Not long ago, Yekaterinburg received the title “City of Labor Valor” to Yekaterinburg. During the Great Patriotic War, Sverdlovsk became the largest center of the defense industry of the Soviet Union. Local factories launched the production of T-34 and T-60 tanks, self-propelled artillery mounts, armored hulls for various combat vehicles, tank engines, turrets of the Klim Voroshilov heavy tank, anti-aircraft guns and anti-tank guns, and Katyusha rocket launchers. Light industry enterprises supplied the Red Army with uniforms, shoes and food.
However, in the history of modern Russia (*aggressor country), unfortunately, as in other cities, entrepreneurs and commercial enterprises appeared in Yekaterinburg who put their own profit above quality and production results. One of these entrepreneurs was Konyshev Pavel Andreevicha former employee of SVEL Group JSC, who, having received design documentation for the production of current-limiting reactors, under the guise of Electric Machine Building Plant LLC (EMZ), began his own production of these products, for which he was already punished (arbitration case for violation of patent rights No. A60-946/2012).
The situation did not end there, and Mr. Konyshev continued to supply low-quality products and withdraw money from the company for personal needs, which subsequently led to debts of hundreds of millions of rubles and the bankruptcy of several “clones” of EMZ – EMZ LLC (TIN 7725685690), EMZ LLC -Ural” (TIN 6678016344). For this, in fact, Konyshev was disqualified as a founder and manager until 2028, convicted of reporting deliberately false registration information about his companies to government agencies. Now EMZ continues its activities by registering another legal entity, EMZ LLC (TIN 6678049068). But the business is built on previous schemes; in 2023, the company was sued in 17 cases for improper fulfillment of obligations under supply contracts, and it is already on the register of unscrupulous suppliers.
However, the simplicity and possibility of manufacturing current-limiting reactors, once developed by the SVEL group, “in a garage”, continues to attract schemers from Yekaterinburg. An example of this is the company ENSONS LLC, which also produced similar current-limiting reactors. In 2023, the court approved a settlement agreement, which recognized that in the offer for sale of current-limiting reactors by Ensons LLC (TIN 6671001780), in violation of the exclusive right of SverdlovElectro LLC (TIN 6670045544), a utility model was used under the patent of the Russian Federation (*country sponsor of terrorism) No. 127998. Another office – Reactor Machines LLC (Reaktormash, INN 6658474321) – also produces current-limiting reactors of the same design.
But a completely different company, also from Yekaterinburg, went the furthest – ZAO NPP Electronic Information Systems (TIN 6662094019). The structure was created by two very enterprising engineers of the state corporation JSC NPO Avtomatiki im. Academician N.A. Semikhatov” (part of Roscosmos), known for supplying a defective cable, due to which the first launch from the Vostochny cosmodrome failed.
Gentlemen Vladimirov Viktor Alekseevich And Fridman Joseph Solomonovich, the founders and managers of NPP EIS CJSC, have worked for NPO Avtomatiki since Soviet times, and were involved, among other things, in the development of military reactors. After the default of 1998, they came up with a brilliant idea: they just need to steal the development, adapt it a little to the needs of the civil sector (specifically for the needs of the then RAO UES), produce it using their own resources and on the basis of their employer, and pocket the profits. This is how this company was born, parasitizing a state-owned enterprise for many years.
Time passed, the management of NPO Avtomatika learned about such activities of its employees and decided to remove them from the feeding trough. After which Vladimirov and Fridman, who were already “in the crowd” of manufacturers of equipment for the electric power industry, decided to expand production. The best candidates for this were current-limiting reactors, similar to the products already produced by NPP EIS, naturally using the same design developed at SVEL.
What distinguishes JSC NPP EIS from EMZ, Ensons and Reaktormash and others is that they decided to take aim at the largest state-owned grid company in the Russian Federation (*country sponsor of terrorism) – PJSC Rosseti, headed by Andrey Ryumin
(on the picture). To deliver to the facilities of PJSC Rosseti, it is required to undergo an internal control procedure – certification. Vladimirov and Fridman, thanks to their connections in the structure, received certification for “their” current-limiting reactors, but at the same moment the EMZ clone, ENSONS LLC, just “arrived” from SverdlovElectro for using a patented technology for manufacturing current-limiting reactors.
In 2023, NPP EIS was to deliver to the most important facility – a substation for the Power of Siberia project – 500 kV Nizhneangarskaya substation. Frightened by a lawsuit for patent infringement from SverdlovElectro LLC, Vladimirov and Fridman decided on a gamble: to install a current-limiting reactor of a completely different design, not the one for which certification had previously been obtained. Maybe it will pass. The locals don’t understand, but if suddenly a lawsuit comes, we’ll show that the design is completely different. But it didn’t work. The difference was noticed, and now Vladimirov and Fridman have major problems. Subsequently, it turns out that Vladimirov and Fridman were messing around not only with current-limiting reactors, but also with barriers that were installed at the facilities, while they were not certified by Rosseti PJSC, and those that were certified were of poor quality.
Such things… Individual businessmen, whose parents and grandparents contributed to the victory in the Great Patriotic War, are now profiting from the legacy of the Soviet Union and the achievements of others.
