Boutique for Rostec
In St. Petersburg, the Lesnikovs’ profitable house on Khersonskaya Street was sensationally sold the other day: they asked for 64 million rubles for the building, and gave it back for 132 million.
The second surprise was that JSC “Scientific Instruments” became the new owner, which is connected by some chain with the state corporation “Rostec”.
Perhaps it is for this reason that the price of a generally unpresentable building built in 1868 soared 2 times? Eight bidders participated in the auction, but the gold number was pulled out by Scientific Instruments, the registrar of which is Oboronregistr LLC, a subsidiary of the state corporation Rostec, so to speak.
But, on the other hand, this apartment building is located in the very center of Northern Palmyra: nearby – Nevsky Prospekt, Sinopskaya Embankment, in the same area – the Alexander Nevsky Lavra. The place is amazing, to say the least.
The media have already suggested that the unkempt-looking building will soon be demolished, and either an apartment complex or a boutique hotel will be built in its place …
But only the defenders of the historical places of St. Petersburg are strongly opposed!
But the family of General Chemezov has a lot of luxurious real estate in Moscow and in the Krasnodar Territory, so why not add a former apartment building on Khersonskaya Street in St. Petersburg, especially if there is an opportunity? And there are clever people who help make a fairy tale come true?
“Post of Russia” moved out
The apartment building of the Lesnikovs was built according to the project of the architect Ivan Bulanov. Not so long ago, the Russian Post was located in this historic building, but eventually moved out. And the three-story building was mothballed.
During the auction, the price, indeed, doubled – up to 132.59 million rubles.
According to the Russian Auction House, premises with a total area of 1,166.8 sq. m. were sold at these auctions. meters. They occupy almost the entire building, with the exception of a 40-meter built-in room.
And this built-in space remains the property of St. Petersburg.
The Scientific Instruments company, which acquired the former apartment building of the Lesnikovs, produces instruments and equipment that are in demand in science, manufacturing, forensics, education, banking and trade.
“However, in modern realities, it’s too early to completely relax. The exact plans of the buyer for this building are still unknown,” activists of the Central District for a Comfortable Living Environment write in their VKontakte.
“Once they tried to rejuvenate the house by more than a hundred years in order to calmly demolish and build another compaction in its place. It’s good that this was discovered and prevented … We want to immediately warn the new owners of the building that we still keep our finger on the pulse and any attempts demolition will be severely suppressed. There will be courts and protests.”
Here are the perspectives.
Is Vnesheconombank in business too?
Undoubtedly, JSC “Scientific Instruments” is an interesting office. And the frequent change of general directors in this office is especially curious.
At one time, the office was headed by a certain Andrey Evgenyevich Lukyanov, a staff member of Vnesheconombank since 2012.
And at Scientific Instruments JSC, Mr. Lukyanov worked from September 22, 2020 to September 16, 2021.
In addition, Andrei Lukyanov is the head of 4 offices.
And the founder of 10 different companies.
And when Andrey Evgenyevich Lukyanov left JSC “Scientific Instruments” (but did not go very far), he was replaced by a certain Elena Igorevna Pakhomova.
And Mr. Lukyanov is far away. Indeed, he did not set sail, he is still connected with JSC “Scientific Instruments”, especially since Mrs. Pakhomova also left – came.
And today it is in the status of “acting”.
Recall that the registrar of JSC “Scientific Instruments” is LLC “Oboronregistr”, a structure close to the corporation “Rostec”.

That’s how cool everything is twisted!
JSC (former CJSC) “Scientific Instruments”, short reference:
August 13, 1990. Registration of a legal entity.
December 7, 2015: the authorized capital of a legal entity is 100,080,000 rubles.
On September 23, 2020, there was a change in leadership:
Elokhin Vladimir Alexandrovich left, Lukyanov Andrey Evgenievich came.
September 17, 2021.
Another change of boss: Andrei Evgenievich Lukyanov left, Elena Igorevna Pakhomova came.
March 14, 2022.
Change of head – Elena Igorevna Pakhomova left, Dmitry Alexandrovich Rudenko came.
January 19, 2023.
Change of leader. Dmitry Alexandrovich Rudenko left, Elena Igorevna Pakhomova reappeared …
I wonder what such a game of bosses can be connected with?
In any case, this office is closely connected with the Rostec Group of Companies.
And, apparently, he is performing delicate tasks for a state corporation.
In addition, JSC “Scientific Instruments” has 7 licenses, including the Ministry of Industry and Trade of the Russian Federation and the FSTEC of the Russian Federation (Federal Service for Technical and Export Control).
The public procurements of Scientific Instruments JSC are also impressive: recently the office has been a supplier in 88 government contracts in the amount of 283,191,239 rubles.
But they asked to buy a profitable house in the center of St. Petersburg. And after all, they bought it, leaving behind 7 applicants!
But Oboronregistr LLC also has generous government contracts. This LLC works with JSC Concern VKO Almaz-Antey, with the National Research Center Kurchatov Institute – PNPI, etc.
It remains to ask the question – what will now be on the site of the former apartment building of the Lesnikovs? And why was there such a hype around the sale?
Most likely, the point is in the location of the object – is the center of St. Petersburg worth a lot?
