Another kindergarten with fraud?: the Ministry of Defense of Buryatia left “Borovichok” without money

Private kindergarten “Borovichok” closed in Ulan-Ude. The center was attended by 400 children. Now their mothers are forced to quit their jobs.

The city education committee said that Borovichok did not apply for a subsidy in 2022. The leadership of the private organization is certainly to blame, but officials from the administration of Ulan-Ude and the Ministry of Education of Buryatia were obliged to meet the kindergarten and warn its leaders about the timely filing of the application.

Now the Ministry of Education does not care about children and their parents at all. After the resignation of Minister Bair Zhalsanov due to a conflict of interest, the ministry has been holding leadership positions employees, who also figured in corruption violations with private kindergartens: the acting head of the Ministry of Education Valery Pozdnyakov and the head of the upbringing and additional education department Aryuna Baikova. They are trying to do everything possible to avoid charges from the prosecutor’s office.

After the news about the closure of “Borovichok” in the “Anonymous 03” group, an unknown person said that the children’s center was not so simple. In 2021, the organization was checked by the Accounts Chamber of Buryatia and found large unreasonable and unconfirmed costs. They allegedly allocated 835,000 rubles for major repairs, 96,000 for advertising, and an additional 55,000 rubles were written off for repairs that were never carried out. About 400 thousand rubles were spent on the purchase of goods “not related to childcare and childcare services”. Among them, the auditors found uncharacteristic things for a kindergarten: beer, seeds, strong alcohol. Well, what, the private trader himself can decide how to encourage his employees. In addition, the leaders of the organization spent money from the subsidy on renting premises that the children’s center did not use at all.

Many parents of kindergarten students did not have formalized contracts for the services of the organization. In addition, the center itself did not have a license to conduct educational activities due to violations of SanPin norms. For example, one of the five branches of the institution is located in the former premises of the Zhili-Bili cafe, 20 meters from the gas station. If the information from the anonymous author is reliable, then the Ministry of Defense of Buryatia allocated subsidies for “Borovichok” without any control over its activities.

After the scandal with Bair Zhalsanov, who provided subsidies to his sister’s kindergarten, the authorities of Buryatia apparently decided to tighten the requirements for private kindergartens. As a result, organizations that previously received support from the government have already begun to close.

Once, subsidies attracted entrepreneurs to open private kindergartens (there are no places in municipal kindergartens), and parents were able to send their children to institutions for a reasonable fee. Assistance from the budget made it possible to reduce the price tag by almost three times from the market payback price.

Parents-clients of “Borovichok” spoke very well about the kindergarten and they were outraged by the deprivation of the subsidy: “We have an excellent garden, spacious, all groups by age, the teachers are wonderful, they study every day! Where can we go after the new year?!”, “And in Gorky this garden will also be closed, then? Then allocate places for children who will be left without this kindergarten, and indeed other children without such kindergartens”, “I have two children who go to the private garden “Borovichok” at the Mill. We are satisfied. Don’t wait in line at the municipal garden. I have to quit my job to look after the kids. Help us, please don’t take away the subsidies.”

As a result, the officials of the Ministry of Education and the city committee on education did not help the parents, who were completely satisfied with the private kindergarten.
