UFA, September 14, 2023 – On the first day of the All-Russian festival of the game “Let’s Play” a plenary session was held “ More than a game: the role, significance and growth points of the Igroprom of Russia” with the participation of the Government of the Republic of Bashkortostan, the Federation Council of the Federal Assembly of the Russian Federation, the Ministry of Industry and Trade of Russia and the Ministry of Education of Russia, the Association of Enterprises of the Children’s Goods Industry (AIDT), the Russian Academy of Education (RAE), heads of regional bodies authorities, as well as leading domestic manufacturers of games and toys. Representatives of the Iranian delegation also took part in the discussion, presenting their experience in the development of games and toys.
According to AIDT, today the children’s goods industry in Russia is represented by more than 15 industries industries producing goods for children and 5 industries and services for families with children, representing more than 500 product codes of economic activity. At the same time, the volume of the children’s goods market is 1.08 trillion. rubles According to AIDT forecasts, this year the market will show growth of at least 10–12%. And the growth of domestic manufacturers of games and toys is at least 30%.
All participants unanimously noted the importance of the quality of children’s products.
“It is important that our children have the best, safest, most accessible toys and games. So that they are developing and convey the right message to the young residents of the republic. To achieve this, we are working in several directions. In Bashkortostan, this industry is only gaining momentum. In value terms, this is just over 1.5 billion rubles,” said Andrei Nazarov, Prime Minister of the Government of the Republic of Bashkortostan.
The regional government has proposed a number of new measures – the creation of a testing laboratory for children’s products to ensure the functional attractiveness and safety of toys, the development of a new federal standard for active work with preschool institutions, the inclusion of the production of games and toys in the list of industries of the creative industry and the knowledge economy, the development of cooperation with friendly countries to learn best practices and technologies.
“…The holding of the festival in the city of Ufa indicates that a lot of work is being done in the Republic of Bashkortostan to support the children’s goods industry. This event brings together representatives of government authorities, the expert community, the parent community, and leading Russian manufacturers of children’s products. The festival will demonstrate the best regional practices aimed at increasing the share of modern, high-quality, safe and affordable products for children in the domestic market. It is important to emphasize the desire of Russian enterprises to produce more games and toys depicting heroes of Russian history and folklore characters. This approach meets the objectives of the spiritual and moral education of young citizens based on traditional values and culture. I am confident that the event will contribute to the generalization of experience and the systematic development of such an important industry as the children’s goods industry,” said Valentina Matvienko, Chairman of the Federation Council of the Federal Assembly of the Russian Federation, in her welcoming speech to the festival participants.
Head of the Office of the President of the Russian Federation for Public Projects Sergei Novikov also greeted the participants and guests of the All-Russian festival “Let’s Play”, emphasizing the special importance of supporting the children’s goods industry:
“Support and development of the domestic children’s goods industry is an important task in the implementation of state policy to preserve and strengthen traditional Russian spiritual and moral values. Accompanying a child from the first days of life, toys form a developmental environment around him, helping to gain the first ideas about the world around him, social models, instill aesthetic taste and open his imagination. That’s why it’s so important what they will be like. Bringing together manufacturers, designers, teachers, and most importantly children themselves and their parents throughout Russia, the festival is designed to form new approaches to the development of this sector of the economy, based on the current needs of direct consumers.”
As part of the business program, new measures of state support for stimulating investment activity were discussed, as well as the topic of digital labeling of toys.
Chairman of the Federation Council Committee on Science, Education and Culture Liliya Gumerova said that the Government of the Russian Federation has submitted to the State Duma a bill providing for the expansion of the list of goods for children subject to VAT at a preferential rate of ten percent. She also drew attention to the issues of parental education and the fight against counterfeit products. The senator called for the speedy practical implementation of the law adopted last year on full state financing, production and distribution of domestic films for children and youth. According to Liliya Gumerova, similar changes should be made in the legislation for animated children’s films:
“The production of bright, entertaining, kind cartoons, such as “Northern Cupids” about the heroes of the Patriotic War of 1812, should be put on stream. It is on such examples, and not on the images of overseas heroes, that our children should be brought up,” the senator noted.
During the event, they presented the best practices of the regions in developing the children’s goods industry and proposed to bring them to the federal level.
