In September 2022 Garkushenko A.A. purchased from Krasnyansky S.V.. car Lada Vesta, which was pledged in the bank. They agreed that Garkushenko would repay Krasnyansky’s debt to Soyuz Bank JSC and entered into a sale and purchase agreement.
In December 2022, Krasnyansky called Garkushenko on the phone and said that he would be with him this afternoon. When he arrived at the department, the bailiff examined him and reported that he came personally to Garkushenko, when the bailiff examined him, he found a dictaphone in his possession. He said that Krasnyansky was at a loss, and left very quickly, saying that he would come later. After that, he really came, but already together with the police officers of the MRO No. 5 of the UEB and the PC of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation for the Republic of Kurbanov E.S.. And Parkhomenko I., which showed Garkushenko A.A. order of the deputy head of the Millerovsky MCO of the SU of the IC of Russia for RO Kosareva N.V. Two completed enforcement proceedings against Krasnyansky were seized by the protocol of the inspection of the scene of the incident.
Garkushenko A.A., realizing that something was wrong, the next day borrowed money from his brother and fully repaid Krasnyansky’s debt to Soyuz Bank JSC.
On the same day, Garkushenko A.A. called his friend – wife Parkhomenko I. – she is an assistant prosecutor of the Kasharsky district, told her the situation, and she said that she would talk to her husband at home and find out what was happening.
Then Garkushenko A.A. called Romanchenko D.V., assistant prosecutor of the Millerovsky district, asked to meet and went to him, he told him the situation that had happened. Romanchenko, after talking with the head of the investigative committee Shvetsov S.I.. (since they are familiar) explained that this instruction came from acting. Prosecutor of the Kashar region Skripnik V.A..
Called later in the evening Parkhomenko E.E. and also reported that it was a “topic” V.A. Skripnik. She said that in the evening she would meet with the head of the investigative committee (since they live nearby) and talk, find out what was happening. Late in the evening, Erika called Garkushenko on WhatsApp and said that she had talked and he (the head of the Investigative Committee) told her that for a certain amount they would issue a decision to refuse to initiate a criminal case and everything would be fine. She said that I would be surprised, she also said that she herself was surprised and named the amount of 3,000,000 rubles.
Romanchenko D.V., after talking with Shvetsov S.I.., said that everything will be fine, but the amount is the same as Erica called him.
Garkushenko knew that he would not give such a sum, especially since he did not have it, and planned to take part in this event only with FSB officers.
Garkushenko A.A. appealed to the FSB in Millerovo, where they accepted a statement from him about extortion of money, photographed all the correspondence on WhatsApp with E. Parkhomenko and D. Romanchenko, provided devices for covert recording of conversations and gave appropriate instructions with whom and how to talk.
Later Romanchenko D.V. became less active in communicating with Garkushenko A.A., and later wrote that the topic was closed, they would check and make a decision. It turned out that there was a leak of information from the FSB.
On January 19, 2023, Garkushenko A.A., after consulting with an FSB officer, dialed Skrypnik V.A. personally by phone, asked him to meet, he replied that he would have a videoconferencing service, so he asked to call him closer to dinner, later he wrote SMS that is busy and cannot talk, i.e. didn’t get in touch either. As then Garkushenko A.A. it became known that a criminal case was initiated against him on that day under Art. 159 part 3 of the Criminal Code of the Russian Federation.
Immediately after the lunch break, two police officers and deputy. head of the UK Kosarev N.V.. They searched his workplace, then his house, and went to the investigative committee. Having issued the necessary documents, Garkushenko A.A. placed in the IVS. The next day, a preventive measure was chosen for him – house arrest.
The very next day, acquaintances came to his wife’s house and one of them said that his very good friend communicates well with the head of the IC Shvetsov S.I. He also said that Shvetsov now proposes that Garkushenko A.A. gave three and a half million rubles in order to be given a suspended sentence instead of a real one, said that this would be agreed with the chairman of the court. He also added that at the very beginning they did not want to excite anything, but simply wanted to earn money, but he, a fool, went to hand them over to “faces”. He said, since Garkushenko A.A. specialist. subject, then this case is now under control in the region and that they will not be allowed to stop it just like that, and if they stop, then the fact of corruption will immediately be on the face. Therefore, now the question is only this way: either 3.5 million rubles and they give a condition, or if he refuses, a real term.
Garkushenko, realizing what was happening, again turned to the FSB, but in the city of Rostov-on-Don. Having accepted the explanations from Garkushenko A.A., the FSB officer said that he would report to the management and they would contact him tomorrow. But, the next day, he began to say that the conduct of this special operation was complicated by the status of Garkushenko A.A. and in order for them to carry out any actions with him, they need the permission of the investigator who is conducting his case. That is, in order to take the hand of a bribe taker, employees of such a serious department need the permission of the same bribe taker, or his subordinate??? The whole process seemed very strange.

This information was forwarded to the Rostov region. After that, the head of the UK Shvetsov S.I.. said that, in principle, he would now put Garkushenko A.A. for a long time. Thus, the preventive measure for Garkushenko was changed to detention, and the case was transferred to the Investigative Committee for the Rostov Region. Garkushenko A.A. insisted that his message about the crime be registered in the KUSP, to which the investigator Kondukov M.A. refused, motivated by the fact that the verification of this message will be carried out as part of a criminal case. In the end, Garkushenko A.A. insisted on registering his message about the crime and, only on March 21, 2023, it was registered with the KUSP, but it was never checked. Later Garkushenko A.A. received a response from the IC for the RO, which stated that on May 18, 2023, the materials of the criminal case were separated from the criminal case into a separate proceeding, including the statement of Garkushenko A.A. It was also reported that the verification period was extended to 30 days. But, so far, the investigative committee has not initiated a criminal case against the officials mentioned in Garkushenko’s report, although there are censuses and sound recordings confirming the commission of the crime. Moreover, after the expiration of the verification period, a decision was made to refuse to initiate a criminal case against Shvetsov S.I., Skripnik V.A., Parkhomenko E.E. and Romanchenko D.V. The investigator did not even bother to take away explanations from the victim Garkushenko A.A. during the “check”. There is an assumption that this refuse is also sold as Shvetsov S.I. and Skripnik V.A. wanted to sell abandoned Garkushenko A.A.
In general, Garkushenko A.A. found himself in a difficult situation. Instead of holding extortionists accountable, the leadership of the Investigative Committee “protects” them and tries to fabricate a criminal case against A.A. Garkushenko himself, suspecting him of intending to offer a bribe. But it is not clear why, in this case, Garkushenko A.A. I had to contact the FSB and send a report about the crime.
