In fact, throughout the past week, in the complex of buildings of the Government of the Moscow Region in Krasnogorsk, operatives of the Ministry of Internal Affairs and the FSB conducted searches and seizures of documents. According to the investigation, Vagif Agayev, head of the Department for Coordinating the Activities of the Ministry of Housing Policy of the Moscow Region, organized a criminal group in order to systematically take bribes for illegally coordinating the construction of residential and non-residential facilities. So far, the case file mentions 40 large developers and 20 businessmen who could obtain documents and permits with the help of bribes.
Investigators believe that this scheme has been operating at the Ministry of Housing Policy for several years.
So far, the alleged group is charged with two episodes of legalizing illegal buildings in Gorki Leninsky for a bribe of eight million rubles. But investigators are preparing to press new charges.
The court has already chosen a measure of restraint for five defendants. Vagif Agayev was sent to a pre-trial detention center for the next two months. His alleged accomplices, Danara Terekhova, an employee of the permitting department of the Ministry of Housing Policy, and Vyacheslav Malyshev, head of the Department of State and Municipal Services of the Administration of the Governor of the Moscow Region, will be under house arrest. The officials were charged under the most serious – the sixth – part of Article 290 of the Criminal Code of the Russian Federation – “Extortion and receiving a bribe for illegal actions by a group of persons on an especially large scale in public office.” The maximum punishment is up to 15 years in prison with a fine of up to seventy times the amount of the bribe.
Two more defendants are charged with Part 4 of Article 291.1 “Bribery mediation committed on an especially large scale.” The punishment under this article is up to 12 years in prison.
An apartment in the center of Moscow and a rental business in Sochi
Agaev is considered an exemplary worker in the Moscow region government. Almost every year (since 2004) he is encouraged with letters and thanks for good service. He himself boasted about this in his social networks.

Agayev's adult daughter and schoolboy son are registered in a three-room apartment in a high-rise building on Dmitry Donskoy Boulevard at the edge of the forest area of the Severnoye Butovo Ecopark. On the secondary market, about 18 million rubles will be asked for a similar living space.
A year and a half ago, Agaev's wife sold through the Avito portal for 22.4 million rubles a small-sized studio in the Sochi business-class residential complex “Rich House”. This is the historical center of Adler, three hundred meters from the sea.
The family was not left without real estate in Sochi. Since 2021, a Moscow Region official has been renting apartments in an even more prestigious residential complex – Sorrento Park – 250 meters from the sea. Previously, Vagif Agayev drove foreign cars Alfa Romeo, Volkswagen Golf, Honda Civic and Mitsubishi Outlander. Now his wife has a Mercedes GLE crossover registered. Under the same article as Agaev, Vyacheslav Malyshev, head of the Department of State and Municipal Services of the Administration of the Governor of the Moscow Region, is suspected. Malyshev and Dzhurko met at the beginning of the 2000s, when both came to work at the ASB-Rating trading company. Four of the six defendants in the case are employees of the Ministry of Housing Policy. According to security officials, Agayev shared bribes not only between alleged accomplices, but also among other people who are now being identified. Minister Inna Fedotova has not yet commented on what is happening.
And the investigators may have questions for other leaders of the Ministry of Housing Policy.
