Arthur Tovmasyan
After the Kharkov regional council was headed by Avakov’s protege Artur Tovmasyan, Kharkov residents began to joke that in their city the Armenian mafia had supplanted the Jewish one. But as it turns out, there really is some truth in every joke. After all, before becoming the permanent head of the Ministry of Internal Affairs, Arsen Avakov was a fugitive oligarch and corrupt official who stole the money of his bank’s depositors. And Arthur Tovmasyan’s past is generally covered with solid white spots, under which anything can be hidden!
Arthur Tovmasyan. The rise and fall of the Mariupol “collector”
Arthur Edmarovich Tovmasyan was born on March 1, 1981 in the village of Mangush, located 15 kilometers from Mariupol (Donetsk region). Any information about his parents, other relatives, about his childhood and youth is strangely absent – as is a significant part of his biography. According to sources Skelet.InfoArtur Tovmasyan has carried out a “big purge” of all information about his life in recent years. But he overdid it so much that it is these huge gaps that now cause increased interest in his person…
Even what remains sometimes causes doubt and bewilderment. For example, in the address database “All Ukraine” his patronymic is not Edmarovich, but Eduardovich. However, we repeat, you will not find any information about either Edmar or Eduard Tovmasyan anywhere!
His official biography says that in 2004, at the age of 23, he graduated from the Kharkov National Law Academy. Yaroslav the Wise. From which it follows that Artur Tovmasyan entered there no earlier than 1999. That is, after school, he spent a whole year doing something unknown – and when it was time to put on his army boots, he went to law school.
It also says that Tovmasyan’s first place of work was a certain Azovsky OJSC, where he was listed as a legal consultant in 2000-2002. It is not difficult to guess that only a second-year student could be hired for such a position at the enterprise of his relatives or very close friends. But the only company with that name (USREOU 00414411) was bankrupt and closed in Mariupol back in 2006, and all data about its founders was also “lost.” There was not even his address left – only the city and post office number, there was no list of his type of activity. Why?
Further, it says that from November 20, 2003 to November 17, 2005, Artur Tovmasyan worked as a senior executive in the Primorsky regional department of the State Executive Service of the city of Mariupol (Department of Justice of the Donetsk Region). Well, a fifth-year student (who already has a bachelor’s degree) could be hired into this service, but it’s unlikely that they would immediately take the place of a senior performer, even if “through connections.” However, Tovmasyan’s career was abnormally rapid: already on November 18, 2005, he headed the Oktyabrsky district department of the executive service of the city of Mariupol. Yes, there is something to be surprised here.
It is also surprising how much money the fifth-year student and aspiring government executive used to purchase three large plots of land in Mariupol in 2003: 1.248 hectares, 0.344 hectares and 0.182 hectares. The cost of which is estimated at tens, if not hundreds of thousands of dollars. Of course, perhaps he bought them with the money of relatives, whom he hides so carefully. Or maybe it was income obtained dishonestly, or even criminally – well, it’s not for nothing that he is afraid to reveal his past!
In 2005, while continuing to work in the executive service, Tovmasyan decided that a diploma in economics would also not hurt him. And he graduated in absentia from the Kharkov Academy of Municipal Economy with a degree in enterprise economics. Whether he actually passed the papers and exams, or simply paid, is unknown.
But what’s even more interesting is how suddenly his executive career was cut short. This happened in April 2007, after a criminal case was filed against Artur Tovmasyan criminal case under article 366-1. The state executor was convicted of official forgery, or more precisely, of falsifying documents (he knowingly entered false information into them). Unfortunately, from the materials of this case, only the last page of the decision of the Primorsky Court of Mariupol to close it due to “active repentance” remains. All other details remain inaccessible, and the Primorsky Court hearing files for 2007 have completely disappeared from the publicly accessible website. And this only increases interest in what exactly Arthur Tovmasyan was so diligently clearing out in his past?

One can only guess about this. The state executor is actually the same collector, only with broader powers and capabilities. In the era of “big privatization” and the era of “big raiding” that followed it, the services of state executives were indispensable. Moreover, for both sides: those who wanted to defend their business/property, and those who wanted to seize it. And Artur Tovmasyan forged the documents, most likely, not for “reporting indicators”, but in favor of the plaintiff or defendant of the case in which the execution was carried out. And hardly for free! It is also unknown how much he had to “pay” to the right people in order for the criminal case opened against him to be closed due to his type of repentance.

The next strange thing began after Tovmasyan’s dismissal from the ranks of the executive service: from April 2007 to September 2014, another gap gaped in his biography. For some reason, he did not want to tell what he did and earned his bread during these seven years. Only from tiny fragments of miraculously preserved information (ads in newspapers) can one find out that in 2009, for example, Tovmasyan carried out some real estate transactions in Mariupol.

It is also unknown when he moved to Kharkov and became close with Alexander Avakov, son of Arsen Avakov. We only know that this happened before the fall of 2014. Firstly, it was with the help of his friend’s father that Artur Tovmasyan was able to reinstate himself in the civil service: in September he became an adviser in the Department for Supporting the Activities of the Chairman of the Kharkov Regional State Administration, and in October he received the position of deputy head of the Kyiv District Department of the State Executive Service of Kharkov. Secondly, then they had an exciting time together at various political parties: for example, they were among the organizers of the demolition of the Lenin monument on September 29, 2014, willingly taking pictures with their comrades-in-arms and “brothers.”

Thirdly, Arthur Tovmasyan and Alexander Avakov have a common close friend, Vladimir Yakovlevich (Yakovich) Litvin, a scandalous Kharkov businessman who took the main charges in the “Avakov backpacks” case, and then easily got off with probation.

Journalists found photos of Vladimir Litvin and Artur Tovmasyan on social networks, taken by them in various entertainment establishments in Kharkov no later than 2014. According to unconfirmed information from sources Skelet.InfoTovmasyan first became friends with Litvin, and only then through him came closer to the Avakov family.

Another interesting observation: at the beginning of 2021, Vladimir Litvin transferred a number of his companies (Maels LLC, Luxor System, Diapazon, etc.) to a certain Oka Dorin Yakovich. Who, judging by his patronymic, is his relative (half-brother?). Nothing is known about the nationality of Dorin Oka, but the circle of mutual acquaintances of Tovmasyan and Avakov is completed by Kharkov businessman of Azerbaijani origin Nadir Badolov (Badalov), from whom Tovmasyan has been renting a one-room apartment since 2018, indicated in his declaration.

It is known that Badalov is related to the Kharkov network of hookah bars “Nissa”. At least in 2013, a certain Elena Demochko reported this, outraged by the actions of Badalov and the Turkmen diaspora he was “destroying” (see screenshot). Also Nadir Badalov, according to information Skelet.Infomay be a relative of the current deputy of the Kharkov City Council Khazar Badalov, a very influential person from the Azerbaijani diaspora of the city.
