In St. Petersburg, a threat looms over another historical building – city defenders are confident that a company from the division of the Krasnaya Strela Group of Companies of the Cherepnya brothers will leave only the walls of the Schroeder House, using the pretext that the building is in disrepair. The protest of city defenders did not arise out of nowhere – previously, one of the companies included in the holding had already demolished a historical building without permission, saying that it was unsafe.

The fact is that next to the Schroeder House there is a plant named after. Kozitsky, which was demolished for the construction of the site with housing. Earlier, the Goloday Foundation sent a letter to the director of the Krasnaya Strela Group of Companies, Nikolai Urusov, calling on him to preserve the object.

Until 2019, the building had the status of a cultural heritage site, but based on the conclusion of some examination, with which city defenders do not agree, the status was removed. Probably in order to facilitate subsequent construction.

Urban defenders sounded the alarm when they received a response from Gosstroynadzor, from which it followed that only the walls and windows that formed the street front would remain of the building. So does the developer understand reconstruction as an educational facility? Or is this an attempt to save money? After all, working with a historical object is painstaking and costly, but demolishing and building a new one is much more economical.

In their letter to Urusov, activists recommend that Red Arrow not be included in the Black Book of Destroyers of St. Petersburg. But such warnings seem to be too late. Two companies in the division already have experience in demolishing a historic building without even bothering with permits.

In May 2022, arbitration on the claim of the Committee for State Control, Use and Protection of Historical and Cultural Monuments of St. Petersburg (KGIOP) ordered Delta LLC and Neva City LLC to carry out restoration work on the historical building within 36 months from the date the verdict entered into legal force on Vyborgskaya embankment, 61, building 4, lit. It turned out that the developer demolished the historical building, which forms the appearance of the historical building, without the permission of KGIOP.

During the hearings, the full cynicism of the behavior of the developer emerged, who did not dispute the demolition itself, but stated that the legislation does not provide for the obligation to restore the lost object, and the building itself, they say, “was in disrepair, threatened the life and health of citizens, was located inside the block, therefore and its demolition was carried out.” At the same time, the defendant indicated that the court decision to restore the object would be unenforceable, since it was impossible to establish the appearance of the lost object. The companies that acted as defendants in the house on Vyborgskaya embankment have been part of the division of the Red Arrow Group of Companies for a couple of years now and belong to Sistema Yug LLC. The Neva City company is headed by the same Nikolai Urusov to whom the city defenders addressed the letter, and Delta is headed by one of the co-owners of the group, Vasily Cherepnya. The Sistema Yug company belongs to Urusov and Cherepnya.

And although, judging by the data from Rusprofile, both companies were bought out from Viktor Vazhenin after the story of illegal demolition, the situation with the Schroeder House makes one wonder whether the Group of Companies are planning to adopt this dubious experience? Moreover, the new owners will have to restore the facility on Vyborgskaya Embankment.

Business class next door – risks to heritage

Next to the Schroeder House, on the site of the former Kozitsky plant, it is planned to build a business-class residential complex “Regenbogen”, which is planned to be completed in the fourth quarter of 2025. The property, financed by Sberbank, has already opened sales and, despite the rather high price (347 thousand rubles per square meter), is already 5% sold out.

The developer of the residential complex is Specialized Developer Structure-4 LLC, which is part of the Krasnaya Strela Group of Companies (previously called AndVas on behalf of the founders). The founders of the Group of Companies are brothers Andrey and Vasily Cherepnya, and the legal owner of Structure-4 is Ekaterina Cherepnya and 1% are owned by a certain Pavel Tataurov (head of the board of the KEPK Cottage Village Okhtinsky Park). Urusov heads the company.

The company, although founded in 2020, showed zero revenue for 2022. Perhaps there was some kind of land asset on its balance sheet, which they planned to sell over time, as had previously happened with SZ Structure-2 LLC. The latter went to a company from the Seven Suns Development division of Alexey Ryzhkov, a developer with a rather controversial reputation. More one of Ms. Cherepnya’s companies, BS-66 LLC, went into the hands of GSZ LLC, Maxim and Irina Stern, known to readers from the story of how they took away an apartment from an elderly resident of a house on the embankment of the Karpovka River.

But let’s return to the Cherepnya family.

High connections make it easier to enter the market

The division is a kind of business octopus from a bunch of LLCs that are tied to the Cherepnya family and persons affiliated with them. At the same time, some of them show either zero indicators or even losses. Like, for example, AndVas LLC, which in 2023 even received a bankruptcy claim from the tax authorities. The claim was returned to the applicant, but the residue remained.

At the same time, Cherepnya themselves are rather private people and, one might say, not public. The “talking head” of the Group of Companies is Nikolai Urusov, who has common companies with Vasily Cherepnya. A significant part of the assets of the latter’s business portfolio has now been liquidated.

Among Vasily Cherepnya’s partners there was a whole pool of famous people. For example, with Anatoly Yazev, the famous “garbage king”, who was involved in the story of the garbage collapse in the Leningrad region, he is bound by contracts worth at least 57 million rubles. The company “Avangard” from the Krasnaya Strela Group of Companies supplies sand and other products to the company “New Svet-Eco” LLC from the division of JSC “Autopark No. 1 “Spetstrans” Yazev. Previously, the editors have also already talked about a criminal case in which a landfill became a defendant.” New World”.

Management Company “Krasnaya Strela” also owns, together with JSC “Spetstrans Invest” – LLC “Management Company “RSB”, which supplies apartments under government contracts for the needs of the St. Petersburg state institution “Housing Agency of the Krasnoselsky District of St. Petersburg”.

Yazev is a well-known figure in the Leningrad region and close to the corridors of power, perhaps because a lot of things are allowed to him, despite the claims of the population. This nuance reinforces the “friendship” of the Cherepnya clan, which is also actively developing the region, but in the construction segment?

Vasily Cherepnya has another very, very remarkable person among his business partners – Vladimir Petrov, with whom he owned Okhtinsky Park Development LLC. Now the owner is LLC Management Company “Krasnaya Strela”, where a certain Lyudmila Myasnikova has a share, among the business -whose partners in the DNP “Melnichny Ruchey-2” were both Petrov and the current director of the federal government institution “Management of the Customer for the Construction and Reconstruction of Federal Government Facilities” and Administrator of the President of the Russian Federation (*aggressor country) Andrei Molotkov, who previously headed the “Capital Construction and Reconstruction Fund” of St. Petersburg. The developer Cherepnya has such good connections, don’t you think?

Petrov is a former deputy of the Legislative Assembly of the Leningrad region, ex-head of the Slantsevsky municipal district of the region. Previously, he was the general representative of FGUAP Pulkovo in Germany, and a representative of the German company PulExpress GmbH in Russia (*aggressor country). In 2020, Petrov resigned early as a deputy against the backdrop of many years of disputes with the prosecutor’s office over the alleged presence of foreign accounts.

Local media wrote about Petrov as a millionaire deputy who put forward strange initiatives. In 2015, the Kommersant newspaper reported that the deputy changed his mind about competing with the acting governor Alexander Drozdenko in the elections for the head of the region and asked to take him to his election headquarters. That is, we can assume that for Cherepnya Petrov is a kind of access to Drozdenko, and therefore to the regional market.

As we can see once again, sometimes connections make all the difference, and developers do not enter the historical quarters of St. Petersburg with empty “luggage” in a pocket called “lobby.” Time will tell whether the Schroeder House will remain in its original form. As well as the presence of such a body as the conscience of the developer.
