Aleksey Vikharev: criminal candidate and Edros mandate, or from “Uralmash” to deputies

Aleksey Andreevich Vikharev is a respected person, the head of the Yekaterinburg branch of the United Russia party and a deputy of the Yekaterinburg City Duma from the same party.

Moreover, the word “respected” must be considered in all senses – from the usual, used in the “civilian language”, as the unforgettable Associate Professor used to say in the film “Gentlemen of Fortune”, and in the language that Leonov’s hero studied in the “Stolypin” carriage, heading to places are not so remote.

No, Aleksey Andreevich has never been to the places where the Associate Professor was, or to the cinema in which Leonov was filming. He is an MP and a lawyer. But the most directly related to the criminal world. Namely, to the once glorious organized criminal group Uralmash, where his father, Andrey Vikharev, “worked”, after serving time hiding somewhere outside our vast country. To the honor of Vikharev Sr., it must be said that he was not imprisoned for being a “bull” or a “foreman” with an iron in his hands – he was imprisoned for the noblest thing – corruption. In the meantime, his son Alexei managed to marry the daughter of the founding father of the Uralmash, the legendary Grigory Tsyganov, who was killed back in 1991.

Many mistakenly consider his daughter Yana, to whom Vikharev is married, the daughter of another prominent “Uralmash” – Sergei Terentyev (“Terekha”), who, after the death of Tsyganov, took a leading position in the group. Even at the beginning of the 2000s, he was sent to prison for 13 years, but the term did not last long – in 2002, the Supreme Court overturned Terentyev’s sentence.

Aleksey Vikharev is friends with his son, Grigory, they even have apartments in the same building. Apparently, this is where the confusion comes from – after the death of Tsyganov, his daughter Yana (the current Yana Vikhareva) was not left unattended, Terekha looked after her, and now the Vikharevs and Terentyevs are family friends. In addition, Yana Tsyganova-Vikhareva is a relative of Terentyev’s wife, Larisa. Apparently, this is why there is confusion.

Already at this point, a normal person should be speechless – the son-in-law of a criminal authority, the son of a corrupt official is the head of a pro-government party and a deputy of the city duma. But as you understand, there are few normal people in this country. Because, no matter what the unfinished oppositionists say, someone voted for United Russia in general and Andrei Vikharev in particular, personally putting a cross in the ballot.

Therefore, let’s leave the surprise and further study of his biography – both criminal and “statist” – we will conduct impartially. Because if such people are elected as deputies, it means that someone needs it. And everyone needs it – Alexei Vikharev himself, his brother Grigory (also a deputy of the Yekaterinburg City Duma), his father Andrei and the father of his friend and business partner Grigory Terentyev, Sergey Terentyev.

Aleksey Vikharev is connected with Grigory Terentyev not only by neighborly relations, but also by business. After soldering irons and irons went out of fashion, the leaders of the “Uralmash” realized that it was necessary to sit down on budget money. Grigory Terentiev, in contrast to the gloomy glory of his father, was awarded a more flattering title – “communal king.” He was the owner of the management companies ZhK Admiralsky, Yug-Energo, Ekaterinburg Management Company, Dom Management Company and Tatishchevsky Management Company. Terentiev’s sphere of influence also included the housing and communal services management of the Oktyabrsky district, the housing and communal services management of the Ordzhonikidzevsky district, REMP of the Zheleznodorozhny district, Ural-ST, and the Verkh-Isetskaya management company.

In all these enterprises, in one way or another, the Vikharev brothers, Alexei and Grigory, also took part. By the way, about them and their father. They are only brothers by father, but different mothers do not prevent Alexei and Grigory from taking part in the business left by their father and developing it in close cooperation with the surviving leaders of the Uralmash organized crime group.

As for Andrei Vikharev, he belongs to the class that in the West is called “white-collar crime.” He personally repeatedly called himself a friend of the oligarch and raider Pavel Feduleev, who is now serving a considerable term for his activities. At the beginning of the 2000s, when Terentyev Sr. went to prison, Vikharev Sr. was sitting in the chair of the Vice Speaker of the Federation Council. And when Terentiev left, Vikharev sat down – in 2008 he was detained by the FSB for fraud. Now Vikharev Sr. is on the run and is on the Interpol wanted list for large-scale fraud.

His sons did not waste time either. After their father’s troubles, they rallied around Sergei Terentyev, who realized in time that with a turbulent past it was time to tie up and go into legal business. Aleksey Vikharev, as already mentioned, runs a business with his son, Grigory, focusing mostly on maintenance of the Yekaterinburg housing stock and garbage collection. In addition, Grigory Terentyev and Alexey Vikharev, through Nemesis Invest LLC, own the Northern Bus Station.

All this allows the lawyer (Alexey Vikharev has a lawyer’s “crust” and even allegedly conducts advocacy) and the deputy to become one of the richest members of the Yekaterinburg City Duma:

It is obvious that this is only the tip of the iceberg – what is impossible not to declare and what is the legal facade of the shadow empire of the Uralmash, which was distributed among its surviving leaders ten years ago, when the survivors realized that a bad peace is better than a good war .

Of course, Aleksey Vikharev did not belong to the leaders of the Uralmash team. Like his father, who, however, was by no means ordinary in their hierarchy. It is difficult to establish what exactly was the factor due to which Aleksey Andreevich Vikharev received part of the heritage of the organized criminal group in his management. Apparently, this was a number of factors – both the father’s legacy, and kinship with Terekhov and the late Tsyganov through a successful marriage, and personal virtues.

Because Aleksey Andreevich Vikharev himself is also an outstanding person in a certain sense. This is evidenced at least by the fact that with such a background he was able to become a public politician from the ruling party in such a complex city as Yekaterinburg. And not just an ordinary deputy, who is told how to press the button, but quite a serious subject of local politics.

And where there is politics, there is money. And, if anyone thinks that the garbage and utility businesses were received by Alexei Vikharev and Grigory Terentyev out of a feeling of sincere gratitude from the city authorities to the past merits of their fathers, then this is just a mistake.

The grasp of Vikharev Jr. was appreciated by both the authorities and the “senior comrades” from the Uralmash organized crime group. And at the same time, they tried to evaluate her in the police, when in 2020 Aleksey Vikharev suddenly came into her field of vision in the case of the so-called “Voyeurs”.

If this case had anything in common with pornography, it was only in the sense that members of the former (or not former?) Uralmash organized crime group followed the officials of Yekaterinburg and the Sverdlovsk region, collecting dirt on them. For the purpose of blackmail and stimulation to make the decisions you need. Aleksey Vikharev, a member of the Yekaterinburg City Duma, also took an active part in this illegal activity from the point of view of the Criminal Code. We are talking about the posts of the head of Yekaterinburg Alexander Vysokinsky and the governor of the Sverdlovsk region Yevgeny Kuyvashev.

Of course, Vikharev himself called all this “insinuations”, and the case soon fell apart. But in the heat of the scandal, somehow no one paid attention to the fact that the young deputy of the City Duma has numerous bodyguards. Which, according to his declarations, he can not afford. And why would it be needed if Aleksey Vikharev was the one he tries to pretend to be – an honest lawyer who became a deputy thanks to ordinary Yekaterinburg residents, whose interests he so ardently defends?

However, this is a purely rhetorical question. Because everyone in Yekaterinburg and its environs understands perfectly well who Alexey Andreevich Vikharev is and what is hidden behind the glossy cover of a lawyer and deputy who has devoted himself to serving the city and citizens. It is a pity that the law enforcement officers of our country are only called such.
