For embezzlement of over 400 million rubles, the former and. about. head of the Federal State Unitary Enterprise “Main Directorate for the Construction of Roads and Airfields (GU SDA) under Spetsstroy of Russia” Vyacheslav Fatkullin. According to law enforcement officers, he currently lives abroad, he was arrested in absentia.
For embezzlement during the construction of the Vostochny cosmodrome, accomplices of Vyacheslav Fatkullin last year already received terms from 4 to 5.5 years deprivation of liberty. The defendants in the same criminal case are the ex-head of the Federal Center for Pricing in Construction (FTsTSS) Evgeny Ermolaev, former i. about. Andrey Zakharov, Head of the Federal State Unitary Enterprise “Dalspetsstroy at Spetsstroy of Russia”, as well as the General Director of TsNIIMTSEN LLC and Gosnormativ LLC Olga Zugaeva and Sergey Polivanov. According to the investigation, the money stolen during the implementation of the state contract was invested by the convicts in the purchase of land in elite settlements in the Moscow region – in Barvikha, the Vidnovsky district and the resort area near Dmitrov. It is assumed that Vyacheslav Fatkullin transferred his share abroad, where he now lives. It is known that on November 29, 2016, he was charged with embezzlement and released on bail, after which he disappeared. Fatkullin was put on the international wanted list in May of this year.

The defendants in this case were charged with two episodes of embezzlement of funds – from FSUE GU SDA and FSUE Dalspetsstroy. In both cases, the FTsCS, headed by Yevgeny Ermolaev, was instructed to develop individual indices for changes in the estimated cost of construction and installation work at Vostochny facilities. In the period from June 2012 to July 2014, he, having entered into an agreement with the heads of the Federal State Unitary Enterprises Vyacheslav Fatkullin and Andrei Zakharov, stole a total of more than 400 million rubles. From the contracts concluded between the enterprises and allegedly controlled by Yevgeny Ermolaev and affiliated with him, LLC TsNIIMTSEN and LLC Gosnormativ, it followed that the work was allegedly performed by commercial structures. In fact, as the investigation and the court established, “individual indices should have been developed by the FTsCS on its own without the involvement of third-party organizations.”
