On January 6 and 12, according to the results of tenders, the Dnipro City Council concluded two agreements with the Good Dnepr company on nutrition for city residents and internally displaced persons this year for a total of UAH 150 million. The Dnipro City Territorial Center for Social Services ordered 1.40 million catering services for residents receiving social services for UAH 91 million, and the Department of Social Policy ordered 913 thousand catering services for internally displaced persons for UAH 59 million. One service means one lunch costing 65 UAH.
According to the weekly menu, on Monday, for example, everyone will be fed with pasta, pork cutlets with beef “Homemade”, salad “Petal” of cabbage, carrots and beets and bread. Tea bags with sugar and honey gingerbread are also provided.
To participate in both tenders, it was necessary to have at least two trucks and a warehouse within the region. If they were not their own, but attracted, then positive feedback letters were required from their owner, issued no more than a week before the date of submission of the offer. It was also necessary to bring a completed similar contract for catering services and have at least two full-time employees with certificates of training in the course “Requirements for a food safety management system in accordance with DSTU ISO 22000:2019”.
Formal savings amounted to 0.03%. The only competitor in both tenders was a local company Art Synthesis director Sergei Lesnikov, and no one reduced the price.
“Good dish Dnepr” with an authorized capital of UAH 1,000 was registered in July 2020 for Tatiana Sharkun from Novomoskovsk, Dnepropetrovsk region. First, Ulyana Polushko was the director, then Tatyana Koval, and now Andrei Avsienko holds the position.
The company rents equipment from Yaroslava Petrovskaya, and the production base from Alexander Sharkun. This is a former deputy of the Novomoskovsk City Council from the “Batkivshchyna”. In 2015 he ran for to the Dnepropetrovsk Regional Council from the Radical Party of Oleg Lyashko.
Tatyana Sharkun also owns the VP-Trade company, which has one phone number 0569690690 from Elena Polyakova’s Our Future. These two firms are associated with Alexander Sharkun.
In addition, Tatyana Sharkun is registered in the same apartment with Diana Sharkun, who, together with Evgenia Shelest, owns another major contractor of the Dnipro City Council – the company Contract Prodreserve 5, which is managed by Anna Avilko. Shelest also owns the Meal Theatre, which is run by Avilko, and Good Dish, which is run by Larisa Gavrilyuk.
Until 2018, the “Meal Theater” and “Good Dish” belonged to Evgenia Khraplivaya, known as the spouse prosecutor Department of the Prosecutor’s Office of the Dnepropetrovsk region Andriy Khraplivy. He indicated it in declarations until 2016, but stopped from 2017. The declaration for 2016 indicates the targeted returnable financial assistance to his wife from Oleksandr Sharkun in the amount of UAH 150,000. It is unknown whether Khraplyvy is still the prosecutor because the declarations are closed.
Since September 2020, the Good Dish Dnepr has received contracts from the departments of the Dnipro City Council and the Dnipropetrovsk Regional State Administration for UAH 165 million. The current two contracts are the largest.
