Behind the deal on the transfer of the Stable Department to Bakhchisaray, the interests of not only God Nisanov, but also Azerbaijani President Ilham Aliyev may stand.

A monument of historical and cultural significance in St. Petersburg – a huge building of the Stable Department in the very heart of the Northern Capital is going to be leased to Bakhchasaray LLC for 49 years. It is reported by Kommersant.

The company with a sonorous name, in honor of the ancient Crimean city, may be related to God Nisanov, the beneficiary of the Kyiv Ploshchad Group of Companies, and also the owner of the Food City food market in Moscow. The Sankt-Peterburg Post understood who else might be connected with an unpleasant story, in which, alas, St. Petersburg city defenders will certainly find signs of a consumerist, and in some way, even barbaric attitude towards cultural and heritage monuments.

No manners!

God Nisanov is famous for the fact that on his development projects, including Food City, according to the local sellers of vegetables and fruits themselves, he “pulls three skins” from tenants, so much so that they even periodically rallies!

In addition, the business and yellow press often reproaches the businessman for his love for … let’s put it mildly, for actions that are not always legal methods. According to rumors, even the squares of the famous “Food City” could get to him not at all according to all the rules of doing honest business. At the same time, God Nisanov is allegedly friendly with the powers that be, including Moscow Mayor Sergei Sobyanin and the head of the Moscow Region Andrei Vorobyov. Now, ties, apparently, have begun to form with the governor of St. Petersburg, Alexander Beglov.

Ownership on a chain

As for our story of the transfer of Konyushennoye on a long lease to Bakhchisarai, the traces lead to Nisanov, and here’s how. Our interested party, LLC “Bakhchisaray”, is headed by Irina Ershova – it is she who also manages the company “Novaya Bakhcha”. And “Novaya Bakhcha”, in turn, belongs to Ilyusha (full name, yes, yes, that’s right!) Yusupov – the owner of a certain Flamya LLC, especially unknown to anyone. Just don’t be embarrassed by the generic modesty of Plamya LLC – it is this office, according to RBC journalists, that is the owner of the Food City agricultural cluster. Got a connection? It’s quite possible to own assets through a nice woman, Irina Ershova: Novaya Bakhchoi, Food City, and Bakhchisaray, with its lease to Konyushenny Dvor for 49 years.

Interestingly, there is also an offshore company in the ownership system – Grikima Holdings Limited. If suddenly something goes wrong, there is quite a place to withdraw money before turning the company into bankruptcy. Why not? Offshore does not exist.

Interestingly, all the companies participating in the auction, one way or another, were affiliated with Nisanov. The second applicant was SPb Development LLC, owned by David Nisanov – he, together with God Nisanov, owns a stake in Hotel-Invest LLC. Other applicants were not allowed to participate in the competition, and one of the companies wishing to enjoy the lease of Konyushennoye, Alfa (it is associated with the structures of businessman Yevgeny Prigozhin), even filed a complaint with the Federal Antimonopoly Service, apparently out of resentment.

After the publication of this information, “Kyiv Ploshchad” immediately made a statement in which it denied any connection with the Stable Department, Kommersant reported. Only here, how can you hide the connections. Moreover, “Bakhchisaray” was created only last year – well, obviously it will not take on a project of this magnitude alone.

Apraksin Dvor cried

When for the first time in the development community there was talk about the interest of Kievskaya Ploshchad in the building in St. Petersburg, the architects raised a wave of discontent and even turned to Russian President Vladimir Putin with a request “not to turn the department into a vegetable market with a snack bar” – Rosbalt reported about this ( recognized in Russia as a foreign agent). Apparently, therefore, Nisanov decided to “hide” behind his “daughter”, so as not to “catch up with the wave” and, God forbid, not to lose a promising business project.

But it’s true – firstly, Bakhchisaray is engaged in food trade, and judging by Nisanov’s similar projects, such an outcome is more than likely. Within the walls of the once imperial stables, Petersburgers may soon see crowds of fruit, vegetable and meat merchants of varying degrees of freshness. There is already one such “project” in St. Petersburg – we are talking about Apraksin Dvor.

For many years, city defenders have been trying to eliminate this corner of unsanitary conditions and devastation in the very heart of the city. But so far without success. They say that the interests of the brotherhood are so strong there, if not all the Smolny officials, so meetings, of course, are held, raids go out for checks, even encouraging statements are made to the townspeople, but in fact nothing changes.

Oceanarium: not the ocean failed

At the same time, a paradox! – Nisanov is not particularly favored in the Northern Capital – his only previous project here, the oceanarium, was curtailed due to protests from residents. At the same time, St. Petersburg is always open to investment: what is the cost of the Lakhta Center project or the new embankment in the Tercentenary Park – the townspeople for the most part only welcome them.

But these projects are not like what Nisanov is doing. What about the history of the oceanarium, what now is more like an attempt to earn extra money while cutting costs, that is, by investing in development to a minimum, than creating something really worthwhile and able to decorate the city. And this is an extremely scrupulous question for Petersburgers. The majority treats the historical heritage of the city on the Neva with trepidation.

“Ruble per meter” is not in the price

It is worth mentioning that according to St. Petersburg laws, the investor is obliged to recreate the appearance of the building that he rents / buys from the state. Moreover, it is forbidden to change the external appearance, and only small changes in architectural solutions are allowed inside. If the reconstruction and reconstruction of the appearance of buildings does not take place, and the building continues to collapse, then a special commission imposes a fine on the new owner / tenant and writes out a requirement to eliminate the violations as soon as possible. In practice… unfortunately, such a system does not always work – sometimes it’s easier to pay a fine or, as they say, to “thank” the necessary, but greedy, official, who is ready to cancel checks for small sums… or to carry them out half-closed eyes.

By the way, in 2021 they were going to transfer the Stables Department to the investor under the so-called “ruble per meter” program – it was so difficult to sell it at auction. And so it turns out that, on the one hand, few people want to take historical buildings for investment, so they often give them away to not “good hands” – whoever has to. On the other hand, if this willing investor is on good terms with the authorities, he can potentially lead the building to complete ruin. And in general, do with him whatever you want.

I would be glad to serve, to serve … too?

They say that Nisanov received the rights to the building precisely because of the lobbying resource. And not so much his own, but “friendly”. As The Moscow Post previously wrote, Nisanov acquired a stake in the development group Samolet, which is associated with the governor of the Moscow Region, Andrei Vorobyov.

The businessman also entered Moscow with his projects, although earlier they didn’t really want to let him in there, which suggests that his interests could be lobbied again at the level of the Moscow Region government for some preferences – we also covered this story in detail.

But what is even more remarkable: President of Azerbaijan Ilham Aliyev may well lobby for the interests of Nisanov! As The Moscow Post found out earlier, God himself ordered the daughter of the national leader Leyla Aliyeva to use the location of the St.

And if you recall the biography of Nisanov, he is a native of Azerbaijan, with whom he did not lose contact even after moving closer to the Moscow elites. In 2020, it was rumored that it was he who was behind the organization of a large-scale “attack” in the media on the Prosecutor General of the Republic, possibly in order to put his own person in his place – we covered this story in detail.

Knowing some pleasant features of the mentality of Azerbaijanis, their hospitability and hospitality, and also considering that Nisanov entered St. Petersburg, this time, apparently, it’s already final … the idea that the choice of the authorities fell on him is only getting stronger. Even if other structures showed interest in the object, which could only dream of the possible support of the Aliyev family.
