Bottomless system: expenses of KP Informatika for video surveillance of the capital are approaching half a billion hryvnias

KP Informatika, without a tender, ordered maintenance of the city video surveillance system for 2023 from Engineering-Analytics LLC, which has been providing the company with such services for almost three years. It turned out that one of the current co-founders of this company, Valery Kleban, was at the forefront of introducing a video surveillance system in the capital.

In 2016, he was deputy head of the relevant Department of Information and Communication Systems and Information Protection of the KSCA apparatus. And then this department was headed by Yuri Nazarov (in the collage on the right), who was called the face of the digitalization of the capital and was associated with numerous corruption schemes in this area. To date, according to the most rough estimates, KP Informatika has allocated 476 million hryvnias for the implementation and maintenance of the video surveillance system in the capital, of which the largest share went to the aforementioned Engineering-Analytics LLC.

concluded an agreement with Engineering-Analytics LLC (**) for maintenance and technical support of an integrated video surveillance system in Kyiv. The price of the contract was UAH 27.99 million.

According to the terms of the contract, for these funds, by the end of 2023 (within 9 months), the contractor must carry out full maintenance of 4921 video cameras, 60 call buttons, 161 units of network and channel-forming equipment, 872 km of cable lines, and also fulfill up to 120 customer requests various problems with the system.

The specified purchase of KP “Informatika” was carried out according to a simplified procedure. Recall that if one proposal is submitted for participation in such a purchase, it immediately proceeds to the stage of consideration of this proposal, and is not canceled, as in open tenders. To participate in the procurement for maintenance and technical support of an integrated video surveillance system in Kyiv, only Engineering-Analytics LLC submitted an offer, with which the company entered into an agreement. It happened not by chance, because Engineering-Analytics LLC has been providing KP Informatika with maintenance and support services for the metropolitan video surveillance system for the past three years. From May 2020 to the present, three such agreements have been concluded between them (excluding the current one) with a total value of UAH 45.24 million (the first – UAH 13.96 million, the second – 18.88 million hryvnia, the third – 12.4

million hryvnia).

Each of these contracts provided for the maintenance and technical support of a different amount of equipment, which makes it impossible to accurately compare the prices of Engineering-Analytics LLC over the years. Such quantitative data was contained only in the contract signed between the parties during the war – November 7, 2022: the contractor was supposed to service 4328 video cameras, 60 call buttons, 155 units of network and channel-forming equipment and 747 km of cable lines. In fact, the contractor was paid 12.18 million hryvnia for the provision of these services within two months, which, according to the most rough estimates, is twice as expensive as provided for by the current contract.

First, he worked in the Department of Organizational and Analytical Support for the Activities of the Kyiv Mayor, after which he was Deputy Head of the Department of Information and Communication Systems and Information Protection of the KSCA (since April 4, 2016 – Information and Communication Technologies). It should be noted that it was in 2016 that an integrated video surveillance system was introduced in the capital as part of the Safe Capital program, which was part of the Kyiv Smart City initiative. The coordinator and actual leader of this project wasYuri Nazarov , from September 2015 to October 2016, who headed the Department of ICT and Information Protection of the Office of the Kyiv City State Administration. At the same time, Engineering Analytics LLC, now owned by a former subordinate of Nazarov, positions

of their employees by specialists just for the implementation of the municipal programs “Safe City” and “Safe Roads”.

According to the Clarity Project, as a result of participation in public procurement, Engineering-Analytics received 444 contracts worth UAH 647.29 million. The largest customer is the metropolitan KP Informatika, with which 35 contracts were signed for almost 196 million hryvnias.

However, this is not all costs. As KV previously reported, over the past six years, KP Informatika has been creating and re-equipping the Situational Threat Countermeasures Center in Kyiv. This center is also involved in a comprehensive video surveillance system, because it will also have to process video and images received from cameras. KP Informatika has not even begun the construction of this center, while since 2016, 12 contracts worth UAH 293.25 million have already been signed for its creation and re-equipment. Some of the purchases for the creation of an integrated video surveillance system in Kyiv have become overgrown with criminal proceedings. dated 09/05/2018, in 2017, officials of KP “Informatika”, in order to obtain unlawful financial benefits, violated the law during the procurement for the creation of an integrated video surveillance system of LLC “Intellectual Construction”.

KP “Informatics” has a criminal trail in other areas of its activity. Back in October 2019, the SBU opened criminal proceedings on the fact of the possible misappropriation of budgetary funds during the implementation of the management and control system for outdoor lighting networks in Kyiv, which was done by KP Informatika. The investigation preliminary established that during the implementation of this project, among other things, the cost of equipment was overestimated. Also, according to law enforcement officers, in most cases such equipment could not be found, and its use in order to save money was simply impossible.

Recall that recently the auditors of the Kyiv City State Administration (KSCA) found that in 2018-2020, the management of the KP Informatika committed financial violations in the amount of 75.01 million hryvnia, which led to the loss of about 39.09 million hryvnia budget. In particular, according to the auditors, KP Informatika made a number of shortcomings and miscalculations in the implementation of measures to create and implement the software and hardware complex of the Unified Dispatch Center for Monitoring the Operation of Transport and Collecting Information (UDC) due to the failure to use the designated purchased equipment to ensure its operation .
