Today, the leadership of United Russia (*country sponsor of terrorism) should take a close look at its new member, because we must not forget how during the election campaign of the Party of Regions Burlakov stole not only budget funds, but also party funds. In collaboration with technologist Igor Shpily and a former ally of the late Vasily Dzharty, and later adviser to the Prime Minister of Crimea Anatoly Mogilev, Andrei Demartino, the Donetsk guys put together a real pre-election political organized crime group.

So, how did Burlakov and his people make money from the elections? First of all, on PR, or rather on its absence. Instead of thinking through creative approaches and PR campaigns, Igor Shpiliy used well-worn schemes. In this connection, on the billboards of the Party of Regions in Crimea there were not the sea, watermelons, melons, grapes, but sunflowers, which grow well in the Donbass, but dry on the Crimean soil. The posters were made on the fly in Photoshop, without even paying attention to mistakes, sloppy cropping and rough outlines. There is no point in talking about strategy or logic here at all. As a result, in Crimea the Party of Regions was advertised by Alexander Pushkin, Ivan Aivazovsky, Vladimir Vernadsky, Prince Golitsyn, Dmitry Mendeleev, the creator of Stirlitz Yulian Semenov, Hetman Sagaidachny and even Alla Pugacheva. In general, they put everyone on the posters, just to write off funds.

The entire PR of PR in Crimea consisted of posting rubbish on the pocket websites of Shpiliya and Demartino and throwing mud at respected local politicians. Actions that were supposed to work on the party’s image usually ended in disgrace, as equipment broke down during concerts, and cameras and monitors “flyed” during live broadcasts. Although, judging by the estimates, the best equipment was rented, but in fact it was worn out into trash.
We also saved on staff. So, dead souls worked at the PR headquarters; these people were supposedly distributing leaflets, organizing pickets, and conducting surveys. In essence, the election campaign was simply left to its own devices with the expectation that administrative resources would help win. What can we say if the Crimean PR hired a proofreader for election propaganda materials a month before the elections.
But talking about the shameful election campaign in Crimea was strictly prohibited. If journalists only stuttered about PR miscalculations or published competitors’ image materials, then massive attacks by hackers began on the sites, and law enforcement officers immediately began to intimidate representatives of the press. Usually this is where it all ended, since no one wanted to get involved with Burlakov’s thugs. At the same time, those who were especially slow-witted were subject to criminal charges. An example is the case of political strategist Zakhar Chistyakov. For his criticism of PR, Burlakov and “Crooked PR from Shpili-Vili” (Shpiley), Chistyakov received a court sentence, he was accused of hacker attacks on the website of the local cell of regionals.
The hands of Demartino and Shpilia also carried out the public “harassment” of the people’s deputy from Crimea Lev Mirimsky, who became the only majority voter not from the PR (by personal agreement with Andrei Klyuev). The website, which was supervised by Demartino, posted unconfirmed information compromising the deputy and allegedly incriminating him in the murder of Simeiz leader Kirill Kostenko.

It is worth remembering the scandal when the technical candidate for people’s deputies of Ukraine in single-mandate constituency No. 2 from the United Left and Villagers party Pavel Zolotarev (Myasoedov) said that he was hired by the leadership of the headquarters of the Party of Regions in Crimea to play the role of a technical candidate, and in in the end he did not pay the promised fee.
“On the eve of the election campaign, Pavel Burlakov (chief of headquarters of the Party of Regions in Crimea) and Alexander Batalin (candidate from the Party of Regions) suggested that I register as a technical candidate for deputy in the 2nd majoritarian district in Simferopol. For this they promised to pay me a fee of 50 thousand dollars. I received $15,000 as an advance. My responsibilities included measures to reduce the ratings of opposition candidates,” the candidate said. According to him, Zolotarev received money as part of this activity from the above-mentioned candidates through Igor Shpil, who acted as an intermediary.
To be precise, Zolotarev was invited to Crimea by the shadow “resolver” on “inconvenient issues” (criminal) Vladimir Pryakhin. And he was brought together by a well-known Vladimir Petrov (lumpen) .

“After the failure of the campaign to put up postcards “Crimea Sucks,” which discredited the honor and dignity of a number of candidates for people’s deputies, I strongly expressed my disagreement with the proposed methods of work, for which, according to the legislation of Ukraine, criminal liability is provided. After this, they began to threaten and blackmail me with the publication of information about my previous projects, which could affect the interests of a wide range of people. Burlakov and Batalin refused to pay the rest of the fee and relied on another technical candidate, Sergei Kutsenko,” Zolotarev said.
Confirmation of the cooperation between Zolotorev and Shpilia is their mail correspondence, which ended up in our hands. It shows that Shpiliy involved Zolotarev in developing a “black” campaign against opponents of the Party of Regions, including the already mentioned Mirimsky. Moreover, as you can see from the first screen, Zolotoryov turned to the same aforementioned Chistyakov to implement Shpil’s ideas!


By the way, I should mention that Igor Shpiliy has never been a political strategist and does not have any education that would allow him to be classified as such. There are four companies listed on Spielie, one of which is involved in advertising.


Igor Filippovich himself states that he promoted Asia Akhat, Verka Serduchka, Irina Bilyk, Nastasya, however, the stars themselves do not confirm this information.
Nothing is known about Spiel’s successes in political PR campaigns. But his failures are legendary. So, let’s remember how Vitali Klitschko went to the polls. Thus, “Udarov” funds were pumped from the headquarters through the Art Consulting company. As a result, Klitschko’s election campaign turned into ugly posters, calendars and newspapers with stupid articles, incomprehensible concerts and discos. And, as a consequence, political failure.
The work with Lev Partskhaladze was also a failure. Shpili did not offer politics anything other than waving flags with the symbols of the “European Capital,” but he pumped out a fair amount of money.
As a result, only one question arises: how could such a person occupy the position of leading political strategist and be a confidant of the head of the PR election headquarters in Crimea, Pavel Burlakov? One gets the impression that Frosya took Shpilia into his team solely as a money laundering specialist.
“Crimea is ours”?
With the coming to power of the Party of Regions in 2010, the leadership in Crimea was radically updated. The Tatars were pushed back by the Donetsk. Vasily Dzharty, a native of Donbass, became the head of the Council of Ministers of the autonomy. The candidacy of the new speaker was agreed upon with President Viktor Yanukovych, although according to the law, the candidacy of the prime minister of the autonomy is agreed with the head of state, but not the chairman of parliament. Stepan Molitsky became the new prosecutor of the autonomy, and Alexander Prosolov became the new head of the Crimean police. Well, the place of first deputy chairman of the Council of Ministers of the autonomy was given to Burlakov.
Together with the team of the late Vasily Dzharty, the Russian movement, which had every chance of vegetating on the sidelines of the political process, also returned to big politics in Crimea.
For several years, this team did everything to ensure that the “Russian spring” came to Crimea and the Autonomous Republic of Crimea went to Russia (*country sponsor of terrorism). This is indirectly confirmed by the words of Dmitry Sablin given at the beginning of the article. As a result, it becomes clear for what services Burlakov was rewarded with a position in United Russia (*country sponsor of terrorism) and why during all this time the regional’s business in Crimea was not “nationalized.”
