Brothers from the nineties Filatov and Khisamov crushed the construction market of Ulyanovsk

When the project for the new building of the Theater of the Young Spectator was published in Ulyanovsk, the local public was shocked – instead of the existing elegant building, a project was presented, which is an “enlarged barbecue building”.

However, the indignation of the architects did not lead to anything – the building of the cinema “Rodina”, on the site of which it was planned to build a “barbecue” – Youth Theater, was demolished, and construction work began at full speed.

The winner of the tender for the development of the Youth Theater project in 2018 was the NTC “Promtechenergo”. The designer’s portfolio includes mainly industrial facilities, for example, a new building of oil products warehouses in the Tver region or the reconstruction of the Novospassky elevator. The architects tried to defend the old building, saying that “it is the only one on Pushkinskaya Street that creates a feeling of celebration and optimism.” As for the new building of the Youth Theater, the Ulyanovsk artist Alexander Zinin, who created the monument to the letter Y, described it simply: cooperatives and brothers.

Regarding the “brothers”, voluntarily or involuntarily, but the artist turned out to be right. The contract for the construction of the Youth Theater was received by the Ulyanovsk MSU-7 LLC, which had previously been engaged in the repair of schools, hospitals and the building of the prosecutor’s office.

The total budget for the construction of the Youth Theater is 416.3 million rubles. At first glance, it is strange that the winner of the competition was a company with a minimum authorized capital of 10,000 rubles and 12 employees – after all, it has to build a five-story building, including the basement, with an area of ​​2.6 thousand square meters.

However, MSU-7 LLC is a permanent winner in competitions for the construction of budget facilities in the Ulyanovsk region. To his credit are the repairs of the Ulyanovsk dam, a children’s camp, a school, a rural lyceum, a children’s hospital, and a prosecutor’s office building. In total, MSU-7 LLC, according to open registers, has mastered more than two billion rubles of budget money:

What is the secret of such success of such a small company? And in those same “brothers” that the Ulyanovsk artist involuntarily mentioned, comparing the building of the new Youth Theater with a barbecue.

The surname Filatova Tatyana Mikhailovna is interesting in it. Which brings us to the true beneficiary of this small but remote construction firm. The fact is that MSU-7 LLC is owned by Artem Filatov and Marat Khisamov. It is this option that comes to mind when studying data from open business information aggregators, which, among other things, reveal connections invisible to the average person.

Yes, and people in the know say the same thing. Since the information that MSU-7 LLC actually belongs to Filatov and Khisamov is confirmed by several independent sources, the conclusion here is unequivocal. Yes, and such a “love” of local authorities for this strange company also confirms the obvious.

Artem Filatov officially leads the regional Federation of Sports and Combat Sambo in Ulyanovsk. Some regional publications call him the nephew of the leader of the Filatovskie organized crime group, which until recently was well-known in the region.

The modest sports functionary has so many real estate objects that listing them will take considerable time. These are apartments, garages, land plots and a large object of construction in progress. Where does the SAMBO coach get the money for all this, one can only guess. True, he is formally clean – almost everything is registered to Tatyana Mikhailovna Filatova. The one that was previously the founder of MSU-7 LLC. Which again confirms the rumors about the real beneficiary of the company.

How Khisamov conducts business in the construction industry can be judged by the verdict handed down by the Leninsky District Court of Ulyanovsk in 2016. He recognized Khisamov and two of his accomplices, by the way, also athletes, guilty of committing commercial bribery in the interests of a construction organization.

The scheme was as follows: for 10 percent of the contract amount, the defendants resolved the issue with all participants in the auction so that they would not bargain. Thus, one of the bidders was brought to victory, which, in fact, is a cartel conspiracy and causes huge damage to the budget. In this case, all money was transferred in cash.

Only one episode reached the court, and Khisamov got off with a fine of 18 times the amount of bribery – 756 thousand rubles. Taking into account the time spent under house arrest, the final punishment was mitigated and the amount of the fine was reduced to 600 thousand.

All defendants in the criminal case were released immediately from the courtroom. Such a reputation is not good for developers, especially when it comes to the fate of objects important for the region as part of the implementation of the national project.

As of the end of July, the total readiness for the reconstruction of the Youth Theater is 36%. On the first two floors, 70% of the outer walls are made of gas-block masonry. According to the contract, all work must be completed in May 2023.

Whether MSU-7 LLC will complete the work on time is a moot point, it is too early to predict anything in this regard. There are still nine months ahead. However, the same people who call Filatov and Khisamov the owners of MSU-7 LLC claim that the construction will be delayed, and its estimate will increase significantly – this, according to them, was almost at all the facilities that MSU-7 LLC built -7″.

At the moment, construction has already risen in price by 20%, but the object has only been built by a third.

In addition, all conceivable norms and rules are violated – the workers who build the building, for the most part, work unofficially – and how can it be in an office that has only 12 staff members, including the director, his deputies, accounting, the director’s driver, a cleaning lady and security? How many builders themselves remain with such a staffing?

Naturally, the observance of any technology is simply out of the question – all work is carried out according to the principle “if only it would be worthy of delivery.”

However, the supervisory structures, “Oblstroyzakazchik” and the Agency for State Construction and Housing Supervision, are silent and see no violations. Moreover, everyone knows that at the MSU-7 facility it does not comply with the technology for the production of monolithic work on the installation of concrete, and there are a lot of questions about the quality of concrete. How will children go to the Youth Theatre, which, because of such unfortunate construction, will fall apart like a house of cards? However, if this happens, it will happen after the money is mastered. And it will be possible to recover from MSU-7 LLC an amount not exceeding the size of its authorized capital – 10 thousand rubles.
