Bribe for 722 million: NABU and SAPO completed an investigation against the former head of the State Fiscal Service Nasirov. DOSSIER

On February 2, NABU and SAPO completed an investigation into the ex-head of the State Fiscal Service of Ukraine Roman Nasirov and his adviser – they are suspected of receiving 5.5 million US dollars and more than 21 million euros in unlawful benefits for VAT refunds to agricultural holding companies, reports EP.

The investigation has now established that the head of the State Fiscal Service (2015-2016) received an unlawful benefit of USD 5.5 million for providing reimbursement of more than UAH 540 million to the companies of the agricultural holding in August 2015 and more than EUR 21 million for the reimbursement of almost 2.7 billion VAT in during February 2015 – August 2016

The “service fee”, which, on average, was about 20% of the amount of VAT refunded, was received by the then chairman of the State Fiscal Service to the account of a foreign company controlled by him, as well as companies controlled by his close person, as well as an adviser, through other foreign companies – “gaskets “, attracted by the adviser of the ex-official. The senders of funds, as established by NABU and SAPO, were two non-resident companies controlled by the owner of the agricultural holding (we are talking about Oleg Bakhmatyuk’s Ukrlandfarming – ed.)“, the message says.

At the official rate of the NBU at the time of the crime, we are talking about more than 722 million hryvnia.

At the same time, part of the unlawful benefit was formed directly from the funds of the budgetary VAT refund and converted into foreign currency. NABU and SAPO have evidence that the head of the State Fiscal Service prioritized payments for VAT refunds to the companies of the agricultural holding, but did not include information on the amounts claimed for budgetary reimbursement by other business entities (including utility companies) that were entitled to do so.

This, in turn, led to lawsuits on the part of such companies and their collection from the state budget, in addition to the declared amounts of budgetary compensation, at least another UAH 2 million in fines.“, – added to NABU.

Recall:

In October 2022, the ex-head of the State Fiscal Service Roman Nasirov, his adviser, and the owner of the agricultural holding Ukrlandfarming Oleg Bakhmatyuk were informed of a suspicion in the VAT refund case.

Former head of the State Fiscal Service Roman Nasirov was elected measure of restraint in the form of detention until December 17 with the alternative of making a bail in the amount of UAH 523.2 million.

Later it was reported that the appeal of the High Anti-Corruption Court upheld the preventive measure in the form of detention and 523.2 million hryvnia bail for the former head of the State Fiscal Service Roman Nasirov.
