Boris Zimin “crunches” in Vorontsov style

Apparently, having made good money in the position of Deputy Prime Minister of Crimea, and then the head of Chernomorskneftegaz, where state projects were thwarted, Boris Zimin, having bought more than a hundred land plots, could buy the production of Vorontsovsky crackers.

The Moscow-based Torgovy Dom LLC has agreed to purchase the bankrupt assets of the Russian producer of Vorontsovskie croutons – RusCo LLC. The potential buyer may be the former Deputy Prime Minister of the Republic of Crimea, and he is also the former head of the state company Chernomorskneftegaz Boris Zimin. The cost of the transaction is estimated at 25 million rubles, including the production line.

Having spent only about a year as vice-premier of the peninsula and at the same time working at Chernomorskneftegaz, Mr. Zimin managed to fill up the fronts of work both there and there.

How it happened, the correspondent of The Moscow Post understood.

There is evidence that structures associated with Zimin could have invested in RusCo LLC several years ago. It turns out that one of the people who worked with Zimin, Dmitry Bart, after leaving the Crimea, managed to be the general director of RusCo.

After his “works”, the value of the company’s assets is minus 346 million rubles. Those. It was under such management that RusCo was brought to its knees and now it can be under the control of Zimin?

Zimin should not relate directly to the buyer. OOO “Torgovy Dom” The address of the latter already coincides with the address of CargoLinePro LLC (KLP), which previously received RusCo’s debt in the amount of 74 million rubles from SME Bank. It is behind the KLP that people associated with Boris Zimin can be located.

At the end of 2021, the value of KLP assets was negative and amounted to minus 81 million rubles. With the authorized capital, the company employs only one employee.

KLP owns “BVS Group”, the owners of which are the already mentioned Dmitry Bart and Sergey Prokofiev in equal shares. They are Boris Zimin’s former deputies at Chernomorskneftegaz. However, the connection is even more obvious: KLP is the legal predecessor of the ZAO Energospetsstroy plant. The latter was liquidated in 2015 with minuses in the profit and asset value columns.

Boris Zimin himself, until 2017, that is, before moving to work in the Government of Crimea and Chernomorskneftegaz, worked as Deputy General Director for Development of Energospetsstroy LLC. Probably, the assets of the existing enterprise could have “settled” in CJSC “Energospetsstroy”, after which they “disappeared” somewhere through the KLP. Isn’t the same fate awaiting RusCo now?

Today Energospetsstroy LLC also has losses and a minus value of assets, and an authorized capital of only 10 thousand rubles. The organization’s address information is marked as unreliable – very similar to a fictitious company.

Just like the BVS Group, which allegedly bought out the debts of the Vorontsovskie Suhariki and belongs to Zimin’s people. The same 10 thousand authorized capital with a single employee, no revenue, losses and a minus value of assets.

Sit on the pipe

The second owner of BVS Group is Sergei Prokofiev. He, like Dmitry Bart, was also Zimin’s deputy at Chernomorskneftegaz. At the same time, in the Rusprofile service, this circumstance is indicated by Prokofiev, in contrast to Bart. The third co-founder was Vyacheslav Sotnikov, also Zimin’s former deputy at Chernomorskneftegaz.

They quit together with Boris Zimin himself in 2018 against the backdrop of a loud scandal – in fact, the disruption of the state program. Chernomorskneftegaz is a state-owned company, and before Zimin it had a real leapfrog of leaders. Zimin came to that position from the position of Deputy Prime Minister of Crimea, and left of his own free will along with the whole team.

That both Bart and Prokofiev also left the structure themselves. At the same time, a large-scale test of the Kerch-Simferopol-Sevastopol gas pipeline with a connection to the Tavricheskaya and Balaklava TPPs was underway in Crimea. That is, Zimin was responsible both as Deputy Prime Minister of Crimea and as the direct head of Chermnosorskneftegaz.

According to RBC, the dismissal of Zimin and his deputies could be connected precisely with the gas pipeline and the likely delay in its construction. Moreover, the former Deputy Prime Minister of Crimea resigned with the wording “in connection with the transfer to another position” – but it is not clear what position he moved to.

Delays in the delivery of the gas pipeline are a fact, because even during the work of Boris Zimin, the republican government demanded that he explain in writing what the delays are connected with.

And even more interesting is the contractor company that allowed delays – Samara-Spetsmontazh LLC became it. The purchase amount is 900 million rubles, and it was carried out from a single supplier. All this was already under Mr. Zimin the official.

At the same time, neither he nor other responsible persons were embarrassed that the structure had previously allowed delays in paying wages to its employees, Kommersant wrote about that scandal https://www.kommersant.ru/doc/3496238. Since the objects to be handed over were badly needed by Rostec, a serious scandal arose, and Andrei Cherezov, Deputy Minister of Energy of the Russian Federation, had to settle it.

They could simply withdraw money from the company. Today LLC “Samara-Spetsmontazh” is in bankruptcy proceedings with the only employee in the state. According to the results of the last reporting year 2018 (Zimin resigned in the same year), with a revenue of 178 million rubles, she had a loss of 81 million rubles with a minus value of assets. And it didn’t bother anyone then.

At the same time, under government contracts, this obviously semi-fictitious structure received over 2.3 billion rubles. And in second place is the contract with Chernomorskneftegaz for almost 900 million rubles. Could Zimin get his part, and then “go into the sunset”?

Considering how quickly Zimin came and left, he could come just purely for this project. At the same time, Chernomorskneftegaz discovered a large shortage of gas earlier – in September 2017, almost 50 million cubic meters were missing.

The theft was revealed by the head of the internal audit department of the State Unitary Enterprise of the Republic of Kazakhstan “Chernomorneftegaz” Tatyana Kavernik. According to the auditor, she tried several times to initiate a scheduled inspection on the issue of possible gas theft.

“Only after my second memo, General Director Boris Zimin held a meeting and scheduled an inspection. As a result, Deputy General Director Prokofiev prepared an order to create a working group to conduct an inspection, which included the heads of departments who should check their own work. “, – Kavernik is quoted by the Notes edition as saying.

That is, Zimin’s team did not want to investigate the situation with the loss of gas, but could not finish the work on the pipeline for Rostec on time? And all this ended in a banal dismissal – no checks were carried out against officials.

At the same time, Zimin himself, during his short work in the Government of Crimea (several months in 2017), managed to declare a lot of different property.

Firstly, he immediately turned out to be the richest minister of the Crimean Council of Ministers, declaring an income of 14 million 349 thousand rubles for 2016. It turned out that he owns two apartments – with an area of ​​183 and 45 square meters, respectively, two cars – TOYOTA Lexus LX 570 and TOYOTA Lexus LX 470, a garage.

He also allegedly owned 81 land plots. However, in another declaration, which was supposed to be submitted a year later, he already had … 122 land plots, most of them in Crimea. About this writes the publication “Notes”.

The list of sites spans several pages. One can believe that Zimin bought his former property with income from the oil and gas sector – before that, he worked for many years at ZAO Northgas (gas production, Novy Urengoy) as a deputy general director. But out of nowhere for a year of bureaucratic work, several dozen plots of land would appear in the property?

What Zimin did after leaving Chernomorskneftegaz is not known for certain. Apparently, he “spudded” a large land economy.
