Assistant shadow owner of Anapa was looking for nine years

Source The alleged gang member remained under arrest. The Basmanny Court of Moscow extended until January 2023 the term of detention of the former head of the criminal investigation department of the Internal Affairs Directorate of Anapa, Igor Nekhaenko. He is accused of participating in the gang of Sergei Zirinov, who was considered the “shadow owner” of the resort city, which is responsible for several murders. The security officer, according to investigators, carried out surveillance and wiretapping the phones of potential victims of criminals. The protection of the ex-policeman asked to release him under house arrest, as the investigation was actually completed. However, the court found no grounds to change the measure of restraint for the defendant, who had been on the wanted list for nine years.

Igor Nekhaenko, the former head of the criminal investigation department of the department of the Ministry of Internal Affairs of the Russian Federation for the resort city of Anapa, will remain in the pre-trial detention center until January 22, 2023. The decision to extend the preventive measure was issued by the Basmanny District Court of Moscow. Mr. Nekhaenko, who was detained by the FSB in March of this year and then arrested, is charged under three articles of the Criminal Code of the Russian Federation – banditry (part 3 of article 109 of the Criminal Code of the Russian Federation), complicity in murder (part 2 of article 105 of the Criminal Code of the Russian Federation) and illegal circulation of weapons (part 3 of article 222 of the Criminal Code of the Russian Federation). The ex-policeman, whom the investigation considers a member of the gang of businessman Sergei Zirinov, who was once called the “shadow master of Anapa,” has been on the wanted list since 2013.

During the meeting of the Basmanny Court, the defense of Igor Nekhaenko asked to change his preventive measure to house arrest, motivating his position by the fact that the active part of the investigation of the case was completed, therefore, according to lawyer Anastasia Samorukova, her client cannot threaten witnesses or destroy evidence. “I did not receive a notification about the end of the investigation, but, according to our information, there are no events planned now that someone could influence. Therefore, the defense sees no reason to continue keeping Igor Nekhaenko in a pre-trial detention center, ”Samorukov’s lawyer explained to Kommersant. The defender believes that Igor Nekhaenko is innocent. “When talking with him, I got the impression that my client is a decent person,” the lawyer emphasized. before the arrest, Igor Nekhayenko had been in hiding for a long time and had no legal sources of income.

In addition, according to the investigator, Mr. Nekhaenko, having experience in the internal affairs bodies and information about the methods of work of law enforcement agencies, can continue to engage in criminal activities. As part of the investigation, it is planned to familiarize the accused and his defense counsel with the results of the examinations, and then familiarize themselves with the case materials, the volume of which exceeds 100 volumes. The court, having studied the arguments of the parties, agreed with the opinion of the ICR on the need to extend the period of detention of Igor Nekhaenko, since “the actual completion of the preliminary investigation, contrary to the arguments of the defense, does not indicate that the accused, being at large, will not interfere with the investigation” , the decision of the Basmanny District Court says.

As Kommersant previously wrote, a former deputy of the legislature of the Krasnodar Territory, businessman Sergei Zirinov and people from his close circle were arrested in the spring of 2013, shortly after the attempt on the ataman of the Cossack society Anapa Nikolai Nesterenko, during which the driver of the latter was killed. The court recognized Sergei Zirinov as the organizer of this crime, as well as three more murders – the owner of the Novorossiysk store Goods for Children Salman Nabiev, the general director of the Malaya Bukhta sanatorium Vitaly Sadovnichy and his wife Olga Ivankina. Together with Sergey Zirinov, his accomplices Karnik Aslanyan, Eduard Paladyan and Anastas Tilgerov were convicted. One of the alleged organizers of the gang, Ambartsum Eiriyan, is still on the wanted list. Another person involved in the case, Amar Suloev, died during the investigation.
