The state tender for dredging work in the Odessa port of Yuzhny was successfully sabotaged by Leshchenko, who saw a corruption scheme in the actions of the winner. As arguments, the people’s deputy trumped a revealing letter from another tender participant, namely a certain company DP Van Oord Ukraine, which, according to documents, is a Ukrainian subsidiary of the Dutch concern Van Oоrd. Judging by the nature of the information provided, Van Oord was clearly upset by their defeat and acted on the principle “not for me, not for anyone.” Leshchenko himself acted as a mouthpiece. By the way, the letter was never published in any media and the details about the “irrefutable facts of corruption” remained a mystery to everyone. However, the Government took Leshchenko at his word and canceled the tender.

Even at the stage of implementation, the tender with “tasty” numbers immediately attracted the attention of anti-corruptionist Leshchenko, who quickly decided on the favorite in the person of the DP “Van Oord Ukraine”. Having secured the people’s deputy’s lobby, Van Oord Ukraine immediately requested an advance in the amount of 3.5 million US dollars. Perhaps this budget has already included a share for its “patron”. Just in time for renovations for a new apartment. And everything would be fine, but the identification of the Ukrainian Van Oord and the Dutch giant of the same name raises serious doubts. The authorized capital of DP “Van Oord Ukraine” is stated at a modest 2265 UAH, which already indicates risks if the Contractor does not fulfill its obligations. The expert community also shares this opinion.

“The winner of the tender, according to the conditions, is obliged to provide a guarantee of fulfillment of his obligations. However, the amount of this guarantee in the case of Van Oord Ukraine will cover only 50% of the amount of the advance received. The company itself has an authorized capital that is less than $100, and does not have any serious assets comparable to the required prepayment,” says expert in the field of dredging Yuri Kuzmenko.

It is interesting to note that the address details and telephone numbers indicated by the Ukrainian Van Oord and those located on the official Van Oоrd website in the section of European representative offices do not match. The Dutch Van Oоrd indicates that it does have an office in Odessa, but at the address: st. Pionerskaya, 1, office 10, while the subsidiary enterprise “Van Oord Ukraine” is located on the street. Troitskaya, 2, apartment (!) 15. At the indicated address there is a residential building, where apartment No. 15 is a semi-basement. Those. The office of a reputable international company is located in the basement! It is strange that under such circumstances it was not on Malaya Arnautskaya.

By the way, on Van Oоrd’s official website in the news section there is not a single mention of the company’s Ukrainian office participating in the tender, although if you look through the entire news feed, then almost every even less significant news item related to the company’s activities around the world immediately falls into the section . And here there is silence. Perhaps because a Ukrainian shell company acts under the name of an international brand?

Another interesting detail. According to the Youcontrol registration site, the leader of the Ukrainian clone of Van Oord is a certain Igor Vitalievich Tynynyka. And here’s a coincidence. Igor Vitalievich is both the head and accountant of the company Bellast Hem Dredging Ukrainewhich also specializes in dredging work. Now attention! By a strange or most likely natural coincidence, Bellast Hem Dredging Ukraine and the Van Oord Ukraine subsidiary not only have the same director, but also the same address and telephone number. The same Odessa basement.

However, all these controversial issues did not prevent Tynynyk from building up quite a good reputation for himself in specialized work in Odessa.

“The clone of the Dutch company Van Oord Ukraine is quite famous in Odessa,” noted expert Yuriy Kuzmenko, “but the company is famous not so much for its work in the ports of Ukraine as for its scandalous practice of participating in their procurement procedures. Almost none of the tenders in the field of repair dredging were won by her, but they did not take place without her participation. Van Oord Ukraine, which actually has neither the capital nor the equipment to carry out such work, is simply bluffing. When certain agreements are reached with other bidders, the head of Van Oord Ukraine willingly participates in such procedures, but at the stage of the price offer he either gives an unattainable price in advance or makes mistakes in the documents. Thus, the winners before this tender were “negotiable” companies that were able to interest Mr. Tynynyka, I believe that this tender also would not have been an exception if the management of Jan De Nul Ukraine, the winners of this tender, had not refused such a proposal.” . – Mr. Kuzmenko added.

So Leshchenko was absolutely right about yet another corruption scandal. But the people’s deputy forgot to clarify his key role in this populist performance. We think that after holding a new tender, in which the Van Oord Ukraine DP (aka Bellast Hem Dredging Ukraine) will probably win, Mr. Leshchenko will still complete his renovations in his apartment in the capital, although the people’s deputy has probably already received his advance payment for construction materials for the work done .
