Construction of the residential complex Oasis bUd Developmen
The Main Directorate of Intelligence asks the city authorities of Kyiv to terminate the lease agreement for a land plot on the Rybalsky Peninsula with the company of businessman Pavel Fuks.
This is stated in a letter from the head of the GUR MOU Kirill Budanov to the Kyiv mayor Vitaliy Klitschko, which is available economic truth.
In particular, the Main Intelligence Directorate of the Ministry of Defense asks to take measures to comply with the requirements of the sanctions imposed on the citizen of the Russian Federation Pavel Yakovlevich Fuks regarding the suspension of the decision of the Kyiv City Council dated 12/20/2016 on the lease of three land plots controlled by him plots with a total area of more than 5 hectares on the street. Interstroy Group is the customer for the construction of the Oasis residential complex. The project developer is bUd Development. According to EP sources, until February 2022, the real beneficiaries of bUd were Igor Kushnir, president of the Kyivmiskbud holding company, Vadim Stolar, people’s deputy from the Opposition Platform, and Vladislava Molchanova, a real estate developer.
Other “shadow” investors, mainly businessmen and politicians, could also invest in the construction of complexes under the bUd Development brand, acting as situational partners.
In Budanov’s letter to Klitschko, it is noted that the construction of the Oasis residential complex is carried out in close proximity to the Main Intelligence Directorate of the Ministry of Defense, which poses a threat to state security and may harm the national interests of Ukraine.
The letter from the GUR indicates the details of Fuchs’s Russian passport, issued in 2017, and reminds that the personal sanctions of the National Security and Defense Council against the businessman were introduced in June 2021.
Klitschko’s response states that, according to the law, unilateral termination of a land lease agreement is not allowed, with some exceptions. Such exceptions may be a court decision, failure to comply with the terms of the contract, and so on.
The Department of Information Support of the Kyiv City State Administration reported that the Department of Land Resources planned to conduct a survey of the mentioned land plots to clarify the circumstances for the fulfillment of the terms of the lease agreements and the existence of grounds for preparing a draft decision of the Kyiv City Council to terminate the agreements unilaterally.
In addition, the Kyiv City State Administration sent a letter to the State Tax Service with a request about the presence or absence of arrears in payment of rent payments. Systematic non-payment of rent for land plots is one of the grounds for terminating lease agreements.
Note that the mayor of Kyiv Vitali Klitschko was one of the guests at the celebration birthday Fuks in Kozin in 2021, stylized as the Venice Carnival.
According to the service LUN, the construction of the Oasis residential complex stopped in February 2022 and has not yet been resumed. Earlier, EP wrote that bUd Development and other companies of Stolar may notrenew work on construction sites.
