare with the financial interests of the prosecutor?
Let’s move on… In 2016, the prosecutor of the Odessa local prosecutor’s office No. 1, Sergei Kalinin, even burned his boss. Thus, he actively extorted money from his acquaintances for “solving” certain legal issues. Since they were not willing to extort, Kalinin threatened them with problems with his boss Zhuchenko. After this, the story became public knowledge. But this time no one reprimanded the regional lawyer.
Here’s another interesting point. It is known that the secret “owner” of Odessa, Vladimir Galanternik, among other extortions, monthly pays the prosecutor of the Odessa region Oleg Zhuchenko 200 thousand US dollars in “unofficial salary”.
The regional prosecutor receives these funds for providing information about the most high-profile cases and carrying out orders from a businessman. More than once, the crime boss and the regional prosecutor were spotted having a conversation at the Babel Fish restaurant.
Our hero has put the practice of protecting criminal cases on stream. Things have reached the point where Oleg Zhuchenko openly demonstrates his position of virtue in relation to obvious criminals, thereby confirming his engagement.
As an example, let us recall how the regional prosecutor commented on the high-profile case of the rape of a 14-year-old schoolgirl by 4 boys, which occurred near Odessa, in Kryzhanovka.
“These are the same children. It is necessary to establish objective circumstances. The girl herself later indicated that she wanted to stay with one of them, even live. There is no point in thoughtlessly taking the same children into custody,” the prosecutor said.
All four defendants in the case are free a year later; the case has stalled thanks to the prosecutor’s office.
And, for example, in 2017, unknown persons seized 2000 square meters of the Odessa military airfield by simply moving the parking lot at night. In turn, Oleg Zhuchenko, in the presence of the public, simply threw up his hands, saying, what can you do, life is not an easy thing.
Following the example of their boss, employees of the Odessa prosecutor’s office openly violate Art. 214 of the Criminal Code of Ukraine.
Thus, an activist personally approached Oleg Zhuchenko with a question and asked on what basis, even before the investigation and without a court decision, the prosecutor’s office entered information about the event into the ERDR. In essence, prosecutors thereby accused a citizen of a crime without trial or investigation. Alas, Oleg Zhuchenko could not answer this question either.
