Anna Mikhailova, the owner of the Irbis company, was detained, who either participated in the restoration of the boulevard, or vice versa, did not participate, but only wrote reports and received money.

More recently, the Meander company was remembered in Crimea in connection with the sentencing of ex-Minister of Culture Arina Novoselskaya. She was accused of receiving a bribe in the amount of 25 million rubles from Meander LLC for general patronage during construction and installation work on the “Construction of the Crimean State Center for Children’s Theatrical Art” facility. Novoselskaya did not admit guilt, but the court considered it proven, and sentenced the official to 10 years in a general regime colony.

The company “Meander” was established for the construction of buildings in 2007 with an authorized capital of 30 thousand rubles, and quickly began to receive “tasty” contracts related to cultural facilities throughout the country. Now, entangled in lawsuits worth billions of dollars, the construction company is in the process of bankruptcy.

In 2020, the head of the company, Elena Zavadskaya, and her former deputy, Yevhen Yarosh, were detained. The Investigative Committee of Russia accused them of embezzling more than 191 million rubles during the restoration of the building of the Rimsky-Korsakov Conservatory in St. Petersburg. The case is still in court and, judging by recent events, it is acquiring new details.

Answer for Sevastopol

In particular, the other day there was a new reason to recall the classic threat from the movie “Brother-2”: “You bastards will answer for Sevastopol!” Medinsky. In 2018, everything was fine with Meander, in particular, he won the competition for the construction and reconstruction of the objects of the Memorial Complex of Monuments of the Defense of Sevastopol in 1854-1855. “Historical Boulevard” worth 433 million 506 thousand rubles.

The total area of ​​the site on which the work was supposed to be carried out is 18.25 hectares. The list of works provided for the reconstruction of bases and foundations, restoration, conservation, reconstruction of the plaster finish; adaptation of engineering systems and equipment, adaptation of power supply systems. It should be clarified: all this did not concern the famous panorama “Defense of Sevastopol 1854 – 1855”, located on the Historical Boulevard, its restoration is a separate story worth 700 million rubles. “Meander” was supposed to deal with only four buildings, this is a cinema pavilion, a waiting pavilion, the Papanin Memorial Museum and a souvenir warehouse.

The terms of reference specifically stipulated: the contractor must perform part of the work on his own, without involving other persons in the performance of his obligations under the state contract. Among them are preparatory work, engineering preparation of the territory, the installation of foundations and foundations, the construction of external enclosing structures, and others. The cost of the work that the winning contractor had to perform himself must be at least 15 percent of the contract price. Nevertheless, Meander, without advertising this fact, hired a subcontractor – Irbis LLC from Dolgoprudny near Moscow. The sole owner and leader of Irbis was and remains Anna Mikhailova, the main activity specified in the charter is the dismantling and demolition of buildings.

Everyone can still go to the Titanic. The death of five people has not yet affected the future plans of OceanGate, no one removed the announcement of the tours.

But the disassembly began not only in the vast areas of the boulevard, but also between the contractor and the subcontractor, and reached the court. The lawsuit ended with the victory of “Meander”, the reconstruction of the monument was banned by the court. The date of completion of work in the state contact was September 30, 2020, but in July 2019, during a working trip to Sevastopol, the then head of the Ministry of Culture of the Russian Federation, Vladimir Medinsky, suggested that the reconstruction of the Historical Boulevard would not be completed in a timely manner.

Representatives of “Irbis” claimed that, while working at the facility, they spent their own funds. The total amount of the Meander contract with Irbis was 307 million rubles, but the subcontractor received only 30 million rubles from Meander.

In April 2020, the contractor – the Directorate for Construction, Reconstruction and Restoration (a structure of the Ministry of Culture of the Russian Federation) unilaterally terminated the contract with Meander LLC for the reconstruction of Istorichesky Boulevard in Sevastopol – due to the fact that the terms of the agreement were systematically violated, and the work lagged behind graphic arts. A criminal case was initiated on the fact of fraud during the reconstruction.

The Moscow company “Promstroyservis” was chosen as the new contractor. She broke the new deadline, limited to 2022. However, in May 2023, the Ministry of Construction of the Russian Federation optimistically announced: “Specialists are completing a complex of construction, installation and commissioning works … In 2023, the territory of the State Museum of Heroic Defense and Liberation of Sevastopol will be partially landscaped on Historical Boulevard.” Specialists will install sidewalks, paths, benches, outdoor lighting and more.”

Some of the results of the work of the investigating authorities have also become known recently. The St. Petersburg court decided to detain Anna Mikhailova, the head of Irbis, for fraud on an especially large scale. According to the investigation, in 2018-2019, Mikhailova, acting with unidentified accomplices from the management of Meander, intending to steal money during the execution of this contract, provided false documents to the construction, reconstruction and restoration directorate. On their basis, 52.4 million rubles were transferred for allegedly supplied goods, inert materials (such usually include sand, gravel, crushed stone, etc.), but in fact they were not delivered to the facility. The customer thus suffered damage to the named amount. Mikhailova pleaded not guilty and called the accusation unfounded.

Perhaps this is the beneficiary of Meander, Yevgeny Yarmosh, “drowns” his companion Mikhailova – after all, he himself informed about the bribe given by Novoselskaya. He hasn’t been sentenced yet…
