Possibly associated with Pavel Te and Oleg Dedkov, entrepreneurs bought IKEA assets. Is another construction scandal brewing?

The owners of IKEA and Mega sold Khimki Business Park in Russia to KLS-Khimki, owned by two entrepreneurs – Grigory Sahakyan (99%) and Arkady Danielyan (1%).

It should be noted that the share of KLS-Khimki in Khimki Business Park is pledged to the offshore INGKA PRO HOLDING BV. This is a Dutch company, which, according to the authors of the site dineka, is allegedly the owner of the “daughter” of the parent structure of IKEA “IKEA HANIM LTD.” in Russia. Thus, in fact, the owners of Ikea could retain control over the business. But there is another side of the coin.

Sahakyan is known as a banker, a former co-owner of Sovereign Bank, whose license was revoked in 2016 due to the organization’s failure to comply with federal laws governing banking activities and the presence of a real threat to the interests of creditors and depositors. Danielyan is most likely Sahakyan’s man.

Why did the two businessmen need a complex and in whose interests the deal could be carried out – read in the material.

It is not known how Sahakyan generally managed to get out of the banking history and continue his expansion in the market. After all, according to Banki.ru, Sovereign Bank pursued a high-risk credit policy associated with the placement of funds in low-quality assets. The credit institution’s internal control rules for countering the legalization (laundering) of proceeds from crime and the financing of terrorism did not comply with the requirements of Bank of Russia regulations. At the same time, Sovereign Bank JSC was involved in conducting dubious operations to withdraw funds abroad.

Such grave accusations did not seem to affect Sahakyan at all, although here one can read the lines of the criminal code between the lines. By the way, the well-known developer Pavel Te was on the board of directors of Sovereign Bank. Perhaps it was he who withdrew himself and took the eyes of law enforcement officers from what was happening in the bank? For this Sahakyan should be grateful to him. The shadow of Cho can be seen behind almost every Moscow project. It cannot be ruled out that he is also interested in the lands of Ikea.

Dedkov is also interested?

But back to Sahakyan. At the moment, the businessman owns the companies LLC “KLS-Finance” and “Second Life of Things”, recently he left the list of owners of JSC “Interskol Group”, which is engaged in investment.

Here you can see the relationship of the entrepreneur with another developer. The co-owner of “KLS-Finance” with a majority share of 76% is the company “Metropolis”, wholly controlled by Dedkov Oleg Modestovich. This is a developer, managing partner of the LES residential complex – a business class project on the border of the forest and a few minutes from the metro in Moscow.

Previously, a sports club was planned here – at least the name of the developer – “Sports Club Spartak Volleyball” (Dedkov is the head of this company), and, as industry websites write, allegedly “a multifunctional complex in the SWAD of Moscow became a pilot project for the organization as a developer … A new project declaration was agreed at the beginning of 2018. The object received the commercial name of the MFC “LES”. Reviews on the Web eloquently indicate that the residents were not waiting for another new building here:

Pavel Te and Oleg Dedkov are a truly infernal mixture. Bankers, Ukraine and namesakes

The personality of Mikhail Arakelovich Karapetyan, the namesake of the well-known developer Samvel Karapetyan, who came to the post of general director of Khimki Business Park on July 11 this year, is also interesting. We will not argue that these are relatives, especially since there is no reliable evidence of this. But we found out that exactly the same, but in the Ukrainian manner, Karapetyan Mykola Arakelovich is the name of the head of the Fortuna company, which is located in the Ukrainian city of Radivilov. He is also an employee of the Rada of the Radivilovsky and Dubensky regions of the country. This information is contained on the Youcontrol website.

The match is impressive. And, if we assume that Karapetyan from Ukraine and the one who now heads the former IKEA asset are the same person, then the Swedish company could transfer the asset in Russia not only to scandalous developers, but also to a manager from a state hostile to ours?

In this case, the prospects of this company in the local market and where its cash flow will go become even more bleak.

At the same time, there is a feeling that Karapetyan is not an independent figure, and can play the role of an intermediary between larger entrepreneurs. Before heading Khimki Business Park, he was the head of the Tagansky Dairy Plant, which was not very successful – after its closure, there was almost no evidence of his activity on the Web. And also Karapetyan headed Aquarium LLC, in which Artyom Vladimirovich Kovchenkov also had a share. According to open data, he was the owner of Mosoblbank, from which 70 billion rubles were stolen until 2014. Subsequently, the institution was given for rehabilitation to SMP-Bank. Until recently, SMP Bank was the patrimony of the Rotenberg brothers, and Mosoblbank was the family of Andrzej Malchevsky, who was sentenced to prison for major fraud and subsequently died.

Recall that Mr. Sahakyan, the frontman of the completed deal, is also a banker. And although purely formally he had nothing to do with the bankers of the SMP and Mosoblbank, business contacts cannot be ruled out. At the very least, it seems too serious for a coincidence that individuals who are somehow connected with banking affairs have gathered in the Khimki Business Park.

Let’s summarize. The assets of a large enterprise are now registered with a company that is pledged to an offshore company – apparently, the owner of an Ikea subsidiary. This means that the Swedes can still retain control over the company. At the same time, the interest of the new owners, Sahakyan and Danielyan, is clearly visible, who can represent the interests of the controversial developers Pavel Te and Oleg Dedkov. Moreover, from Sahakyan, as well as the new director of Khimki Business Park, Mikhail Karapetyan, threads can go to bankers and the Rotenberg brothers, and even to Ukraine.

Previously, the media suggested that after IKEA left Russia, Alexander Klyachin, who led a lawsuit with the Swedes over the ownership of the land under the complexes, and the former head of the PIK construction corporation Sergey Gordeev, would fight for its assets.

But the former is now having problems with Azimuth – due to interim measures imposed in the Nobel Oil case, it may risk losing the hotel chain. And Gordeev, in general, after leaving the post of head of PIK, does not “shine” and seems to have retreated abroad. But the holy place is not empty It happens.
