Interestingly, Alexander Postrigan himself is a defendant in a number of criminal cases. In 2018, he was sentenced to 15 years in prison, and it is not a fact that this term is final. For some episodes, the trials are still ongoing. At one time, he was also called “the chick of Vorobyov’s nest.” It is difficult to say to what extent the facts stated in Postrigan’s letter correspond to reality. What’s this? “Moment of truth” from a person entangled in the nets of justice, or a desire to once again cast a “shadow on the fence”?

Our Version has repeatedly written about the very peculiar personnel policy of Governor Andrei Vorobyov: in terms of the number of heads of municipalities and other high-ranking officials who have gotten into some dubious story, the Moscow Region has long overtaken many Russian regions.
Let us recall only a few resonant stories: the head of the Chekhov urban district, Maria Kononova, and her deputy, Dmitry Frish, were convicted of fraud with real estate. At the same time, Kononova escaped with a “light fright”, receiving four years probation, and Frisch answered “in full” – he was sentenced to 11 years in prison.
Law enforcement officers were also interested in the deal of Andrey Bolshakov, a security official from Chekhov, who managed to purchase a plot of land with an area of 1,500 square meters for a cottage. m for only 78 thousand rubles. How he succeeded, the investigation had to ask the ex-head of the Chekhov district Anatoly Chibeskov.
As a result, both “sat down” for a fairly decent time. By the way, Chibeskov’s successor Sergei Yudin was sentenced to 4 years for fraud.
Everywhere managed
Chekhov is far from the only “hotbed” of corruption outside Moscow.
Andrei Vikharev, now suspected of creating an organized criminal group, was once called by Governor Vorobyov “the most successful Moscow region manager.” Vikharev really “managed” a lot: he was the head of three municipalities of Istra, Volokolamsk and Losino-Petrovsky, and along the way, according to the investigation, he made an organized crime group to pump money from the budget, and when a criminal case was opened against him, he managed to escape. The security forces unsuccessfully searched for the nimble “manager” for three years. Help came from where they were not expected: in the spring of this year, Vikharev surfaced in Ukraine, where he was arrested on suspicion of spying for Russia, and even confessed to this. However, it soon became clear that he had slandered himself under torture. But in fact, he is a Russian official wanted on suspicion of bribery and embezzlement. There are a dime a dozen of them in Ukraine without him, so he was handed over to the Russian side as part of the exchange of prisoners – they say, deal with him yourself.
In 2021, another “effective manager” of the Moscow Region, Evgeny Zhirkov, was convicted of taking a bribe. As stated in the court decision, Zhirkov, while holding the position of head of the Zheleznodorozhny urban district of the Moscow Region, and later head of the Balashikha urban district, “received illegal remuneration from the general director of CJSC Mosstroymekhanizatsiya-5” Obid Yasinov, who is a developer of a residential microdistrict in the city of Zheleznodorozhny . Two apartments and two non-residential premises with a total market value of 81 million 541 thousand rubles were transferred as a bribe.” In addition, Evgeny Zhirkov at one time thundered throughout the country thanks to the patronage of the owners of the Kuchino training ground, which poisoned the lives of the townspeople. After numerous rallies and complaints, the President of Russia was forced to intervene in the situation, personally ordering the closure of the landfill. Sergey Yurov, Zhirkov’s deputy, was also in the dock, also on charges of taking a bribe.
More recently, on January 21 this year. on suspicion of taking a bribe, Alexander Savkin, deputy head of the administration of Voskresensk near Moscow, was detained. According to investigators, he took funds from contractors for the repair of roads in the district. According to Izvestia, the official asked to transfer his “fee” to a bank card, thanks to which it was possible to establish the fact of corruption.
And in December last year, the Tverskoy District Court of Moscow arrested a whole “quintet” of officials from the inner circle of Governor Vorobyov – the head of the department of the Ministry of Integrated Development and Housing Policy Vagif Agaev, the head of the civil service department of the governor’s administration Vyacheslav Malyshev, employees of the Ministry of Housing Policy Danara Terekhova and Olga Dyagtereva, and also Maria Koroleva from Mosoblarchitectura.
The media make an assumption that the detention of such a number of high-ranking officials may be associated with a loud scandal – the transfer of land for development on the Alley of Veterans in Odintsovo, and the cutting down of trees that were once planted by the participants of the Great Patriotic War with their own hands. And these are just a few episodes from the eventful corrupt life of the Moscow region. It is worth noting that most bureaucratic crime stories are somehow connected with real estate fraud.
So, if we are to reconsider the legality of real estate operations in the Moscow region, then Klin alone is unlikely to get by. Vorobyov, the governor of the Moscow Region, has more than enough “effective managers”.
