Bribes, checks, two guns

Former Minister of Ecology of Tatarstan Aglyam Sadretdinov could not be imprisoned for corruption as the head of the district, but they were given 8 years for “ordering” the initiator of the checks

On Tuesday, the Privolzhsky District Court of Kazan announced the verdict in a high-profile criminal case involving the former head of the Buinsky district and ex-Minister of Ecology of Tatarstan, 71-year-old Aglyam Sadretdinov. The court found him guilty of instigating the murder (part 4 of article 33 and paragraphs “g”, “h”, part 2 of article 105 of the Criminal Code of the Russian Federation) of social activist Rashid Sadykov and sentenced the ex-official to eight years in a strict regime colony . On four episodes of bribery (parts 4, 5 of article 290 of the Criminal Code of the Russian Federation), the ex-minister was fully acquitted. Aglyam Sadretdinov pleaded not guilty to the crimes he was accused of.

According to the indictment, from 2001 to 2003, Rashid Sadykov initiated “numerous inspections” against Aglyam Sadretdinov, head of the Buinsk administration. This gave rise to “personal hostility” between them, and by the end of 2000, Sadretdinov decided to kill Sadykov. According to investigators, in 2002-2003 he “repeatedly applied” with a request to eliminate Mr. Sadykov to the businessman Maskud Nazmiev, with whom he had a “trusting relationship” and who, according to his information, was familiar with members of the Kazan organized crime group. As a reward for organizing the murder of Sadykov, Sadretdinov undertook to provide Nazmiev with “assistance in the development of his entrepreneurial activity, and exercise general patronage.”

The investigation believes that Maskud Nazmiyev offered to commit the murder to a certain Galimzhanov, who “was an active participant” in the Kazan organized criminal group “27th quarter”. For this, he was promised 180 thousand rubles. Galimzhanov agreed and enlisted the support of another member of the organized crime group, Tokinov. Sadretdinov allegedly described the victim’s appearance and daily routine to the perpetrators, explaining, in particular, that in the evening Sadykov was constantly at home with his wife. The perpetrators studied the area near his house, including the escape routes from the scene. According to the investigation, on July 2, 2003, the criminal plan was implemented: Galimzhanov and Tokinov drove up to the house of Rashid Sadikov and shot him with two 9-mm pistols with silencers.

“Kommersant”, 04/16/2021, “The ex-minister was charged with the murder of a complainant”: Aglyam Sadretdinov was born in 1951 in the Komsomolsk region of the Chuvash ASSR. Graduated from Kazan Agricultural Institute (1975), Saratov Higher Party School (1990), Kazan Financial and Economic Institute (2002, MBA diploma). Since 1992, Mr. Sadretdinov headed the administration of the Apastovsky district of Tatarstan, in 1998 he began to lead the Buinsky district. In 2000-2004, he was simultaneously a deputy of the State Council of the Republic. He worked as the Minister of Ecology from 2007 to 2010. […]

It should be noted that in 2003 the case could not be investigated. In 2009, Buino businessman Maskhut Nazmiyev was detained in connection with the renewed case, and he was also accused of setting fire to a house and exploding a grenade in a store. Then Aglyam Sadretdinov became a defendant in the case for the first time, but the case against him was closed. In 2010, Nazmiev was sentenced to a “long term” and Mr. Sadretdinov was fired from his post as minister. The ex-official stated that Nazmiyev wanted to “denigrate” him, but insisted on his innocence.

At the same time, in 2014 Agliam Sadretdinov avoided liability in a criminal case for abuse of office when he was a minister. Then he ordered to transfer 6 million rubles from the budget. to a private firm for the supply and installation of a recycling complex, which, as a result, was not fully commissioned. This case has been under investigation for almost two years. However, in the end, the court regarded the actions of the ex-minister as negligence and released him from punishment due to the expiration of the statute of limitations. — Inset K.ru

“BUSINESS Online”, 01/28/2022, “The investigation is celebrating ahead of schedule”: Aglyam Sadretdinov said his last word”: The main witness in the Sadretdinov case, we recall, is Maksud Nazmiyev, a businessman from Buinsk. In 2010, he received 4 years in prison for inciting the murder of Buin activist Rashid Sadikov. Sadretdinov is also accused in the same case. According to investigators, through Nazmiev, he ordered the murder of the activist to the members of the Kvartal organized crime group, who carried it out in 2003. And today Sadretdinov again dedicated his speech to Nazmiyev. “My arguments about the presence of evidence and Nazmiev’s motive for the murder of Sadykov were silently ignored by the investigator. I still don’t know for what complaint of Sadykov, in the opinion of the investigator and the prosecutor, I should bear such severe responsibility, ”Sadretdinov continued, not embarrassed in the wording.

He constantly emphasized that the presumption of innocence at the stage of investigation and trial did not apply to him. According to him, “the false testimony of the criminal” turned out to be more weighty than his words. Sadretdinov also recalled that in 2010, Nazmiev’s guilt in the murder of Sadykov was fully proven. […] According to Sadretdinov, during interrogations in July 2021, Nazmiev retracted his earlier testimony in court and stated that he was pressured by law enforcement agencies. Sadretdinov stated that the leader of the Kvartal organized crime group Farid Galiullin (Fara), who is also serving a sentence for the murder of Sadykov, said the same thing. — Inset K.ru

KazanFirst, 02.12.2021, “Following: Ex-Minister of Ecology of Tatarstan Aglyam Sadretdinov will not escape punishment”: The Investigative Committee of Tatarstan spoke about the case of the former Minister of Ecology and Natural Resources of Tatarstan Aglyam Sadretdinov. He is a defendant in a criminal case of incitement to murder and bribery. This was stated by the deputy head of the first control and investigation department of the investigative department of the Investigative Committee of the Investigative Committee of the Investigative Committee of the Russian Federation for Tatarstan Artur Khafizov.

– The former Minister of Ecology and Natural Resources of the Republic Sadretdinov will not escape punishment. Together with the employees of the criminal investigation department of the republican Ministry of Internal Affairs, we established his involvement in inciting the murder of a local resident, which was committed back in 2003, he explained.

In addition, the speaker noted that the Investigative Committee received valuable materials from the republican UBEP, thanks to which the investigators managed to prove Sadretdinov’s involvement in receiving bribes in the period 2000-2006 in the amount of 600 thousand rubles, which he took for assisting land plots and buildings in Buinsk. — Inset K.ru

In addition, there were four episodes of receiving bribes totaling 700,000 rubles in the criminal case. “for assisting in the acquisition of land in the city of Buinsk.” In particular, according to the case file, in 2003 Maskud Nazmiyev gave Aglyam Sadretdinov 300,000 rubles. for concluding a contract for the sale of a plot owned by the Cotton Factory company in the interests of a certain Ilyin. Another episode is connected with the transfer of 300 thousand rubles to Sadretdinov by Nazmiyev. for the purchase of the first floor in the unfinished House of Life building. The case contains two more episodes of receiving 50 thousand rubles each. from Buinsk entrepreneurs through the mediation of Maskud Nazmiev.

However, for all episodes of bribery, the defendant was acquitted “due to the lack of corpus delicti”, and all the evidence was declared inadmissible by the court, since criminal cases on these episodes were initiated after the statute of limitations had expired.

The public prosecutor Semyon Polyakov in the debate asked for the former official to be sentenced to nine years in a strict regime colony.

The defendant’s lawyers, Ravil Tuktarov and Robert Khaliullin, had earlier insisted that the case, which had been dismissed back in 2010, was reopened unreasonably. “The accusation is a violation of the presumption of innocence. It is not justified. The investigation is disputed as illegal, as a violation by the investigation of fundamental norms,” the lawyers argued. According to Mr. Tuktarov, the decision to terminate the criminal case in 2010 was not properly canceled, so the criminal prosecution of Sadretdinov is illegal.

Aglyam Sadretdinov stated that the charges were based on a slander by the previously convicted Nazmiyev, who “had been pressured by law enforcement agencies.”

In the last word, the ex-minister insisted on his innocence and asked the court to stop his criminal prosecution.

“I do not want to be convicted of slander and lies of the criminal Nazmiev. I hope that the Russian court is free from the influence of the investigation. I ask you, dear court, to stop the criminal case against me in all episodes and release me from custody, since I have never committed these crimes, ”the ex-minister argued.

Aglyam Sadretdinov and his defenders intend to appeal the court’s verdict.
