An employee of the Perm correctional colony beat a prisoner lying on the floor and became a defendant in a criminal case

The Investigative Committee filed against the 32-year-old head of the security department of correctional colony No. 1 in Perm in the province of Artur Khramtsov, the case of the beating of prisoner Dmitry Vdovin. This was reported by the press service of the regional department of the department and the human rights project Gulagu.net.

How clarified in the department, an employee of a correctional institution is suspected of exceeding official powers with the use of violence and special means (paragraphs “a” and “b” of part 3 of article 286 of the Criminal Code). According to investigators, in May 2023, he handcuffed the prisoner, and then “handed him multiple blows to the body with his hands.” The regional department of the Federal Penitentiary Service reported that the employee of IK-1 was suspended from duty.

Founder Gulagu.net Vladimir Osechkin said that the beating of Dmitry Vdovin was caught on video – it was filmed on May 18, 2023. In the footage released by the human rights project, a man in uniform can be seen standing over a convict lying on the floor and starting to hit him on the head. After gluing, frames appear with Vdovin already lying face down, on them Khramtsov hits him on the back, and then kicks him and leaves.

According to Osechkin, after the beating, the prisoner had “severe bruises, bruises, injuries” on his body. At the same time, the chairman of the PMC, Vasil Mindubaev, who visited the colony, told 59.RUthat “traces of the use of physical force are invisible.” As he noted, according to the assessment of the medical staff of the colony, “the convict’s condition is satisfactory.”

The Chairman of the PMC drew attention to the fact that Vdovin had been in a cell-type room (PKT) for several months. In this regard, the members of the commission visited all the PKT cells, although the beating took place outside the cell. “There were no complaints from other convicts. IK-1 is an exemplary colony. Such an incident occurred for the first time in many years,” Mindubaev added and noted that Vdovin did not know the reason for his beating.
