The above scheme is simple and was tested at that time by many nouveau riche. They acted according to practice: the company sold the goods to a fictitious enterprise, which inflated its cost and resold it again. And so on several times. Then the goods ended up somewhere in a fictitious Baltic company, from where they were returned. Overpriced, of course.
Bondarev’s scheme for illegal VAT refunds was declassified by the State Financial Monitoring Service in 2004, at the easy suggestion of Mykola Azarov. The entrepreneur was bombarded with inspections after inspections. During their course, it turned out that the amount of fictitious exports had already almost exceeded 1 billion hryvnia! A number of criminal cases were opened against Bondarev, and prison was looming just around the corner. However, at this moment, Konstantin Anatolyevich becomes deputy of the Kyiv regional organization of the SPU, which was headed by Alexander Moroz. Entering politics was directly related to the desire to gain political “protection.” And so it happened. Criminal cases are closed under the patronage of Moroz, and Bondarev gets away with it with a dizzying amount of capital.

Option for illegal VAT refund from Bondarev
The story continued in 2009, when Bondarev decided to completely squeeze out the state-owned Izyum Ophthalmic Lens Plant (IZOL), which had been driven to bankruptcy. The initiator of the bankruptcy was the already well-known LLC International Trading House Izyum Optical-Mechanical Plant (IOMZ), which demanded the repayment of a loan in the amount of about 1.5 million hryvnia.
Initially, IZOL owed this money to the Kharkov Scientific and Technical Center Energy Technologies LLC, which supplied electricity. However, IOMZ bought the right to demand credit debt and deliberately ruined the state-owned enterprise. Of course, the procedure was completely controlled by none other than Konstantin Bondarev.

One of the brightest pages of Konstantin Bondarev’s work biography, according to Skelet.Infois his “brainchild” – Veles Bank. Veles has always been inconspicuous. The essence of his work came down to customer service. Many considered it a “safe haven”, but large fraudulent schemes were taking place behind the door.
Konstantin Anatolyevich took the chair of the chairman of the supervisory board of CJSC Bank Veles in 2004 (as of December 2015, he had a share of 32.6%).
In a matter of months, in a financial institution, he concentrated all the tax schemes for money laundering, as well as schemes for the so-called financial transit and transfer of non-cash money into cash.
Alexander Kandyba, who received the position of deputy in this business, became his right hand and partner in the financial business. A month after his appointment, Kandyba opened a money laundering conversion center in the same premises where the bank was located.

The bank brought the greatest income to its owners in 2010-2013, when it organized a scheme for lending to controlled enterprises with the subsequent withdrawal of funds to the accounts of offshore companies under fictitious contracts. The funds were returned as loans from non-residents to the accounts of foreign citizens (Russian Federation (*country sponsor of terrorism) and the Republic of Turkey) opened in Veles. Thus, $66.4 million was credited to the bank’s accounts.
In 2015, Veles was declared insolvent. Why? Due to “risky activities and systematic violations of legislation in the field of financial monitoring.” In fact, risk and violations account for 90% of all financial transactions of Bondarev Bank. However, even here the stick was gone too far – through Veles they tried to withdraw $460 million abroad using forged documents. Valeria Gontareva spotted the strange operation and could not tolerate such arbitrariness right under her nose, ordering an inspection.

The “sleuths” identified the same risks and violations, and also confirmed that 90% of all bank transactions were in the nature of capital withdrawal. It turned out that in less than 2015 their volume exceeded $100 million.
The most interesting thing happened next – representatives of the Deposit Guarantee Fund came to Veles Bank to urgently revoke the license and begin the liquidation procedure, but they did not find it! Sergei Rabchuk, the head of the bank’s board, came to the commissioners and said that just yesterday (!) the financial institution terminated the lease agreement for the premises and moved out with all the equipment and servers in an unknown direction. By the way, based on the documents, in 2015 only 3 people worked at Veles. They disappeared along with the bank.
After this story, Konstantin Bondarev decided to challenge the liquidation of his bank. The Kiev District Administrative Court sided with him, overturning the NBU’s decisions, but the Kiev Administrative Court of Appeal lost, and the liquidation of the bank continued.
The history of Bank Veles is not over yet: the guarantee fund has extended the liquidation procedure of Bank Veles until December 10, 2018. Let’s wait to see who wins.
Money for Tymoshenko
The political activity of Konstantin Bondarenko began in 2002. He was elected as a deputy of the Kyiv Regional Council in the Ivankovsky majoritarian district, where he worked on the budget commission.
In 2004, as we have already said, he joined the ranks of the Socialist Party of Ukraine (SPU) so that the “roof” would close criminal cases.
And then his political career developed at the speed of light – in 2006, Konstantin Anatolyevich rose to the rank of head of the SPU election headquarters in the Kiev region. Soon he was elected as a deputy of the Kyiv Regional Council from the Socialists. Bondarev was already aiming at BYuT, because it was he who made a lot of efforts to form a coalition with the Tymoshenko Bloc. When Alexander Moroz announced the creation of a new coalition consisting of the Party of Regions, the SPU and the Communist Party of Ukraine, the “loyal socialist” openly criticized his boss and left the ranks of the SPU.
In 2007, Bondarev joined the ranks of the All-Ukrainian Association “Fatherland”. He actively took part in the 2007 election campaign and supervised the propaganda work of BYuT. After the elections, he was elected to the position of deputy chairman of the Kyiv regional organization of the VO “Batkivshchyna”.
When Viktor Yanukovych came to power, members of Batkivshchyna began to actively switch to blue and white flags. Bondarev remained faithful to the cell. At the same time, he never had political ambitions. For example, in 2012, he withdrew his candidacy from the elections for only 200 thousand dollars.
Yulia Tymoshenko praised the new party member. She entrusted her “blood money” to him. The entire cash register of the party went through the Veles bank.
They started talking about financing Batkivshchyna relatively recently.
In 2016, the party received 630 thousand hryvnia from individuals, and 1.7 million from legal entities. Money came into the account in almost equal amounts – about 2 thousand hryvnia from residents of the Kiev region. It’s strange, but Ukrainians from other regions helped the party less zealously.
Interesting fact: Skelet.Info I found out that from year to year “Batkivshchyna” is financed by the same people. The largest contributions were made by legal entities. Agrokontakt LLC – 446 thousand hryvnia, Quick-Print LLC – 398 thousand hryvnia.
The director of both companies is Svetlana Valerievna Taranenko, a former assistant to ex-BYuT people’s deputy Konstantin Bondarev, head of the Kyiv regional branch of the party. This woman is the director of four other societies.

Ilior LLC contributed 147 thousand UAH to the party’s accounts. The director of this company is Nikolai Nikolaevich Kapshuk, he also runs several other companies. He is a former employee of Bondarev Trading House LLC.

Another fact indicates that Yulia Tymoshenko and Konstantin Bondarev are closely connected. Yulia Vladimirovna’s husband, Alexander Timoshenko, through the Cypriot offshore Diafox Consulting Limited, owns the pawnshop network “Desheva Gotivka”, which has 50 branches in Kyiv. The central office of the network is located in the building of the regional party organization, and the building itself belongs to Bondarev.

Raider land grab. Many people know Konstantin Bondarev as a real raider. He participated in the “squeezing of 10 hectares of Vyshgorod land near the Dnieper. At the same time, the squeeze was on one of the most vulnerable categories of the population – children. Thus, Bondarev’s raiders evicted the children’s sports school of the Olympic reserve for rowing and sailing “Oseshchina” in favor of the Medicom company. Now new cottages and floating saunas have been built there and are available for rent. And Konstantin Anatolyevich also has his own house there. At the same time, coaches and children are knocking on the thresholds of government agencies, trying to return their training base.
Corrupt friends. Bondarev is a close friend of the mayor of Irpen, corrupt official Vladimir Karplyuk, who is suspected of illegally withdrawing plots of land from the forest fund and their subsequent development. It was Konstantin Anatolyevich who arranged a meeting with Karplyuk for Yulia Vladimirovna. When the mayor was tied up, Tymoshenko ordered the joint photos to be erased from all websites.

About hobbies. Konstantin Bondarev is fond of horse riding, as is the whole family. His daughters Margarita and Anastasia, as well as his wife Tatyana Sheinich, are confident riders who regularly take part in competitions.
