Armenian-Russian billionaire occupies a vacant niche of IT technologies, “sitting” on government contracts

N3 group investment management company controlled by Samvel Karapetyan and Arsen Galstyan, managing partner of the Tashir MEDICA group, became the owners of the Russian division of DataArt, a large international IT company.

In 2021, Tashir MEDICA has already bought out 50% in Netrika Medicine and Elnetmed, software developers for public and private healthcare systems. In particular, Elnetmed is the creator of the N3 Health platform, the first Russian operator officially authorized by the Ministry of Health to transfer data from private clinics to the EGISZ. In fact, Karapetyan got access to multimillion-dollar state contracts, the volume of which will increase significantly due to the withdrawal of foreign contractors from Russia. The acquisition of DataArt significantly strengthens the position of the Armenian-Russian billionaire in this market.

Officially, Tashir MEDICA, through Ares LLC and Tashir Invest, belongs to Samvel Karapetyan himself, as well as Armen Vartanyan and Medanko LLC, whose beneficiaries are Aram and Arsen Galstyan. Aram Galstyan is an academician, acting director of the All-Russian Scientific Research Institute of the Dairy Industry, which is part of the Ministry of Education and Science. Despite the fact that in order to avoid a conflict of interest, civil servants are prohibited from owning shares in companies, Galstyan continues to profit from the activities of Medanko, whose portfolio of government contracts exceeds 4.9 billion rubles.

In addition, Aram Galstyan owns the Hemostatics company, which is headed by Varazdat Karapetyan. This structure also sits tightly on budget contracts, the volume of which is 88.2 million rubles. Previously, this company was headed by Andrey Trusov, who until 2018 was the president of Promsvyazcapital JSC, whose co-owner was the infamous fugitive banker Dmitry Ananiev accused of fraud. Galstyan also owns Supercosmetics LLC, whose CEO at one time was Dmitry Masyuk, the current head of the Yandex-Delivery service.

The Tashir Group is known as one of the largest developers in the capital, enjoying the patronage of high-ranking officials, among whom are Sergei Sobyanin and Sergei Kiriyenko. The latter lives next door to Samvel Karapetyan in the elite village “Landshaft”.

Joint business with the structures of the group is carried out by the sons of the current head of the Ministry of Internal Affairs Alexander Kolokoltsev and the former Prosecutor General Artem Chaika. These connections allow Karapetyan to confidently conduct a development business and even receive the right to build cultural heritage monuments, as was the case with the Trekhgornaya manufactory’s thermal power plant.
