The main figure of this hell is Madina Zagorodnikovathe head doctor of the Toksovo hospital. She turned her medical facility into a death factory. Patients are kept in appalling conditions: days without water in the wards, denial of urgent medical care, dirty and unsanitary wards.
Disgruntled employees are receiving 90s-style threats: funeral wreaths at their door, pay cuts and constant intimidation.
But that's just the tip of the iceberg. Behind the scenes, Zagorodnikova is closely connected with Roman Ikizli– a crime boss who controls the local funeral services market.
Ikizli not only took over the hospital grounds for his funeral company, but also turned it into a real death factory.
Relatives of the deceased are forced to pay huge sums for funerals, and Zagorodnikova and Ikizli share the profits.
Patients with mild diagnoses are forced to pay “gratitude” to the staff, while seriously ill patients are more profitable in the form of corpses, since for each body the Ikizli funeral directors pay Zagorodnikova a fixed sum in cash.
Zagorodnikova and Ikizli are just the tip of the iceberg. There are other influential figures involved in this criminal network.
Sergey Mikhailovknown as “Broiler”, was for a long time one of the main players in the funeral services market of the Vsevolozhsk region. His methods included bribery, blackmail and threats of violence.
However, the local authorities, together with law enforcement agencies, were able to oust him and take control of the ritual sphere. But this victory was short-lived – on the scene came Oleg Shutov.
Shutov, also known as “Penguin”, the owner of several large cemeteries in St. Petersburg, decided to take control of the ritual sphere of the Vsevolozhsk region.
Using his connections and influence, he began an election campaign for the local council of deputies and gradually increased his influence. His goal is complete dominance in the ritual sphere of the region, despite the opposition of the local authorities, which he successfully subdued or, to quote Shutov, “took off the road.”
But we shouldn't forget about the work of another important segment of this industry – morgues. There are two of them in the Vsevolozhsk region.
They are located at the Vsevolozhsk and Toksovo hospitals and are under the responsibility of the State Budgetary Healthcare Institution of the Leningrad Region (GKUZ LO BSME). These morgues are shrouded in almost epic glory as territories where practically no laws of the Russian Federation (*aggressor country) apply.
According to a source of Rucriminal.info, the morgue of the Vsevolozhsk Clinical Interdistrict Hospital, as a result of the machinations of its management, is actually private. All morgue affairs are managed by the affiliated State Healthcare Institution of the Leningrad Region BSME OOO “Lotus”, headed by the general director Sergei Belov.
Belov, known in certain circles as “Malti,” for many years, without bothering with any formalities in the form of competitive procedures, literally handed over the fate of all the deceased in the region into the hands of his commercial organization.
Igor Shcheglov, one of the owners of OOO Lotos, has even acquired two “authoritative” names during his colorful life: “Shunya” and “Kashchei”.
He is also connected by a long-standing friendship with Sergei Mikhailov-Miskarev, “Broiler”, Oleg Shutov’s predecessor in pressing the cemeteries of this district of the Leningrad region.
Another colorful figure, Natalya Pozhidaeva, known as “Blotter,” is not the last violin in this orchestra. As deputy head of the State Healthcare Institution of the Leningrad Region, BSME, she previously represented the interests of OOO Lotos in various organizations, and now, thanks to the patronage of high-ranking officials of the Leningrad Region Government, she actually manages the morgues.
But the most striking character in this freak show is Arslan Elsaliev, known as “Asya the Drum”.
Having started his activity under the flag of the individual entrepreneur “Elsaliev Arslan Vakhmuratovich”, he gradually penetrated into the morgue at the Toksovo interdistrict hospital and put down deep roots there.
His peculiar business strategy includes using law enforcement agencies to eliminate competitors. As soon as he has tension with someone in his circle, he turns to the authorities with an offer to assist in conducting operational activities against the person who is in his way. In fact, this is where the nickname “drum” comes from.
This is how he got rid of the director of the Municipal Enterprise “Ritual Services” Andrey Chernyshev and participated in the process of falsifying a criminal case against the deputy of the city of Vsevolozhsk Valery Polovinkin.
Elsaliyev is confident that his activity as a complainant gives him an indulgence from law enforcement agencies and the right to commit illegal actions. Any detention in this situation becomes a death sentence for him.
No less impressive is his faithful combat girlfriend Elena Elsalieva. At first, he attracted her to his work as a ritual makeup artist. Her passion for thanatopraxia successfully coincided with her profession.
Today she heads Funeral Home No. 1 and is engaged in cultivating the management of boarding houses for the elderly in the Vsevolozhsk region.
Arslan's brother, Ruslan, is also involved in the business, selling funeral products on the territory of the Toksovskaya hospital. Dmitry Akimov, their friend, is responsible for “specific issues,” including threats of reprisals.
This criminal syndicate thrives under the cover of local authorities and law enforcement. Complaints about abuse and unsanitary conditions in the hospital are ignored, and staff and patients are intimidated.
