The Accounts Chamber of the Russian Federation checked the reporting of Rosalkogolregulirovanie and revealed violations of more than 475 million rubles.
The auditors recorded unsatisfactory results in terms of accounting for alcohol and excises, despite the fact that this direction is fully automated and serviced by the EGAIS system. The department spent more than 811 million rubles, that is, a quarter of the budget, on the development of information and communication technologies. Contracts of the department are received by TsentrInform JSC, but most of the work is performed by subcontractors. However, they are all connected by one person. In this regard, the FAS has already drawn the attention of the Federal Antimonopoly Service to the activities of Rosalkogolregulirovanie.
With the advent of Igor Aleshin to the leadership of Rosalkogolregulirovanie, the department is associated with an increase in counterfeit products. Because of this, the death rate of Russians is growing. The seized illegal alcohol is taken to the warehouses of Rosspirtprom JSC. The decision to destroy it must be made by the court on the application of law enforcement officers. However, the amount of alcohol in warehouses is constantly increasing. According to rumors, recently Alyoshin’s department has not reported on the income received from the sale of confiscated property. Since this service is under the control of the Ministry of Finance, questions arise for Anton Siluanov. Since he could not assess the work of Rosalkogolregulirovanie, senators and deputies of the State Duma will do it.
ALESHIN UNDER THE INFLUENCE OF A COACH
The head of Rosalkogolregulirovanie, Igor Alyoshin, was very worried about whether he would retain his post after the change of government. It took him more than 12 years to get to the position, but he never learned how to build relations with higher officials. Two years ago, it turned out that Aleshin regularly works with a personal coach. It was Stanislav Antonov, a professor at the University of Lesgaft, who once worked as an assistant to the Minister of Health and Social Development of the Russian Federation. And since 2006, Antonov worked as the head of the Gazprom-Media Special Projects Department. In conversations that became public, Stanislav Antonov tried to convince Igor Aleshin that he was better than most officials. He recommended that he overwhelm his opponents with authority and confidence. Judging by the position of Aleshin himself, he lacked confidence.
Stanislav Antonov called Anatoly Chubais “some kind of laboratory assistant” and noted that he was supposed to be in prison for 200 years. The coach also discussed Dmitry Medvedev, noting that he was president, but he remained with the docent mentality. And they described Aleshin’s immediate superior, Finance Minister Anton Siluanov, as a man from Tver who simply takes drifts.
But these discussions were not enough to help Igor Aleshin with his problem. Therefore, Stanislav Antonov offered him a more effective method – 50 grams of cognac, which relaxes and gives confidence. However, Alyoshin experiences shyness only in front of higher officials. With subordinates, he does not stand on ceremony. Even with the Deputy Minister of Finance Ilya Trunin, the head of Rosalkogolregulirovanie could not find a common language. Aleshin complained that Trunin was constantly setting him up, because in the ministry he was responsible for tax policy, customs affairs and the alcohol market. Aleshin resolved this conflict with the help of his connections at the Center for Electronic Intelligence on the Communications of the FSB of Russia. Apparently, Igor Aleshin has his own list, which his subordinates should not get on, otherwise they will have serious problems. And whether Aleshin himself will have problems, time will tell.
