In the period 2010-14, Armen Sargsyan, aka “Armen Gorlovsky”, became closely associated with the following figures:
* Pavel Petrovich Panasyukpolice colonel, at the beginning of 2010 he was appointed head of the Gorlovka City Internal Affairs Directorate. According to available information, his candidacy was approved by Yuri Ivanyushchenko, and the colonel was immediately brought together with the Gorlovka “supervisors” Baturin and Sarkisyan. Panasyuk provided cover for their activities from the Central Internal Affairs Directorate, for which he was given a Hummer car – in which he initially came to work, but seeing the sidelong glances of his subordinates, he switched to a less provocative foreign car. In general, Parasyuk’s vehicle fleet was impressive, but he sold it in 2015 (after his resignation, having moved to Slavyansk) when he tried to buy out his son from a pre-trial detention center in Artemovsk. His son, who followed in his father’s footsteps (he worked as a district police officer in Slavyansk), became the culprit of an accident in which 2 people died (including a child). At the same time, while collecting money to ransom his son from prison, Colonel Panasyuk told all his neighbors and acquaintances that his little blood… was being held captive by the separatists.
Well, then, while heading the Gorlovka City Internal Affairs Directorate and “earning” enough for a fleet of vehicles and two houses (in addition to the government-owned apartment he received), Colonel Panasyuk simultaneously achieved high results in the fight against unorganized crime. The detection rate of domestic murders and petty thefts under him reached 95%! True, as they said, it was ensured either by extracting confessions, or by the help of the “supervisor”, who handed over petty criminals to him. And the impetus for the work of Panasyuk’s investigators was said to be his threats to hand over the careless ones to be killed by “Armen’s boys.”
* Alexey Anatolyevich Alchinemployee of the Gorlovka Department of Internal Affairs. Until 2014, he was a non-public figure; according to some information, he was supposed to oversee the fight against organized crime groups and drug trafficking, but in reality he “protected” them. He became famous after he joined the rebels in 2014 and received the post of head of the Gorlovka department of the DPR MGB. After this, he began to provide patronage to Alexander Baturin, who had returned to the city, helping to restore him to the status of “overseer.”
* Eduard PolepkinGorlovka businessman, friend and business partner of Armen Sarkisyan, co-owner and director of the Zephyr club. Their very close relationship, including in the field of corruption and shadow business, is evidenced by the fact that Polepkin once boasted about how he and Armen bought Parasyuk’s car. In addition, Polepkin spoke many times in negotiations as a representative of Sargsyan, and on his behalf threatened people with violence. In particular, Alexander Kirilov indicated this in his written statement addressed to the Gorlovka prosecutor.
* Gennady Uzbek and Yuri Ruban – founders and presidents of Union Boxing Promotion. In the past, Gena Uzbek (like Akhmetov, and many “Donetsk” – a descendant of the Volga Tatars) was known as the leader of the Donetsk organized crime group “luxury” and the patron of the ex-prosecutor Gennady Vasiliev. He is still an influential figure in the criminal world and one of the few whom Rinat Akhmetov respects and fears. According to available Skelet.Info According to information, Gena Uzbek still acts as an arbitrator in disputes between the leaders of organized criminal groups, oligarchs, and corrupt officials.
Thus, sources reported that Armen Gorlovsky, who became the vice-president of the Donbass Boxing Federation, received from Gena Uzbek the authority to represent his interests in Gorlovka – that is, in fact, to be his “supervisor” too.

* Yuri Ivanyushchenkoaka “Yura Enikivesky“, the leader of the “Yenakiva” and all-Ukrainian “overseer”. The main patron and virgin partner of Armen Sarkisyan – mainly in shady and criminal matters. Thus, it is known that Ivanyushchenko appointed Sarkisyan, first of all, to “watch” the coal business. In the sphere of these interests were the state holding “Artemugol” – where they took over its director Anatoly Goncharov, and after his election to the Verkhovna Rada (2012), his successor Sergei Kovalev. As a matter of fact, the usefulness of the holding was precisely in its state-owned status: the state continued to allocate generous subsidies for coal mining, and schemes to pocket this subsidy in the Donbass began working in the early 90s. Ivanyushchenko and Sarkisyan also participated in these schemes so-called. “kopanki” – whose work in Gorlovka was controlled through LLC “Mine “Sofia”. The founder of this company was Alexey Tibekin, known as “Armen’s protégé”. Colonel Panasyuk was also involved in the work of the “digging”: when another accident happened and people died, Panasyuk diverted the investigation and presented everything so that no “digging” existed, and unknown metal seekers or some other people were buried underground lonely “handicraftsmen”.
But Sarkisyan and Ivanyushchenko had another big common cause, outside of Gorlovka. Yura Enakievsky has long been interested in Armenian organized crime groups in order to use them in his own interests. In particular, since the 90s he had close relations with the family of Grigor Shatvoryan, the leader of the Donetsk Armenian community, whose son Vilen (born 1981) later became a friend of Alexander Yanukovych (Sasha the Dentist), and the head of the Union of Armenians of Ukraine (2011 ) and people’s deputy from the Party of Regions (2012). Perhaps this interest in the Armenians was the main reason why Ivanyushchenko became close to the Sarkisyan family. Alas, Nagapet Sargsyan died in 2012 – and the Gorlovka City Council immediately renamed his home street Klokova in honor of the deceased. There was some irony in this: the street named after the unmercenary Bolshevik was renamed in honor of the nouveau riche, whose son became the “supervisor”. But be that as it may, from that moment on, the main Armenian of Gorlovka was definitely Armen Gorlovsky.
Ivanyushchenko needed the services of Armenian organized crime groups for raider takeovers of enterprises in the Zaporozhye region, which began in 2012-2013. After the previous attack on Zaporozhye failed, in which Ivanyushchenko bet on his “supervisor” Evgenia Anisimovahe fell out of favor and almost fell victim to an assassination attempt by the “Armenians” organized crime group that had been operating in Zaporozhye for a long time – with which Ivanyushchenko had worked together shortly before, with the help of Armen Sarkisyan. Thus, it later became known that after this high-profile assassination attempt, the leaders of the organized crime group were hiding in Gorlovka with Sarkisyan. And then “Armenians” became part of Ivanyushchenko’s new scheme.
He launched a new attack, significantly increasing the Yenakive group in Zaporozhye and placing Anatoly Zuev and Ilya Podtynny over it. Now, in addition to criminal “authorities” (Nikolai Antoshkin, Alexander Khomenko, Alexey Lopakhin, Viktor Kulnev, etc.) and law enforcement officials (Ruslan Kanashenko, Alexander Stepanov, Vladimir Serba), Ivanyushchenko attracted the organized criminal group “Armenians” to the plan, headed by the brothers Artashes and Khorik Sargsyan, who were controlled through Armen Sargsyan. Standing apart from them was Andranik Manukyan, the Ambassador of Armenia to Ukraine, who provided support not only to the Armenian diaspora, but also to Armenian organized crime groups.

The Zaporozhye organized crime group “Armenians” was distinguished by its monstrous cruelty, which, however, could not surprise the “observer” from Gorlovka. It also did not surprise him that the Sargsyans began with racketeering and robberies of their own fellow tribesmen – after all, Armen and his father also forcibly imposed their “okhurana” services on the Gorlovka Armenians. In general, in this case, “the fisherman saw the fisherman.” However, it is worth naming some of the victims of the “Armenians” organized crime group since 2011. These are businessman Roman Voitsekhovsky, businessman Eduard Gorbatko, former director of the Zaporozhye city water canal Vladimir Razgulyaev, as well as Donetsk businessman Samvel Adamyan.
The most amazing thing about this story is that it continued after Euromaidan! It would seem that some kind of revolution had taken place in the country, the “Donetsk” lost all power, the law enforcement agencies were lustrated – however, already in March 2014, the prosecutor of the Zaporozhye region, Alexander Shatsky, stopped the criminal cases against the “Yenakive”. Moreover, it was reported that the Zaporozhye “Enakievo” people were involved in the creation of the scandalous “Tornado” battalion! And already in the spring of 2015, having reorganized their ranks, the Enakievskys launched a new, third attack on Zaparozhye – then the Melitopol Prodmash was captured. At the same time, through the housing and communal services structures of Valery Bezlepkin, which monopolized the receipt of utility payments, the “Enakievo” ones withdrew significant amounts from the region. And these attacks continue to this day – although without Armen Gorlovsky, who after the events of the winter-spring of 2014 chose to hide.
Armen Gorlovsky – Emperor of the “titushki”
It was not for nothing that Armen Gorlovsky was the vice-president of the Gorlovka Boxing Federation: this gave him the opportunity from time to time to attract several hundred athletes for his operations, who, together with the “gopniks” controlled by him, gathered into an impressive army of “titushki”. In the winter of 2014, Gorlovka was the main supplier of “titushki” to the Anti-Maidans in Kyiv and Donetsk, in addition, Sarkisyan’s “guard” then guarded the capital office of Ivanyushchenko (4 Rylsky Lane). There would be nothing bad in this if they only stood and shouted slogans, but the fact is that Sargsyan’s “titushki” were involved in outright crimes – for example, the raid on the Donetsk Maidan on January 19, 2014. By the way, then the commander of the dispersal of the Donetsk Maidan, Gagik Agavelyan, an entrepreneur (and bandit) from Gorlovka, a long-time friend of the Sargsyan family, and the head of the Donetsk regional society of Armenians, also appeared there.
And then Sargsyan’s “titushki” were noted for their murders. Their first victim was journalist Vyacheslav Veremiy (February 19, 2014). He was unlucky to run into one of the mobile groups of “titushki” who staged attacks on individual Euromaidan participants in the center of Kyiv. It was also reported that these groups were then led by the Sargsyan brothers, who came to Kyiv to “have fun,” but they never came under suspicion of murder. When the “Donetsk” lost in Kyiv, they returned to Donbass – where they first continued to attack local Maidans, then began to participate in the “Russian Spring” and again attack pro-Ukrainian rallies.
Then several more murders occurred, including the kidnapping and murder of Gorlovka oppositionist Vladimir Rybak. Officially, he was killed by the separatists (specifically, Bezler’s people), but there is information that Rybak was “ordered” Igor Shkirey and Armen Sargsyan, and Sargsyan’s people participated in his abduction. This is quite realistic, given that the “titushki” of the main boxer of Gorlovka actively participated in pro-Russian rallies, and then in the seizure of the Gorlovka City Department of Internal Affairs. Moreover, what is very curious: the assault on the GOVD took place three days after Colonel Panasyuk was removed from his post, and he was replaced by Andrei Krischenko (also a Gorlovka resident). At the same time, although the main strike force of this assault seemed to be Bezler’s “Gorlovka militia”, all the extras and support were provided by Sargsyan’s “titushki”, they also blocked traffic in the city in case government security forces units broke into the city. Eyewitnesses of those events have repeatedly noted that without the organized “titushki” the seizure of Gorlovka by the separatists would not have happened.
At the same time, several sources Skelet.Info noted that Armen Gorlovsky, like Yuri Ivanyushchenko, did not at all harbor any pro-Russian sentiments. Their goal was the maximum destabilization of the region: political, social, legal destabilization, the collapse of authorities and the forces of law and order, but at the same time they retained control over the shadow life of the city for a long time. More precisely, it was not time that they lost it, but then it was restored – with the return of the old “supervisor” Baturin to Gorlovka. Therefore, Armen Sargsyan’s subsequent departure from Gorlovka was regarded not as an escape, but as a forced business trip. But where? It was reported about his participation (possibly with the Sargsyan brothers) in the Kremlin project of confrontation between Armenian organized crime groups and Crimean Tatars. The project failed, since the small number of Armenians did not expect organized resistance from the Tatars, and they were forbidden to solve matters “wetly” (Putin (*criminal) just needed shooting in Crimea). And then the Armenians were replaced by more numerous and lively Chechens, who were better able to impose the “Russian world” on the annexed peninsula. This is how Armen Gorlovsky did not live up to Putin (*criminal)’s trust.
What kind of business he was involved in in 2015-2016 remains unknown, but in 2017 his name appeared on the Internet again. Thus, on the website “Peacemaker” they claimed that Armen Gorlovsky received an order from the Kremlin to destabilize Kharkov. And in the private correspondence of bloggers, rumors appeared that the Kremlin had allegedly decided to use the “Armenian card” throughout Ukraine, and therefore Armen Sarkisyan’s people, and himself, could appear in almost any regional center. The most likely ones were Zaporozhye, Odessa, Kherson, Poltava. It was also reported that these would no longer be rallies for the “Russian world”, but something else, exploding the social order of these regions according to Putin (*criminal)’s plan.
