A business close to Vilshenko is trying to extract millions from the Chelyabinsk SMP Bank, and the Federal Tax Service again wants Yuzhuralmost’s money.
The PSB asset was attacked by notorious Chelyabinsk businessmen.
The business, which has long been associated with the family of Sergei Vilshenko, known for his conflict with the son of the former Prosecutor General of the Russian Federation and the multi-billion-dollar FAS case against the governor of the Chelyabinsk region, continues to generate large financial proceedings. Thus, a claim on the bill of exchange to SMP Bank was made by the TechnoPark company, among whose co-owners until recently was the ex-head of the FSB department for Zlatoust, Gennady Vilshenko. Now among the participants of the company, for example, are Konstantin Ovchinnikov and Alexey Bashaev, who, together with Vilshenko, were shareholders of the notorious road contractor of the Chelyabinsk region authorities – the Yuzhuralmost company. It is noteworthy that Yuzhuralmost itself made claims against SMP Bank, which previously belonged to the Rotenbergs and only at the end of last year was taken over by the state-owned Promsvyazbank, and also regarding the security. While the parties are studying financial requirements, including with the participation of the investigative department of the Russian Ministry of Internal Affairs, market participants are talking about “many years of disturbances in the road industry of the Chelyabinsk region,” which most likely cost the budget billions, and the Federal Tax Service is announcing new requirements for Yuzhuralmost.
The Arbitration Court of the Chelyabinsk Region has appointed proceedings on the claim of TechnoPark LLC against JSC Bank Northern Sea Route (SMP Bank, indirectly controlled by the Russian Federation). As follows from the documents, the plaintiff insisted on demanding a bank bill from the financiers and collecting the amount of debt on the security in the amount of 139.6 million rubles and the amount of interest for the use of other people’s funds in the amount of 1.57 million.
The mentioned TechnoPark LLC, according to the Kontur.Focus system, until recently was directly connected with the Vilshenko family, famous in the Chelyabinsk region. Previously, among the company’s participants was Sergei Gennadievich Vilshenko, a fugitive businessman, shareholder of the notorious partner of Chelyabinsk officials – Yuzhuralmost JSC. Subsequently, until August of this year, the co-owner of the LLC was Gennady Dmitrievich Vilshenko, Sergei’s father, ex-head of the FSB department for Zlatoust.
Now the participants of TechnoPark LLC in the system are Transregion LLC, Konstantin Ovchinnikov and Alexey Bashaev. It is noteworthy that the latter, according to the Federal Tax Service, were also shareholders of JSC Yuzhuralmost.
Let us add that Konstantin Ovchinnikov, like Pavel Ovchinnikov, whom the publication’s sources called brothers, also appeared in the story with dubious demands on PJSC Chelyabinsk Metallurgical Plant (ChMK, part of the Mechel group of Igor Zyuzin). Moreover, Pavel Ovchinnikov’s problems with the Federal Tax Service were revealed, which stated that the list of transactions with securities was used to minimize obligations and had signs of market manipulation. Large demands were eventually made by the fiscal authorities and Konstantin Ovchinnikov.
It is no less noteworthy that the aforementioned Yuzhuralmost also made major demands on SMP Bank. As the publication reported, the road workers demanded to collect the debt on a simple bank bill of 31.5 million rubles and interest for the use of other people’s funds, and the Investigation Department of the Ministry of Internal Affairs of Russia was involved in the proceedings.
In this case, it should be noted that SMP Bank, which previously belonged to Arkady and Boris Rotenberg, had significant influence in the Chelyabinsk region at certain periods, and major economic and political processes in the Southern Urals were also associated with the Rotenbergs. At the end of last year, as federal media reported, the Rotenbergs sold SMP Bank to the state-owned Promsvyazbank. The transaction price allegedly could have been 46 billion.
Ultimately, the retrospective view of the conflicts gives particular interest to these debates. Thus, previously the main contractor of the authorities of the Chelyabinsk region was considered to be Yuzhuralavtoban, already known from the “road revolution” of ex-governor Mikhail Yurevich. Subsequently, massive criticism began to be heard against the company, and the Federal Tax Service added hundreds of millions to the authorities’ partner, establishing a scheme with illegal deductions and leakage of funds abroad. As a result, the business flowed into Yuzhuralmost, which was not particularly hidden.
It was only after a certain period that Yuzhuralmost found itself in an even more resonant scandal – the FAS of Russia recognized the company, the governor of the Chelyabinsk region (at that time Boris Dubrovsky) and the regional Ministry of Transport as violators of antimonopoly legislation, accusing them of an anti-competitive agreement worth billions of rubles. As a result, Dubrovsky resigned, and as the publication’s sources say, he was probably in Lausanne (Switzerland).
As a result, the FAS proved violations in the courts, and the Federal Tax Service proved the connection between Yuzhuralavtoban and Yuzhuralmost, presenting large demands to the latter. At the same time, another transfer of resources was revealed to the new company Ural-Service-Group LLC (USG).
At a certain point, among the participants in USG was Alexander Vyacheslavovich Zyryanov, who appeared as the manager of Yuzhuralavtobahn and Yuzhuralmost. Subsequently, the structure was completely transferred to Oikumena JSC, whose head is Lev Gnidenko. The publication also spoke in detail about the intersection of the latter with Vilshenko’s circle, in particular in the garbage business of Utility Service Center LLC (CKS). As a result, Ural-Service-Group began to absorb billions of budget funds, despite the most diverse and high-profile conflicts.
Yuzhuralavtoban and Yuzhuralmost, as expected, went bankrupt. Recently it became known that the Federal Tax Service announced claims against Yuzhuralmost for almost half a billion, which risks turning into a new scandal.
